The report presents an in-depth analysis of various policies that aim to reduce the greenhouse gas emissions of urban transport. Decarbonising transport lies at the core of efforts to mitigate climate change and has close links to urban sustainability and housing affordability. The report identifies the drivers of rising emissions in the urban transport sector and offers pathways to reduce them through a combination of transport and land use policies.

Most cities of the Latin America and the Caribbean region face similar problems, including low quality public transport supply, lack of planning, congestion, and both atmospheric and noise pollution. As a response to these growing concerns, many governments are implementing actions aimed at encouraging the use of more sustainable transport modes and reducing transport dependence on the private car. Despite the advances gained through the implementation of these and other policies in LAC, there is still a long way to go, especially in the promotion of seamless transport systems at the city level, the achievement of financial sustainability, as well as the improvement of urban air quality. This study identifies a number of best practices for overcoming or working around these challenges.

Policy-making for urban transport and planning of economies in the developing world present major challenges for countries facing rapid urbanisation and rampant motorisation, alongside growing commitments to sustainability. This report analyses the current state of the landlocked developing countries (LLDCs) Bolivia and Paraguay. It analyses the traditional topics: infrastructure at national level and connectivity towards adjacent countries; the recent development in international laws and treaties; and cross-border operation. The report also evaluates the level of international transport costs and the potential impact on trade. It further presents the currently induced over costs in logistic chains, which pose an additional burden to the competitiveness of the countries.

Approximately 80 per cent of the population of Latin America is concentrated in urban centres. Pressure on water resources and water management in cities therefore provide major challenges. Despite the importance of the issues, there has been little systematic coverage of the topic in book form. This work fills a gap in the literature by providing both thematic overviews and case study chapters. It reviews key aspects of why water matters in cities and presents case studies on topics such as groundwater management, green growth and water services, inequalities in water supply, the financing of water services and flood management. Detailed examples are described from Argentina, Brazil, Colombia, Ecuador, Mexico and Peru, and there is also a chapter comparing lessons which might be learnt from US cities. Contributing authors are drawn from both within and outside the region, including from the Inter-American Development Bank, OECD and World Bank to set the issues in a global context.

About half of the region's poor live in cities, and policy makers across Latin America are increasingly interested in policy advice on how to design programmes and policies to tackle poverty. This publication argues that the causes of poverty, the nature of deprivation, and the policy levers to fight poverty are, to a large extent, site specific. It therefore focuses on strategies to assist the urban poor in making the most of the opportunities offered by cities, such as larger labour markets and better services, while helping them cope with the negative aspects, such as higher housing costs, pollution, risk of crime and less social capital.
