When the military commander’s role shifts from one of controller to that of teammate, when we can no longer ascribe only a supporting function to artificial agents, then we need to fundamentally rethink the role of humans and the structures of our institutions. In short, we need to reassess the conditions for and implications of trust in human–machine decision-making. Without that trust, effective adoption of AI will continue to advance more slowly than the technology and, importantly, behind the rate at which it is being adopted by some of our adversaries.
