This is the story of the author's apprenticeships with Japanese masters to build five unique and endangered traditional boats. It is part ethnography, part instruction, and part the personal story of a wooden boatbuilder fueled by a passion to preserve a craft tradition on the brink of extinction. Over the course of 17 trips to Japan, Douglas Brooks traveled over 30,000 miles to seek out and interview Japan's elderly master boatbuilders; he built boats with five of them, all in their seventies and eighties, between 1996 and 2010. For most of them, Brooks was their sole and last apprentice. Part I introduces significant aspects of traditional Japanese boatbuilding: design, workshop and tools, wood and materials, joinery and fastenings, propulsion, ceremonies, and the apprenticeship system. Part II details each of his five apprenticeships, concluding with a poignant chapter on Japan's sole remaining traditional shipwright. The regime under which humankind has governed its uses of the ocean is in the process of change—shifting away from the traditional freedom of the seas toward a “mixed†system in which most of the valuable near-shore resources come under coastal jurisdiction. The transition to a new regime has been difficult for many states, most notably Japan, whose rights to use the entire ocean were well protected by the traditional regime. Japan’s response to the need to develop a modern ocean policy— to adapt to the emerging ocean management regime—is the subject of this multiauthor volume. U.S. and Japanese scholars look at what Japan is doing, how, and with what results. They first assess general trends in ocean management, then examine the role of Japan in the international political economy of the oceans, and finally look at Japan’s ocean policy in various sectors: shipbuilding, fisheries, mineral resources, offshore petroleum, and nuclear power generation. Given Japan’s importance in ocean affairs, the authors point out that the lessons that can be learned from its experience are of prime international importance.

For the business and government relationship in Japan, the pre-war period was an era of considerable change. Framed by Japan’s nation-building efforts, the relationship adapted and evolved with the often fluid economic and political circumstances. As both business and government had vested interests in the direction and success of Japan’s industrialization process, on one level they became partners. At the same time, though, they were both stakeholders in the fiercely competitive iron and steel industry. This book explores how that partner-competitor relationship worked during the amalgamation of this strategic industry from 1916 to 1934, demonstrating how both parties engaged in meaningful negotiation through the open forum of the Shingikai - or Councils of Deliberation - throughout the pre-war period. Drawing upon the original minutes of the debates, it shows the ways in which the participants defended their vested interests and sought to forge agreement, taking the forum seriously as a means of influencing outcomes, and not simply as a mere exercise of artifice deployed to shroud the real locus of decision-making.
