Even before achieving victorious peace in the war against the Russian aggressor, the process of economic recovery has begun in Ukraine. The purpose of this monograph is to explore the possibilities of the post-war revival of the main sectors of the Ukraine’s economy based on positive world experience and advanced technologies. To obtain practically applicable results, highly qualified researchers from various universities and research centres of Ukraine were involved. The main focus of the monograph is the study of the problems of the transformation and post-war reconstruction of the economy and it is mainly intended for potential practical participants in these processes. However, the authors are convinced that it will be interesting and useful to all researchers analysing the transformations of complex economic systems. Methodological approaches and practical recommendations can be adapted to the specifics of a country that is solving the problems of transformation and building an economic model that would correspond to new geostrategic realities.

The Economics of Russia’s War in Ukraine provides a thorough analysis of the Russo-Ukrainian war, tracing its historical roots and exploring its multifaceted dimensions. This book emphasizes economic, geopolitical, and humanitarian impacts, highlighting Ukraine’s resilience amid challenges. This book therefore argues that a comprehensive, integrated approach with international support is crucial for Ukraine’s recovery and sustainable economic growth. It is in the national security interest of the G7 and European Union for Ukraine to become a modernized economy and remain a secure democracy. The United States, European Union, and G7 should do everything possible to realize this vision after Ukraine wins the war with Russia. However, there will not be enough foreign assistance to rebuild Ukraine. Therefore, Ukraine and its allies need to create an environment within which businesses and companies have the confidence to invest and deliver the reconstruction the country critically needs.

Clearing landmines, rehabilitating and integrating of excombatants, rebuilding the infrastructure, coordinating aid sources—these are just some of the issues confronting the Bank in post-conflict reconstruction. The explosion of civil conflicts in the post-Cold War world has tested the World Bank's ability to address unprecedented devastation of human and social capital.This study covers post-conflict reconstruction in nine countries, assessing relevant, recent Bank experience. It also presents case-studies for ongoing and future operations, which analyze: 1. the Bank's main strengths or comparative advantages; 2. its partnership with other donors, international organizations, and NGOs; 3. its role in reconstruction strategy and damage and needs assessment; 4. its role in rebuilding the economy and institutions of governance; 5. its management of resources and processes; 6. implications for monitoring and evaluation.

The UNDP Crisis Prevention and Recovery Report 2008 titled Post-Conflict Economic Recovery: Enabling Local Ingenuity, is a comprehensive analysis focusing on three critical factors: the importance of local ingenuity to guide recovery, the state s role in promoting this ingenuity, and the policies needed to rebuild battered economies and reduce the risk of conflict recurrence. The study cites examples of countries that have succeeded in rekindling post-conflict economies and those that continue to flounder, discussing the foundations that are so vital to foster post-conflict economic recovery.

Digital technologies not only offer a vast potential to enhance firm productivity, they can also help enhance resilience and support economic recovery in times of war. The government has made significant strides in accelerating the digital transformation and has reinforced support for digitalisation since the onset of Russia’s full-scale invasion in February 2022. While digital technologies have brought significant benefits to the country, Ukraine’s SMEs are yet to fully tap into the potential of digitalisation. Beyond war-related challenges, lack of awareness, digital skills shortages, sectoral specificities, and financial constraints complicate their digital development. The government aims to further promote SME digitalisation and is currently preparing its SME Strategy 2024-27. Throughout 2023, the OECD provided guidance to Ukraine on how to help SMEs leverage digitalisation for productivity, resilience, and recovery. This report presents an overview of the findings, looking at i) ways to strengthen the national and subnational institutional and policy framework for SME digitalisation; ii) avenues for targeted digitalisation support services for SMEs, building on the OECD’s blueprint; and iii) specific ways digitalisation can help SMEs weather war-related challenges.
