Available online: https://pub.norden.org/temanord2023-539/ The ‘Towards Ending Plastic Pollution by 2040’ report was commissioned by the Nordic Council of Ministers and developed by Systemiq and presents a set of 15 global policy interventions towards ending plastic pollution. If universally adopted and supported by a set of common global rules in the international legally binding instrument on plastic pollution these could cut annual volumes of mismanaged plastic waste by 90% and virgin plastic use by 30% by 2040 relative to 2019 levels. Yet, the report highlights that more ambitious efforts are needed to align with the Paris Climate Agreement and holistically address plastic pollution.

Many informal organisations around the world are making a positive impact on the environment and their communities by turning waste into a resource, increasing the social capacity of their community and reducing the amount of pollution in their environment. While plastics are extremely useful materials for modern society, plastics production and waste generation continue to increase with worsening environmental impacts despite international, national and local policy responses, as well as industry commitments. The first of two reports, this Outlook intends to inform and support policy efforts to combat plastic leakage.

Plastics provide multiple benefits to society, but their lifecycle − from feedstock extraction and polymer production to use and disposal − contributes to pollution, climate change and biodiversity loss. Current policies are inadequate to meaningfully alter trends in plastic flows and related pollution. This report provides insights into the potential environmental benefits and economic consequences of different levels of international policy ambition towards ending plastic pollution by 2040. Based on the quantification of the main drivers of plastics production and use, waste and pollution, the report provides projections of the plastics lifecycle, waste generation and treatment, as well as related leakage to the environment. The report presents and contrasts a range of policy scenarios with varying levels of ambition in terms of the stringency, lifecycle scope and geographical coverage of policies implemented. Its findings can inform a critical stage of international negotiations to develop a legally binding agreement to end plastic pollution.

An estimated 8 million metric tons (MMT) of plastic waste enters the world's ocean each year - the equivalent of dumping a garbage truck of plastic waste into the ocean every minute. Plastic waste is now found in almost every marine habitat, from the ocean surface to deep sea sediments to the ocean's vast mid-water region, as well as the Great Lakes. This report responds to a request in the bipartisan Save Our Seas 2.0 Act for a scientific synthesis of the role of the United States both in contributing to and responding to global ocean plastic waste. The United States is a major producer of plastics and in 2016, generated more plastic waste by weight and per capita than any other nation. Although the U.S. solid waste management system is advanced, it is not sufficient to deter leakage into the environment. Reckoning with the U.S. Role in Global Ocean Plastic Waste calls for a national strategy by the end of 2022 to reduce the nation's contribution to global ocean plastic waste at every step - from production to its entry into the environment - including by substantially reducing U.S. solid waste generation. This report also recommends a nationally-coordinated and expanded monitoring system to track plastic pollution in order to understand the scales and sources of U.S. plastic waste, set reduction and management priorities, and measure progress.

Millions of tons of plastic slip into oceans every year. Some floats and travels slowly with the currents, endangering the health of marine animals. The rest is hardly visible but is far more dangerous. Tiny bits of plastic sprinkle the ocean's surface or mix into the sandy seafloor and beaches. Potential objectives and strategic goals are defined, a first structure for a potential new global agreement is outlined, and national implementation measures are identified to achieve the global goal of zero discharge of plastics into the environment. By addressing the issue at the design phase, all sources and pathways of marine plastic pollution can be addressed. Importantly, the existing weakness in the current framework on upstream and midstream activities of the plastics value chain can be addressed by providing robust national financial mechanisms that improve downstream activities in all countries.

Available online: https://pub.norden.org/temanord2022-514/ The study identifies and elaborates options for the basic financial set-up and approaches to resource mobilisation and delivery that ensure an effective national and international operation and implementation of a global agreement on plastic pollution. Four key messages stand out: 1. The transition to a more circular global plastics economyprovides significant environmental, economic and social opportunities. 2. The current availability, mobilisation and provision of public and private financial resources is overall insufficient 3. Substantial contributions from business actors in the global plastics economy are needed to mobilise and provide sufficient financial resources. 4. An effective global agreement on plastic pollution can establish a legislative framework that stimulates necessary investments and that assists countries in mobilising and delivering financial resources.
