Provides an analytical framework for assessing the impact of NGOs on intergovernmental negotiations on the environment and identifying the factors that determine the degree of NGO influence, with case studies that apply the framework to negotiations on climate change, biosafety, desertification, whaling, and forests. Over the past thirty years nongovernmental organizations (NGOs) have played an increasingly influential role in international negotiations, particularly on environmental issues. NGO diplomacy has become, in the words of one organizer, an “international experiment in democratizing intergovernmental decision making.” But there has been little attempt to determine the conditions under which NGOs make a difference in either the process or the outcome of international negotiations. This book presents an analytic framework for the systematic and comparative study of NGO diplomacy in international environmental negotiations. Chapters by experts on international environmental policy apply this framework to assess the effect of NGO diplomacy on specific negotiations on environmental and sustainability issues. The proposed analytical framework offers researchers the tools with which to assess whether and how NGO diplomats affect negotiation processes, outcomes, or both, and through comparative analysis the book identifies factors that explain variation in NGO influence, including coordination of strategy, degree of access, institutional overlap, and alliances with key states. Civil Society Organizations (CSOs) can make a vital contribution to public health and health systems but harnessing their potential is complex in a Europe where government-CSO relations vary so profoundly. This study is intended to outline some of the challenges and assist policy-makers in furthering their understanding of the part CSOs can play in tandem and alongside government. To this end it analyses existing evidence and draws on a set of seven thematic chapters and six mini case studies. They examine experiences from Austria Bosnia-Herzegovina Belgium Cyprus Finland Germany Malta the Netherlands Poland the Russian Federation Slovenia Turkey and the European Union and make use of a single assessment framework to understand the diverse contexts in which CSOs operate. The evidence shows that CSOs are ubiquitous varied and beneficial and the topics covered in this study reflect such diversity of aims and means: anti-tobacco advocacy food banks refugee health HIV/AIDS prevention and cure and social partnership. CSOs make a substantial contribution to public health and health systems with regards to policy development service delivery and governance. This includes evidence provision advocacy mobilization consensus building provision of medical services and of services related to the social determinants of health standard setting self-regulation and fostering social partnership. However in order to engage successfully with CSOs governments do need to make use of adequate tools and create contexts conducive to collaboration. To guide policy-makers working with CSOs through such complications and help avoid some potential pitfalls the book outlines a practical framework for such collaboration. This suggests identifying key CSOs in a given area; clarifying why there should be engagement with civil society; being realistic as to what CSOs can or will achieve; and an understanding of how CSOs can be helped to deliver.

Recent studies on the meaning of cultural diplomacy in the twentieth century often focus on the United States and the Cold War, based on the premise that cultural diplomacy was a key instrument of foreign policy in the nation’s effort to contain the Soviet Union. As a result, the term “cultural diplomacy” has become one-dimensional, linked to political manipulation and subordination and relegated to the margin of diplomatic interactions. This volume explores the significance of cultural diplomacy in regions other than the United States or “western” countries, that is, regions that have been neglected by scholars so far—Eastern Europe, Asia, and the Middle East. By examining cultural diplomacy in these regions, the contributors show that the function of information and exchange programs differs considerably from area to area depending on historical circumstances and, even more importantly, on the cultural mindsets of the individuals involved.
