This study first analyses an old and recurring form of instability in the region: conflict over resources. Secondly, the study addresses terrorism, a relatively new dimension of insecurity.

The first comprehensive account of the linkage between natural resources and political and social conflict in Africa.

Inhabitants of poor, rural areas in the Global South heavily depend on natural resources in their immediate vicinity. Conflicts over and exploitation of these resources – whether it is water, fish, wood fuel, minerals, or land – severely affect their livelihoods. The contributors to this volume leave behind the polarised debate, previously surrounding the relationship between natural resources and conflict, preferring a more nuanced approach that allows for multiple causes at various levels. The contributions cover a wide array of resources, geographical contexts (Africa, Asia and Latin America), and conflict dynamics. Most are of a comparative nature, exploring experiences of conflict as well as cooperation in multiple regions. This volume finds its origin in an innovative research programme with the acronym CoCooN, steered by The Netherlands Organisation for Scientific Research (NWO/WOTRO) and involving universities and civil society partners in many countries. It presents the conceptual approaches adhered to by each of seven interdisciplinary projects, ranging from green criminology and political ecology to institutional analysis, legal pluralism and identity politics. The volume will be of interest to academics and practitioners concerned with an understanding of conflict as well as cooperation over natural resources.

African Floodplains in semi-arid areas are important for local livelihoods as they harbor many common-pool resources such as fisheries, pasture, wildlife, veldt products, water and land for irrigation. However, in many of these areas resources are under pressure. This book is presenting seven case studies from Mali, Cameroon, Tanzania, Zambia and Botswana based on anthropological fieldwork (2002-08) and explores how these common-pool resources have been managed in pre-colonial, colonial and postcolonial times. The major focus of the study is how institutional change has contributed to resource management problems and offers a comparative analysis based on the New Institutionalist approach (Jean Ensminger, Elinor Ostrom), which is combined with a special focus on ideology, discourse and narratives while focusing on conflict and power issues. With a foreword by Elinor Ostrom. This book has received the Environmental Research Award 2011 of the University of Bern, Switzerland.

ECOWAS and the Dynamics of Conflict and Peace-building testifies to the fact that we cannot talk of West African affairs, more so of conflict and peace-building, without talking about ECOWAS. For over two decades now, West Africa has remained one of Africa's most conflict-ridden regions. It has been a theatre of some of the most atrocious brutalities in the modern world. It has, nonetheless, witnessed one of the most ambitious internal efforts towards finding regional solutions to conflicts through ECOWAS. The lead role of ECOMOG - the ECOWAS peacekeeping force - in search of peaceful solutions to civil wars in Liberia, Sierra Leone, Guinea Bissau and Cote d'Ivoire has yielded a mix of successes and failures. In this book, the authors take a candid look at the role that ECOWAS has played and show how the sub-regional organisation has stabilised and created new conditions conducive to nation building in a number of cases. Conversely, the book shows that ECOWAS has aggravated, if not created, new tensions in yet other cases. The comparative advantage that ECOWAS has derived from these experiences is reflected in the various mechanisms, protocols and conventions that are now in place to ensure a more comprehensive conflict prevention framework. This book provides a nuanced analysis of the above issues and other dynamics of conflicts in the region. It also interrogates the roles played by ECOWAS and various other actors in the context of the complex interplay between natural resource governance, corruption, demography and the youth bulge, gender and the conflicting interests of national, regional and international players.

Once again, the Horn of Africa has been in the headlines. And once again the news has been bad: drought, famine, conflict, hunger, suffering and death. The finger of blame has been pointed in numerous directions: to the changing climate, to environmental degradation, to overpopulation, to geopolitics and conflict, to aid agency failures, and more. But it is not all disaster and catastrophe. Many successful development efforts at ‘the margins’ often remain hidden, informal, sometimes illegal; and rarely in line with standard development prescriptions. If we shift our gaze from the capital cities to the regional centres and their hinterlands, then a very different perspective emerges. These are the places where pastoralists live. They have for centuries struggled with drought, conflict and famine. They are resourceful, entrepreneurial and innovative peoples. Yet they have been ignored and marginalised by the states that control their territory and the development agencies who are supposed to help them. This book argues that, while we should not ignore the profound difficulties of creating secure livelihoods in the Greater Horn of Africa, there is much to be learned from development successes, large and small. This book will be of great interest to students and scholars with an interest in development studies and human geography, with a particular emphasis on Africa. It will also appeal to development policy-makers and practitioners.
