The impact of information technology in the field of military decision making is superficially less visible than that of a number of other weapon developments, though its importance has grown steadily since the beginning of the 1980s. Owing to its potential role in modern weapon systems and the prospect of its inclusion as an essential ingredient in many military projects such as the Strategic Defence Initiative, it has become the focus of special interest and efforts. This book is the first attempt to present a broad overview of the prospects for information technology in general, and machine intelligence in particular, in the context of international security. The dangers and promises of weapon and arms control applications of computers and artificial intelligence to decision-making processes are analysed in a technical, strategic, and political perspective by experts from six different countries. In an introductory chapter, Allan Din presents a generic overview of artificial intelligence and its prospects. Thirteen contributors then discuss the conceptual and technical framework of artificial intelligence, analyse implications for weapon systems and strategy, and discuss possible applications to arms control verification and modelling.

Looking at a variety of armament sectors, the book examines how Artificial Intelligence (AI) impacts the fields of armament and arms control, how existing arms control measures will be affected by AI, and what new approaches based on AI have been or are currently developed. The significant increase in computing power, the increasing reliance on software, and the advent of (narrow) AI and deep-learning algorithms all have the potential to lead to disruptive changes for military operations and warfare, rendering many classical arms control instruments less effective, or even useless. On the other hand, AI might lead to completely new arms control approaches, raising the effectiveness and reliability of new verification measures. To provide a common understanding, the book starts by presenting a general introduction to the state of the art in artificial intelligence and arms control, and how the two topics are interrelated. The second part of the book looks at examples from various fields of weapon technology, including weapons of mass destruction (WMD), conventional armament, and emerging technologies. The final section offers a cross-cutting perspective based on the examples presented in the second part. This volume will appeal to students and scholars of international relations, as well as policy-makers and practitioners interested in a better understanding of peace and security studies in general, and armament and arms control in particular with a strong focus on AI.

This volume features a selection of the best scholarship on international law as it is relevant to the proliferation of weapons of mass destruction. The essays consider the nonproliferation legal regime as a normative system and offer a more discrete consideration of international law in each weapons of mass destruction technology area. The role, authority and track record of the UN Security Council in this area are also evaluated.

This overview aims to inform the public discussion of space-based weapons by examining their characteristics, potential attributes, limitations, legality, and utility. The authors do not argue for or against space weapons, nor do they estimate the potential costs and performance of specific programs, but instead sort through the realities and myths surrounding space weapons in order to ensure that debates and discussions are based on fact.

Organized by SIPRI, the Nobel Symposium on A Future Arms Control Agenda considered how arms control contributes to a cooperative security system based on the peaceful resolution of disputes and the gradual demilitarization of international relations. This growing automation of warfare may come to represent a major discontinuity in the history of warfare: humans will first be removed from the battlefield and may one day even be largely excluded from the decision cycle in future high-tech and high-speed robotic warfare. Although the current technological issues will no doubt be overcome, the greatest obstacles to automated weapons on the battlefield are likely to be legal and ethical concerns. Armin Krishnan explores the technological, legal and ethical issues connected to combat robotics, examining both the opportunities and limitations of autonomous weapons. He also proposes solutions to the future regulation of military robotics through international law.

Impending technological advances will widen an adversary’s attack plane over the next decade. Visualizing what the future will hold, and what new threat vectors could emerge, is a task that traditional planning mechanisms struggle to accomplish given the wide range of potential issues. Understanding and preparing for the future operating environment is the basis of an analytical method known as Threatcasting. It is a method that gives researchers a structured way to envision and plan for risks ten years in the future. Threatcasting uses input from social science, technical research, cultural history, economics, trends, expert interviews, and even a little science fiction to recognize future threats and design potential futures. During this human-centric process, participants brainstorm what actions can be taken to identify, track, disrupt, mitigate, and recover from the possible threats. Specifically, groups explore how to transform the future they desire into reality while avoiding an undesired future. The Threatcasting method also exposes what events could happen that indicate the progression toward an increasingly possible threat landscape. This book begins with an overview of the Threatcasting method with examples and case studies to enhance the academic foundation. Along with end-of-chapter exercises to enhance the reader’s understanding of the concepts, there is also a full project where the reader can conduct a mock Threatcasting on the topic of “the next biological public health crisis.” The second half of the book is designed as a practitioner’s handbook. It has three separate chapters (based on the general size of the Threatcasting group) that walk the reader through how to apply the knowledge from Part I to conduct an actual Threatcasting activity. This book will be useful for a wide audience (from student to practitioner) and will hopefully promote new dialogues across communities and novel developments in the area.
