As it would not have been proper to give it a new title, since it deals with the same subject as the former treatise, and necessarily incorporates the revised substance of what was contained in it, I have retained the old title, only adding a supplementary notification of the present scope of the contents. As it is now, the work may be said to present the last ripe fruits of observations and reflections the first green fruits of which appeared so long ago.
