The first comprehensive account of the linkage between natural resources and political and social conflict in Africa.

Research carried out by the World Bank on the root causes of conflict and civil war finds that a developing country's economic dependence on natural resources or other primary commodities is strongly associated with the risk level for violent conflict. This book brings together a collection of reports and case studies that explore what the international community in particular can do to reduce this risk.; The text explains the links between natural resources and conflict and examines the impact of resource dependence on economic performance, governance, secessionist movements and revel financing. It then explores avenues for international action - from financial and resource reporting procedures and policy recommendations to commodity tracking systems and enforcement instruments, including sanctions, certification requirements, aid conditionality, legislative and judicial instruments.

Providing both a theoretical background and practical examples of natural resource conflict, this volume explores the pressures on natural resources leading to scarcity and conflict. It is shown that the causes and driving forces behind natural resource conflicts are diverse, complex and often interlinked, including global economic growth, exploding consumption, poor governance, poverty, unequal access to resources and power. The different interpretations of nature-culture and the role of humans in the ecosystem are often at the centre of the conflict. Natural resource conflicts range from armed conflicts to conflicts of interest between stakeholders in the North as well as in the South. The varying driving forces behind such disputes at different levels and scales are critically analysed, and approaches to facilitate and enforce mediation, transformation and collaboration at these levels and scales are presented and discussed. In order to transform existing resource conflicts, as well as to decrease the risk of future conflicts, approaches that enhance and enforce collaboration for sustainable development at global, regional, national and local levels are reviewed, and sustainable pathways suggested. A range of global examples is presented including water resources, fisheries, forests, human–wildlife conflicts, urban environments and the consequences of climate change. It will be a valuable text for advanced students of natural resource management, environment and development studies and peace and conflict management. The book will also be of interest to practitioners in the field of natural resource management.

Inhabitants of poor, rural areas in the Global South heavily depend on natural resources in their immediate vicinity. Conflicts over and exploitation of these resources – whether it is water, fish, wood fuel, minerals, or land – severely affect their livelihoods. The contributors to this volume leave behind the polarised debate, previously surrounding the relationship between natural resources and conflict, preferring a more nuanced approach that allows for multiple causes at various levels. The contributions cover a wide array of resources, geographical contexts (Africa, Asia and Latin America), and conflict dynamics. Most are of a comparative nature, exploring experiences of conflict as well as cooperation in multiple regions. This volume finds its origin in an innovative research programme with the acronym CoCooN, steered by The Netherlands Organisation for Scientific Research (NWO/WOTRO) and involving universities and civil society partners in many countries. It presents the conceptual approaches adhered to by each of seven interdisciplinary projects, ranging from green criminology and political ecology to institutional analysis, legal pluralism and identity politics. The volume will be of interest to academics and practitioners concerned with an understanding of conflict as well as cooperation over natural resources.

This book is a critical examination of the place and role of land in Africa, the role of land in political formation and national identification, and the land as an economic resource within both national economic development and liberal globalization. Colonial and post-colonial conflicts have been rooted in four related claims: the struggle over scarce resources, especially access to land resources; abundance of natural resources mismanaged or appropriated by both the states, local power systems and multinationals; weak or absent articulated land tenure policies, leading to speculation or hybrid policy framework; and the imperatives of the global liberalization based on the free market principles to regulate the land question and mineral appropriation issue. The actualization of these combined claims have led to conflicts among ethnic groups or between them and governments. This book is not only about conflicts, but also about local policy achievements that have been produced on the land question. It provides a critical understanding of the forces and claims related to land tenure systems, as part of the state policy and its system of governance.

This book brings to fruition the research done during the CEA-ISCTE project ‘’Monitoring Conflicts in the Horn of Africa’’, reference PTDC/AFR/100460/2008. The Portuguese Foundation for Science and Technology (FCT) provided funding for this project. The chapters are based on first-hand data collected through fieldwork in the region’s countries between 4 January 2010 and 3 June 2013. The project’s team members and consultants debated their final research findings in a one-day Conference at ISCTE-IUL on 29 April 2013. The wealth derived from natural resources can have a tremendous impact on the economics and politics of producing countries. In the last quarter century, we have seen the surprising and sobering consequences of this wealth, producing what is now known as the "resource curse." Countries with large endowments of natural resources, such as oil and gas, often do worse than their poorer neighbors. Their resource wealth frequently leads to lower growth rates, greater volatility, more corruption, and, in extreme cases, devastating civil wars. In this volume, leading economists, lawyers, and political scientists address the fundamental channels generated by this wealth and examine the major decisions a country must make when faced with an abundance of a natural resource. They identify such problems as asymmetric bargaining power, limited access to information, the failure to engage in long-term planning, weak institutional structures, and missing mechanisms of accountability. They also provide a series of solutions, including recommendations for contracting with oil companies and allocating revenue; guidelines for negotiators; models for optimal auctions; and strategies to strengthen state-society linkages and public accountability. The contributors show that solutions to the resource curse do exist; yet, institutional innovations are necessary to align the incentives of key domestic and international actors, and this requires fundamental political changes and much greater levels of transparency than currently exist. It is becoming increasingly clear that past policies have not provided the benefits they promised. Escaping the Resource Curse lays out a path for radically improving the management of the world's natural resources.

The Niger Delta Region has in the past two decades experienced protracted violent conflicts. At the roots of these violent conflicts are the genuine quests of the people for sustainable development that is based on social justice, equity, fairness and environmental protection. Although richly endowed, the region is hopelessly poor. This paradox of poverty in the midst of plenty has been attributed to a myriad of factors ranging from Nigeria’s centralized federalism, to ethno-regional domination, corruption, poor governance, and oil-related environmental degradation. Development in the Niger Delta is vital not only to the stability and prosperity of Nigeria, but also to global energy security. This book provides unique insights into the challenges of development and peace building in the Niger Delta, and insights into other resource-rich but poverty-stricken, conflict-prone regions of the world.

This book shows the push and pull effects between resources, human security and conflicts in Africa. It recognizes the need for resources in Africa to be processed into finished goods in order to influence global market and redefine the pattern of trade relations with powerful countries of Asia, America and Europe in shaping the destiny and future of African countries. The achievement of this laudable objective is plagued by the security challenges which are directly or indirectly linked to resource-related conflicts rocking most of the resource endowed countries in the continent, thereby threatening global peace and security. To deal with this menace in the continent, it requires global co-operation and support of foreign governments, international organizations, international non-government organizations, governments of host countries and its citizens. The book presents the cases and experiences of countries that are endowed with resource, as well as have experienced different forms of human insecurity and have witnessed environmental conflicts in its analysis, which make the discourse interesting and quite educating.
