The UNDP Crisis Prevention and Recovery Report 2008 titled Post-Conflict Economic Recovery: Enabling Local Ingenuity, is a comprehensive analysis focusing on three critical factors: the importance of local ingenuity to guide recovery, the state s role in promoting this ingenuity, and the policies needed to rebuild battered economies and reduce the risk of conflict recurrence. The study cites examples of countries that have succeeded in rekindling post-conflict economies and those that continue to flounder, discussing the foundations that are so vital to foster post-conflict economic recovery.

This book presents a rich ethnography of post-conflict social and economic recovery in East Timor following the end of Indonesian military occupation of the territory in 1999. It offers a longer-term analysis of the pathways to rebuilding and restoring local community life, and the budding prosperity that has flowed from participation in spontaneous circular labour migration and the remittance benefits that have followed. Based on extensive comparative literature and field-based empirical research, the book explores the protracted process of cultural and economic revival following a generation-long period of military repression and a sustained struggle for national independence. With a focus on the experiences of Fataluku ethno-linguistic communities in Timor-Leste, the study offers nuanced perspectives on the legacies of conflict and local forms of governance, the revitalisation of customary exchange and ancestral religion. Presenting both an optimistic and alternative narrative in which a traumatised population finds new hope and emergent prosperity, this book highlights a renewed concern with inter-generational well-being and widespread aspirations for prosperity and material benefits following decades of deprivation. It is also an analysis of post-conflict resilience against the odds, illustrating the adaptive possibilities of tradition in the context of globalisation and expectations of modernity. This book provides an insight into some of the main issues that arise in post-conflict economic and social reconstruction, and offers examples of what works, and what does not. It will be of interest to all working on economic and social reconstruction in post-conflict countries, as well as those working on peace and development.

Countries emerging from civil war attract both aid and policy advice. This paper provides the first systematic empirical analysis of aid and policy reform in the post-conflict growth process. It is based on a comprehensive data set of large civil wars and covers 27 countries that were in their first decade of post-conflict economic recovery during the 1990s. The authors first investigate whether the absorptive capacity for aid is systematically different in post-conflict countries. They find that during the first three post-conflict years, absorptive capacity is no greater than normal, but that in the rest of the first decade it is approximately double its normal level. So ideally, aid should phase in during the decade. Historically, aid has not, on average, been higher in post-conflict societies, and it has tended to taper out over the course of the decade. The authors then investigate whether the contribution of policy to growth is systematically different in post-conflict countries, and in particular, whether particular components of policy are differentially important. For this they use the World Bank policy rating database. The authors find that growth is more sensitive to policy in post-conflict societies. Comparing the efficacy of different policies, they find that social policies are differentially important relative to macroeconomic policies. However, historically, this does not appear to have been how policy reform has been prioritized in post-conflict societies.

Claims to land and territory are often a cause of conflict, and land issues present some of the most contentious problems for post-conflict peacebuilding. Among the land-related problems that emerge during and after conflict are the exploitation of land-based resources in the absence of authority, the disintegration of property rights and institutions, the territorial effect of battlefield gains and losses, and population displacement. In the wake of violent conflict, reconstitution of a viable land-rights system is crucial: an effective post-conflict land policy can foster economic recovery, help restore the rule of law, and strengthen political stability. But the reestablishment of land ownership, land use, and access rights for individuals and communities is often complicated and problematic, and poor land policies can lead to renewed tensions. In twenty-one chapters by twenty-five authors, this book considers experiences with, and approaches to, post-conflict land issues in seventeen countries and in varied social and geographic settings. Highlighting key concepts that are important for understanding how to address land rights in the wake of armed conflict, the book provides a theoretical and practical framework for policy makers, researchers, practitioners, and students. Land and Post-Conflict Peacebuilding is part of a global initiative to identify and analyze lessons in post-conflict peacebuilding and natural resource management. The project has generated six edited books of case studies and analyses, with contributions from practitioners, policy makers, and researchers. The trend for international engagement in post-conflict reconstruction has produced a host of best-practice postulates on topics such as local involvement in decision-making, accountability for past atrocities, sensitivity to context, and the construction of democratic institutions of governance. International law has potential relevance for many of these themes, yet the question of how the implementation of best-practice policy recommendations might be affected by international law remains under-examined. This book offers a fuller understanding of the role of international law in the practice of post-conflict reconstruction. It explores how international legal issues that arise in the post-conflict period relate to a number of strands of the policy debate, including government creation, constitution-making, gender policy, provision of security, justice for past atrocities, rule of law development, economic recovery, returning displaced persons, and responsibilities of international actors. The chapters of the book work to reveal the extent to which international law figures in the policy of internationally enabled post-conflict reconstruction across a range of sectors. They also highlight the scope for international law to be harnessed in a more effective manner from the perspective of the transition to peace and stability. The book lays out a basis for future policy making on post-conflict reconstruction; one that is informed about the international legal parameters, and more aware of how international law can be utilized to promote key objectives.
