Synopsis Improving the Efficacy of Arms Control by : Amy Joy Nelson
My dissertation research addresses a role for decision-making theory in international politics. Specifically, It examines the effect of uncertainty--as distinct from risk--on the negotiation of arms control agreements. This work is driven by the following paradox and foreign policy impediment: current best practices for arms control negotiations recommend strategies for risk reduction, including limiting the scope, scale, and duration of agreements, but these strategies are inconsistent with the overarching goals of arms control, which include the pursuit of long-term peace and stability. When goals and strategies for arms control negotiations instead provide effective "uncertainty management," we get broader and more durable agreements. This project is also motivated by the fact that we have little empirical information on the efficacy of arms control agreements in general, and none that speak to the optimization of these agreements in order to meet long-term security goals. My research aims to fill that gap so we can best consider the most effective role for arms control. Drawing on case studies of successful and unsuccessful nuclear and conventional arms control negotiations and a novel dataset consisting of 43 bilateral and multilateral negotiations and agreements, my findings suggest that current arms control practices tend to fail not for lack of ambition; they fail because the more modest goals which allow agreements to be reached more quickly and easily result in an efficiency that comes at a price. The durability of arms control agreements is better facilitated by including a wide range of treaty terms, including confidence and security building measures (CSBMs) that work in concert to manage multiple sources of uncertainty over time. This means that if we want negotiations to succeed and agreements to survive, we need to strike a better balance between long- and short-term goals. It may also mean that we need to scale back expectations for what can be achieved in the short-term and develop new ways of extending what are thought of as "insignificant" achievements, like CSBMs.

Synopsis Strategy and Arms Control by : Thomas C. Schelling
This benchmark study in the field of national security and weapons control was first published in 1961. Republished with a new preface providing the perspectives of 1985, it focuses on the world's military environment and analyzes how that environment may or may not be improved through political arms control efforts. The authors begin with a framework for understanding security, defense and arms control relationships. They also provide a framework for evaluating arms control proposals and for determining whether these proposals are in the security interests of the United States. Synopsis Arms Control in the 21st Century by : Oliver Meier
This volume evaluates the impact of coercive arms control efforts to curb the spread of weapons of mass destruction in the twenty-first century. A new paradigm in arms control is gradually replacing the idea that mutually agreed restrictions on armaments can improve international security. Thus, Hedley Bull’s classic definition of arms control as the "cooperation between antagonistic pairs of states in military affairs" needs to be amended by a new notion of coercive arms control as the set of non-cooperative and non-reciprocal measures to restrict the weapons or military capabilities of certain states. This volume addresses the topic of how this ongoing paradigmatic shift will affect the effectiveness of arms control as a conflict management instrument. While some argue that new instruments can complement and strengthen traditional, multilateral and inclusive arms control regimes, others maintain that conflicts and contradictions between coercive and cooperative arms control regimes will severely limit their effectiveness. This volume provides a forum for academics and practitioners from around the globe to discuss these developments in depth and to assess the specific strengths and weaknesses of these new instruments of arms control. This book will be of much interest to students of arms control, global governance, foreign policy and IR/Security Studies in general.

Synopsis Armament, Arms Control and Artificial Intelligence by : Thomas Reinhold
Looking at a variety of armament sectors, the book examines how Artificial Intelligence (AI) impacts the fields of armament and arms control, how existing arms control measures will be affected by AI, and what new approaches based on AI have been or are currently developed. The significant increase in computing power, the increasing reliance on software, and the advent of (narrow) AI and deep-learning algorithms all have the potential to lead to disruptive changes for military operations and warfare, rendering many classical arms control instruments less effective, or even useless. On the other hand, AI might lead to completely new arms control approaches, raising the effectiveness and reliability of new verification measures. To provide a common understanding, the book starts by presenting a general introduction to the state of the art in artificial intelligence and arms control, and how the two topics are interrelated. The second part of the book looks at examples from various fields of weapon technology, including weapons of mass destruction (WMD), conventional armament, and emerging technologies. The final section offers a cross-cutting perspective based on the examples presented in the second part. This volume will appeal to students and scholars of international relations, as well as policy-makers and practitioners interested in a better understanding of peace and security studies in general, and armament and arms control in particular with a strong focus on AI.

Synopsis Strategies of Arms Control by : Stuart Croft
In this groundbreaking analysis, Stuart Croft brings the subject of arms control into the era of complex, multi-polar international relations. He moves beyond the narrow definitions of the phenomenon associated with the Cold War to show how it not only has a long past, but also a clear future. The author begins by tracing the history of agreements between polities over weapons back to ancient times. An understanding of this history allows him to put forward a typology of arms control. It occurs at the end of major conflicts, stabilises balances between states, develops norms of behaviour, manages weapons proliferation, and acts as a tool of international organisations. Stuart Croft examines the evolution of these five qualitatively different strategies, and applies the typology to arms control agreements in the post-Cold War world. This definitive new study will be of interest to students in international relations and security studies, as well as specialists in these disciplines.
