"Future prospects for the agricultural sector in Pakistan depend on its ability to increase output and income of producers." Agriculture remains the backbone of the Pakistani economy, employing more than half the labor force and accounting for 70 per cent of export revenues. However, agriculture faces two sets of constraints in Pakistan: resource constraints and policy distortions. This volume deals with the major resource and policy constraints currently facing Pakistani agriculture. Government involvement in Pakistan's agricultural sector has been excessive and often inappropriate, and agricultural reforms are a key part of the adjustment program underway in Pakistan. Some of the principal goals of the program are to ensure a sound and sustainable macroeconomic framework with sustainable internal and external balances, to liberalize trade, privatize government-owned enterprises, deregulate and eliminate public sector monopolies, and to reform the financial sector. The agricultural sector can contribute to the Pakistani economy and to the adjustment program. Agriculture has the potential to make a larger contribution to total revenue and plays an important role in external balances. A favorable climate gives Pakistan a strong comparative advantage in horticulture, as indicated by the rapid growth of the subsector in the absence of policy interventions.

While policy makers, media, and the international community focus their attention on Pakistan’s ongoing security challenges, the potential of the rural economy, and particularly the agricultural sector, to improve Pakistanis’ well-being is being neglected. Agriculture is crucial to Pakistan’s economy. Almost half of the country’s labor force works in the agricultural sector, which produces food and inputs for industry (such as cotton for textiles) and accounts for over a third of Pakistan’s total export earnings. Equally important are nonfarm economic activities in rural areas, such as retail sales in small village shops, transportation services, and education and health services in local schools and clinics. Rural nonfarm activities account for between 40 and 57 percent of total rural household income. Their large share of income means that the agricultural sector and the rural nonfarm economy have vital roles to play in promoting growth and reducing poverty in Pakistan.

This book presents the first comprehensive assessment of water resources in Pakistan including surface water resources and groundwater resources. It gives a detailed overview of issues and challenges related to water which have not been adequately addressed e.g. water resource vulnerability to climate change, groundwater depletion and contamination, and water governance etc. It includes a collection and compilation of unpublished and scattered data from the archives and repositories of various national institutions and organization. Given the literature dearth, this book will not only be a comprehensive assessment of water resources in Pakistan but can also can as outstanding textbook on water resource management in Pakistan. This book analyzes the objectives and content of the World Bank's assistance program during the period 1994-2003, the economic and social development outcomes in Pakistan, and the contributions of the Bank to development outcomes.

In this paper, we estimate the allocative inefficiency of groundwater in Pakistani agriculture and compare it across a set of farm-level constraints, using a panel dataset of rural households. The farm-level constraints include tenure, farm size, access to surface water and location on a watercourse. We use a stochastic approach, based on a system of equations to estimate both the technical efficiency of farms and the allocative efficiency of groundwater use. The allocation of surface irrigation water in Pakistan is fixed per unit of land, so its allocative inefficiency cannot be estimate. Therefore, we will treat surface water as a fixed factor and focus mainly on groundwater. The analysis sheds light on the utilization of irrigation water across a set of farm-specific characteristics. It also provides a basis for a psssible redesign of water policy. The results in this paper constitute the empirical basis for policy work that we will focus on in our future work.

China and India are the most extraordinary economic success stories of the developing world. Both nations’ economies have grown dramatically over the past few decades, elevating them from two of the world’s poorest countries into projected economic superpowers. As a result, the numbers of Chinese and Indians living in poverty have rapidly fallen and per capita incomes in China and India have quadrupled and doubled, respectively. Greening Growth in Pakistan through Transport Sector Reforms: A Strategic Environmental, Poverty, and Social Assessment identifies reforms that can help Pakistan manage its environmental priorities given transport's impacts on air quality, noise pollution, road safety, hazardous-materials transport, climate change, and urban sprawl. The policy options are contextualized in light of the government of Pakistan's 2011 Framework for Economic Growth and its strategic objectives. This analytical work examines the poverty, social, and environmental aspects associated with reforms that would increase the freight transport sector's productivity to meet the Framework's goals.
