Policy innovations are needed to break the vicious cycle in urban transport in LAC. The ultimate objective should be reliable, efficient, high-quality, and sustainable urban transport. The study describes urban transport policies implemented in the region, highlighting tangible impacts whenever possible, and opportunities to improve urban transport policy. A two-pronged approach is suggested, based on (i) service-oriented policies in addition to the more common asset-oriented policies; and (ii) integrated policies that address public and private transport simultaneously, incorporating dimensions such as congestion pricing and land-use management.

About half of the region's poor live in cities, and policy makers across Latin America are increasingly interested in policy advice on how to design programmes and policies to tackle poverty. This publication argues that the causes of poverty, the nature of deprivation, and the policy levers to fight poverty are, to a large extent, site specific. It therefore focuses on strategies to assist the urban poor in making the most of the opportunities offered by cities, such as larger labour markets and better services, while helping them cope with the negative aspects, such as higher housing costs, pollution, risk of crime and less social capital.

This handbook presents the great contemporary challenges facing cities and urban spaces in Latin America and the Caribbean. The content of this multidisciplinary book is organized into four large sections focusing on the histories and trajectories of urban spatial development, inequality and displacement of urban populations, contemporary debates on urban policies, and the future of the city in this region. Scholars of diverse origins and specializations analyze Latin American and Caribbean cities showing that, despite their diversity, they share many characteristics and challenges and that there is value in systematizing this knowledge to both understand and explain them better and to promote increasing equity and sustainability. The contributions in this handbook enhance the theoretical, empirical and methodological study of urbanization processes and urban policies of Latin America and the Caribbean in a global context, making it an important reference for scholars across the world. The book is designed to meet the interdisciplinary study and consultation needs of undergraduate and graduate students of architecture, urban design, urban planning, sociology, anthropology, political science, public administration, and more.

Most cities of the Latin America and the Caribbean region face similar problems, including low quality public transport supply, lack of planning, congestion, and both atmospheric and noise pollution. As a response to these growing concerns, many governments are implementing actions aimed at encouraging the use of more sustainable transport modes and reducing transport dependence on the private car. Despite the advances gained through the implementation of these and other policies in LAC, there is still a long way to go, especially in the promotion of seamless transport systems at the city level, the achievement of financial sustainability, as well as the improvement of urban air quality. This study identifies a number of best practices for overcoming or working around these challenges.

The report presents an in-depth analysis of various policies that aim to reduce the greenhouse gas emissions of urban transport. Decarbonising transport lies at the core of efforts to mitigate climate change and has close links to urban sustainability and housing affordability. The report identifies the drivers of rising emissions in the urban transport sector and offers pathways to reduce them through a combination of transport and land use policies.

The report examines a variety of specific instruments and applications in municipalities throughout the region under three categories: property taxation and betterment contributions; exactions and other direct negotiations for charges for building rights or the transfer of development rights; and large-scale approaches such as development of public land through privatization or acquisition, land readjustment, and public auctions of bonds for purchasing building rights. Latin America and the Caribbean (LAC) does not have the infrastructure it needs, or deserves, given its income. Many argue that the solution is to spend more; by contrast, this report has one main message: Latin America can dramatically narrow its infrastructure service gap by spending efficiently on the right things. This report asks three questions: what should LAC countries’ goals be? How can these goals be achieved as cost-effectively as possible? And who should pay to reach these goals? In doing so, we drop the ‘infrastructure gap’ notion, favoring an approach built on identifying the ‘service gap’. Benchmarking Latin America in this way reveals clear strengths and weaknesses. Access to water and electricity is good, with the potential for the region’s electricity sector to drive competitive advantage; by contrast, transport and sanitation should be key focus areas for further development. The report also identifies and analyses some of the emerging challenges for the region—climate change, increased demand and urbanization—that will put increasing pressure on infrastructure and policy makers alike. Improving the region’s infrastructure performance in the context of tight fiscal space will require spending better on well identified priorities. Unlike most infrastructure diagnostics, this report argues that much of what is needed lies outside the infrastructure sector †“ in the form of broader government issues—from competition policy, to budgeting rules that no longer solely focus on controlling cash expenditures. We also find that traditional recommendations continue to apply regarding independent, well-performing regulators and better corporate governance, and highlight the critical importance of cost recovery where feasible and desirable, as the basis for future commercial finance of infrastructure services. Latin America has the means and potential to do better; and it can do so by spending more efficiently on the right things.
