This book draws together the insights of eminent academics and specialists to present an overview of past and present approaches to transnational policing throughout the Anglophone world. It aims to revitalize the study of transnational policing by showing that past and present developments in this field remain poorly understood, while also suggesting future avenues of research. Containing chapters on police history, police accountability, gendered hate crime in an increasingly online world, counter-radicalisation strategies being pursued around the world, internet-facilitated sex trafficking and changes in organised crime, amongst others, the authors adopt revisionist, orthodox and progressive views in order to challenge our understanding and appreciation of developments in transnational policing. All of the chapters in the book use policing models employed within the UK as either their focal point or as a point of comparison so that direct comparisons and contrasts can be examined. The Development of Transnational Policing illustrates distinctive and separate aspects of what remains an undoubtedly complex and dynamic field, but also forms an overview of developments and the dearth of academic research which surround them, in order hopefully to inspire researchers, policymakers and practitioners alike.

The book examines the phenomenon of crafting transnational policing. By this term is meant the different forms of engagement in policing reform by international donors, national governments, foreign police and law enforcement agencies in the domestic policing agencies and programs of recipient countries. It includes, inter alia, peace-keeping in post-conflict situations, reconstruction and capacity-building as part of nation- or state-building exercises, and the provision of technical assistance in relation to certain aspects of law enforcement. In each instance, there is a cross-border provision of resources with a view to shaping the kind of policing provided in recipient nations. Why do some countries engage in these activities? Why has policing become a preferred form of foreign policy engagement in some countries? What forms of policing development are provided? How are they delivered? And how are they received? How should these kinds of assistance and/or interventions be conducted in future? In this regard, is there a non-negotiable 'core' of good policing that needs to be developed and nurtured as an integral part of all defensible transnational policing engagements? These are some of the questions raised by the contributions to this book. The book arises primarily from papers presented at a workshop held in Onati, Spain in July 2004 on the emergence of a global constabulary ethic. The book has also been supplemented by two solicited chapters.

This compilation represents the first study to examine the historical evolution and shifting global dynamics of policing across the Lusophone community. With contributions from a multi-disciplinary range of experts, it traces the role of policing within and across settings that are connected by the shared legacy of Portuguese colonialism. Previously neglected within studies of the globalisation of policing, the Lusophone experience brings novel insights to established analyses of colonial, post-colonial and transnational policing. This compilation draws research attention to the policing peculiarities of the Lusophone community. It proposes new cultural settings within which to test dominant theories of policing research. It uncovers an important piece of the jigsaw that is policing across the globe. As the threats posed by organised crime and terrorism persist, law enforcement authorities remain under pressure to suppress the movement, or flows, of people and objects that are deemed dangerous. This collection provides a broad overview of the challenges and trends of the policing of flows. How these threats are constructed and addressed by governments and law enforcement agencies is the unifying thread of the book. The concept of flows is interpreted broadly so as to include the trafficking of illicit substances, trade in antiquities, and legal and illegal migration, including cross-border travel by members of organised crime groups or ‘foreign fighters’. The book focuses especially on the responses of governments and law enforcement agencies to the changing nature and intensity of flows. The contributors comprise a mix of lawyers, sociologists, historians and criminologists who address both formal legal and practical, on-the-ground approaches to the policing of flows. The volume invites reflection on whether the existing tool kit of governments and law enforcement agencies is adequate in this changing environment and how it could be modernised, for example, by increased reliance on technology or by reappraising the role of the private sector. As such, the book will be useful not only for academics and practitioners who work on security-related matters, but also more generally to those who are interested in what the near-term future of policing is likely to look like and how the balance between law enforcement on the one hand and human rights and civil liberties on the other can be achieved.

Histories of Transnational Crime provides a broad, historical framework for understanding the developments in research of transnational crime over the centuries. This volume provides examples of transnational crime, and places them in a broad historical context, which has so far been missing from this field of study. The contributions to this comprehensive volume explore the causes and historical precursors of six main types of transnational crime: -piracy -human smuggling -arms trafficking -drug trafficking -art and antique trafficking -corporate crime. The historical contributions demonstrate that transnational crime is not a novel phenomenon of recent globalization and that, beyond organized crime groups, powerful individuals, governments and business corporations have been heavily involved. Through a systematic historical and contextual analysis of these types of transnational crime, the contributions to this volume provide a fundamental understanding of why and how various forms of transnational crime are still present in the contemporary world. In the past two decades, the study of transnational crime has developed from a subset of the study of organized crime to its own recognized field of study, covering distinct societal threats and requiring a particular approach.
