Synopsis Policy Scenarios for Eliminating Plastic Pollution by 2040 by : OECD

Plastics provide multiple benefits to society, but their lifecycle − from feedstock extraction and polymer production to use and disposal − contributes to pollution, climate change and biodiversity loss. Current policies are inadequate to meaningfully alter trends in plastic flows and related pollution. This report provides insights into the potential environmental benefits and economic consequences of different levels of international policy ambition towards ending plastic pollution by 2040. Based on the quantification of the main drivers of plastics production and use, waste and pollution, the report provides projections of the plastics lifecycle, waste generation and treatment, as well as related leakage to the environment. The report presents and contrasts a range of policy scenarios with varying levels of ambition in terms of the stringency, lifecycle scope and geographical coverage of policies implemented. Its findings can inform a critical stage of international negotiations to develop a legally binding agreement to end plastic pollution.

Synopsis Towards Ending Plastic Pollution by : Nordic Council of Ministers Secretariat

Available online: https://pub.norden.org/temanord2023-539/ The ‘Towards Ending Plastic Pollution by 2040’ report was commissioned by the Nordic Council of Ministers and developed by Systemiq and presents a set of 15 global policy interventions towards ending plastic pollution. If universally adopted and supported by a set of common global rules in the international legally binding instrument on plastic pollution these could cut annual volumes of mismanaged plastic waste by 90% and virgin plastic use by 30% by 2040 relative to 2019 levels. Yet, the report highlights that more ambitious efforts are needed to align with the Paris Climate Agreement and holistically address plastic pollution.

Synopsis Where Is the Value in the Chain? by : World Bank

Where Is the Value in the Chain? Pathways out of Plastic Pollution aims to support policy makers in their efforts to address plastic pollution. By examining the economic and financial implications of plastic management, the report provides key recommendations on how to create a comprehensive approach to addressing plastic pollution and to help policy makers make informed decisions for plastic pollution management. The report brings together new evidence from three analytical undertakings: • Tackling Plastic Pollution: Toward Experience-Based Policy Guidance—A review of existing literature and a summary of findings from the ex post analysis of the effectiveness of plastics policies in 10 countries and states and an evidence-based policy guidance aimed at policy makers and stakeholders involved in design, implementation, and evaluation of policies to manage plastic pollution. • The Plastic Substitution Tradeoff Estimator (the Estimator)—An innovative model that estimates the external costs of 10 plastic products and their alternatives along their entire life cycle, developed and piloted in five countries. The Estimator can be applied in any country to identify what substitution materials, or what combination of them, would perform best in a given scenario and to examine tradeoffs between plastics and alternatives to help establish targets for reduction and substitution. • The Plastic Policy Simulator (PPS)—A country-level, data-driven model for policy analysis to better describe the impacts of different policy instruments and policy packages on individual economic agents and on the plastic value chain at large. The PPS has been developed as a universal model and piloted in Indonesia. Its objective is to support policy makers and others in government, industry, and civil society in search of policy solutions to stem the flow of plastics by bringing an evidence-based approach to policy.

Synopsis Global Plastics Outlook Economic Drivers, Environmental Impacts and Policy Options by : OECD

While plastics are extremely useful materials for modern society, plastics production and waste generation continue to increase with worsening environmental impacts despite international, national and local policy responses, as well as industry commitments. The first of two reports, this Outlook intends to inform and support policy efforts to combat plastic leakage.

Synopsis Policy Scenarios for Promoting the Circularity of Plastics by : Eleonora Mavroeidi

The widespread use of plastics and inadequate end-of-life waste management has led to persistent plastic pollution with adverse impacts on marine wildlife, livelihoods and potentially human health. Consequently, the plastic pollution problem has gained importance in the international agenda. Yet, there is a lack of understanding of the socio-economic consequences of plastic policies in the coming decades. This paper presents a novel analysis of policies to address plastic pollution in a computable general equilibrium model, which provides the link between economic activity and plastics use and waste. The paper presents two policy scenarios: (i) one reflecting the different circumstances and challenges of countries - Regional Action, and (ii) one more ambitious scenario reflecting co-ordinated effort at global level - Global Action. Compared to a Baseline scenario in which plastics use and waste would triple and mismanaged waste (the main source of plastic pollution) almost doubles by 2060, the policy scenarios reduce plastic throughout its lifecycle. While Regional Action can decrease mismanaged waste by over 60%, Global Action can almost eliminate all mismanaged waste by 2060. The costs of both policy packages are limited.

Synopsis Global Plastics Outlook by :

The global community is far from achieving its objective of ending plastic pollution, unless more stringent and co-ordinated policies are implemented. A key question is: What are the plausible scenarios for the evolution of plastics in the absence of additional measures and, as well, with scaled-up policy action? The Global Plastics Outlook: Policy Scenarios to 2060 provides such a forward-looking perspective. The report presents a set of coherent projections on plastics to 2060, including plastics use, waste as well as the environmental impacts linked to plastics, especially leakage to the environment. Such an outlook on plastics can help policy makers understand the scale of the challenge to transition to a more sustainable and circular use of plastics and the need for additional policy action. By identifying two policy packages to bend the plastic curve, the Outlook allows for a better understanding of the environmental benefits and economic consequences of adopting stringent policies. This second report is a follow-up to the first report - Global Plastics Outlook: Economic Drivers, Environmental Impacts and Policy Options - which quantified current trends in plastics use, waste generation and leakage, as well as identified four policy levers to curb the environmental impacts of plastics.
