This book identifies reforms that can help manage environmental priority problems associated with transport’s impacts on air quality, noise pollution, road safety, hazardous-materials transport, climate change, and urban sprawl. The policy options are contextualized in light of the Government of Pakistan’s 2011 Framework for Economic Growth and its strategic objectives. Appendixes A–D present additional background information, describe the economic and institutional analyses undergirding this report, and detail the report’s methodology. This analytical work by a team of World Bank specialists focuses on: • analyzing the policy and institutional adjustments required to address environmental, social, and poverty aspects of increased transportation efficiency in Pakistan; • identifying policy options for the Government of Pakistan to better serve the population, to enhance social cohesion, and to foster equitable benefit sharing with low-income or other vulnerable groups; • developing a broad participatory process to give a voice to stakeholders who could be affected by enhancements of freight transport productivity; and • making robust recommendations to strengthen governance and the institutional capacity of agencies to manage the environmental, social, and poverty consequences of freight transportation infrastructure.

Inclusive Green Growth: The Pathway to Sustainable Development makes the case that greening growth is necessary, efficient, and affordable. Yet spurring growth without ensuring equity will thwart efforts to reduce poverty and improve access to health, education, and infrastructure services.

India’s sustained and rapid economic growth offers an opportunity to lift millions out of poverty. But this may come at a steep cost to its environment and natural resources. This insightful book analyses India’s growth from an economic perspective and assesses whether India can grow in a "green" and sustainable manner. Three key issues are addressed. The first is the physical and monetary costs and losses of environmental health and natural resources driven by economic growth. The authors undertake a monetary valuation and quantification of environmental damage, using techniques that have been developed to better understand and quantify preferences and values of individuals and communities in the context of environmental quality, conservation of natural resources, and environmental health risks. The second part estimates the value of ecosystem services from the major biomes in India using state-of-the art methods with a view to preserving them for the future. The third section provides a menu of policy instruments to explore trade-offs between economic growth and environmental sustainability using a Computable General Equilibrium approach with particular attention to air pollution. The conclusions focus on the way forward in terms of policies, measures and instruments as India has to balance the twin challenges of maintaining economic prosperity while managing its environmental resources.

Electricity, natural gas, telecommunications, railways, and water supply, are often vertically and horizontally integrated state monopolies. This results in weak services, especially in developing and transition economies, and for poor people. Common problems include low productivity, high costs, bad quality, insufficient revenue, and investment shortfalls. Many countries over the past two decades have restructured, privatized and regulated their infrastructure. This report identifies the challenges involved in this massive policy redirection. It also assesses the outcomes of these changes, as well as their distributional consequences for poor households and other disadvantaged groups. It recommends directions for future reforms and research to improve infrastructure performance, identifying pricing policies that strike a balance between economic efficiency and social equity, suggesting rules governing access to bottleneck infrastructure facilities, and proposing ways to increase poor people's access to these crucial services.

Policy-making for urban transport and planning of economies in the developing world present major challenges for countries facing rapid urbanisation and rampant motorisation, alongside growing commitments to sustainability. These challenges include: coping with financial deficits, providing for the poor, dealing meaningfully with global warming and energy shortages, addressing traffic congestion and related land use issues, adopting green technologies and adjusting equitably to the impacts of globalisation. This report provides actionable advice on how to design and implement fiscal policies for both development and climate action. Building on more than two decades of research in development and environmental economics, it argues that well-designed environmental tax reforms are especially valuable in developing countries, where they can reduce emissions, increase domestic revenues, and generate positive welfare effects such as cleaner water, safer roads, and improvements in human health. Moreover, these reforms need not harm competitiveness. New empirical evidence from Indonesia and Mexico suggests that under certain conditions, raising fuel prices can actually increase firm productivity. Finally, the report discusses the role of fiscal policy in strengthening resilience to climate change. It provides evidence that preventive public investments and measures to build fiscal buffers can help safeguard stability and growth in the face of rising climate risks.
