Central to the process of creating sustainable diversity is the capacity of institutions at the national, provincial and local levels to counter patterns of exclusion and facilitate the integration of new immigrants into the labour market and guarantee access to social services, language training and education. [...] The second section provides a profile of immigration in Canadian cities, with a focus on its diversity and the variations across the major urban centers.4 The third section reviews the literature about successes and failures in efforts to promote the socio-economic inclusion of newcomers in Canadian cities. [...] With the introduction of the point system and the removal of explicit discrimination based on country of origin, the portrait of immigration changed dramatically. [...] The result is a vicious circle: the poorer the neighbourhood, the less resources there are to provide public services and the more difficult it is to obtain resources to reduce the patterns of exclusion for future generations. [...] Since the adoption of the Charter of the French Language in 1977, the Quebec government has developed a number of policies aimed at facilitating the integration of immigrants into the French majority.

This book approaches the issue of immigrant integration as a democratic justice problem. Based on Honneth’s recognition theory, it introduces the concept of ‘Just Integration’, which challenges the capacity of the actual recognition order of the host society to include its immigrants as full members. The study criticizes the current political obsession to restore the social cohesion of the host society in the face of immigration. It argues that this perception inhibits host societies from recognizing their immigrants as individuals who have authentic skills, qualifications and identities in addition to their ethnic, cultural and religious attachments. The author applies the concept of ‘Just Integration’ to the real pathologies that immigrants/refugees suffer in Canada and Turkey, providing guidelines for progress towards better integration of immigrants within host societies and institutions.
