Well-run water utilities play an important role in ending poverty and boosting shared prosperity. Consumers need reliable access to high quality and affordable water and sanitation services. To deliver these basic services efficiently and effectively requires high-performing utilities that are able to respond to urban growth, to connect with the poor, and to improve wastewater disposal practices. The International Benchmarking Network for Water and Sanitation Utilities of the World Bank's Water and Sanitation Program (IBNET) has been involved in water sector monitoring since 1997. IBNET works to improve utility performance through enhanced sharing of critical knowledge and expertise, to expand access to comparative data among utilities globally, and to promote best practice among water supply and sanitation providers. By delivering access to technical and financial information on utility performance, IBNET enables key stakeholders to do their jobs better: utility managers and employees can identify areas for improvement; governments can monitor and adjust sector policies and programs; regulators can ensure that customers get value; investors can identify viable markets and opportunities for creating value; and customer groups and NGOs can exercise 'voice' in an informed way. The IBNET Water Supply and Sanitation Blue Book 2014 summarizes the water sector status from 2006 to 2011. Since 2006, municipal water performance has improved despite accelerated urbanization and the impacts of triple crises (food, fuel, and financial). Overall coverage has increased and piped water and wastewater services became accessible to more people. An increasing number of utilities now actively handle the water billing, collection, and water management through metering. IBNET tools, such as data collection instruments and protocols, the IBNET database, and the IBNET tariff database, enable enhanced sharing of information on close to 4,500 utilities from more than 130 countries and territories.

Safe drinking water is paramount for the health and wellbeing of all human populations. Water is extracted from surface and groundwater sources and treated to comply with drinking water standards. The water is then circulated through the drinking water distribution system (DWDS). Within the DWDS, water quality can deteriorate due to microbiological growth, chemical reactions, interactions with ageing and deteriorating infrastructure, and through maintenance and repair activities. Some DWDS actions may serve to improve water quality; however, these can adversely impact the drinking water system and cause instances of poor water quality or disease outbreaks. We invited papers covering examinations of DWDS design and operational practices and their impact on water quality. We received papers based on practical research in real DWDS and laboratory test facilities. We also received papers on novel modelling approaches. A wide range of water quality aspects was gathered, including temperature, disinfection, bacterial communities and biofilm, (fecal) contamination and QMRA, and the effects of flushing and intermittent supply.

Water utilities worldwide lose 128 billion cubic meters annually, causing annual monetary losses estimated at USD 40 billion. Most of these losses occur in developing countries (74%). This calls for rethinking the challenges facing water utilities in developing countries, foremost of which is the assessment of water losses in intermittent supply networks. Water loss assessment methods were originally developed in continuous supply systems, and their application in intermittently operated networks (in developing countries) is hindered by the widespread use of household water tanks and unauthorised consumption. This study provides an extensive review of existing methods and (software) tools for water loss assessment. In addition, several new methods were developed, which offer improved water loss assessment in intermittent supply. As the volume of water loss varies monthly and annually according to the amount of supplied water, this study proposes procedures to normalise the volume of water loss in order to enable water utilities to monitor and benchmark their performance on water loss management. The study also developed a novel method of estimating apparent losses using routine data of WWTP inflows, enabling future real-time monitoring of losses in networks. Different methods have also been suggested to estimate the unauthorised consumption in networks. This study found that minimum night flow analysis can still be applied in intermittent supply if an area of the network is supplied for several days. Furthermore, this study concluded that water meter performance is enhanced in intermittent supply conditions. However, continuous supply in the presence of float-valves significantly reduces the accuracy of water meters. Finally, this study provides guidance and highlights several knowledge gaps in order to improve the accuracy of water loss assessment in intermittent supply. Accurate assessment of water loss is a prerequisite for reliable leakage modelling and minimisation as well as planning for, and monitoring of water loss management in distribution networks.

Investments on the order of US$6 billion are estimated to be needed in the water sector in Nigeria in the next 10 years if the country is to achieve universal water supply coverage. This is the main finding of State Water Agencies in Nigeria: A Performance Assessment, in which the objective is to provide the government of Nigeria with a structured and coherent quantitative snapshot of the state of its urban water sector. The report focuses on water provision services from the States’ Water Authorities or Water Boards (SWAs) as they are the major and only regulated agencies that provide water to the urban population. Sanitation provision is not addressed because the majority of SWAs do not provide this service to their customers. This report highlights the issues related to the performance of SWAs, tariffs levels and structures, financing mechanisms, and concerns with governance within the SWA and state governments. For example, due to accelerated urbanization and migration of the population to the large cities, the average coverage by SWAs is about 40 percent, and the average domestic water consumption was 26 liters per capita per day in 2013, well below the recommended average. The remaining majority of the population relies on alternative service providers. To the extent possible, the report also shows the impact of these institutional weaknesses on customers’ costs, fiscal subsidies to the sector, and financing requirements that are needed to scale up the investment and showcase that the related operational and maintenance expenditure of the SWAs can actually be covered from the various financing sources. In fact, the coping costs of the population getting water from alternative water providers is assessed at US$700 million a year, and this number is growing. In addition, utilities get about US$100 million in operational subsidies that cover labor, electricity, and other operational costs. State Water Agencies in Nigeria: A Performance Assessment provides the government of Nigeria with a structured and coherent quantitative snapshot of the state of its urban water sector. Ultimately, this report is a first step toward performance benchmarking in Nigeria’s water and sanitation sector. The findings summarized in this publication should eventually serve as a tool for utilities and their authorities and stakeholders, as well as for bilateral and multilateral donors in their efforts to monitor the performance and progress of each water provider and the sector as a whole.
