This Reader provides a structurally coherent explanation and review of the magnified role conception and organizational task expansion for the Nigerian military establishment in foreign policy. It argues essentially that one of the most problematic and intractable areas of public policy in Nigeria since the Civil War concerns the development of a professional defence establishment adequate to meet the challenges arising from the altered parameters of iour security environment. The correction of this condition is the primary motivation of the Armed Forces modernization and augmentation program that touches upon all elements of Nigeria's military power. This Reader is at once a review and a critique of the major facets of this modernization and augmentation process of the Nigerian armed forces within the operative context of the changing dimension of threat perception and the strategic parameters that have guided Nigerian military planning since the Civil War in 1970.

Many efforts have been undertaken to address dysfunctional security sector governance in West Africa. However, security sector reform (SSR) has fallen short of radical – transformational – change to the fundamental structures of power and governance in the region. Looking more closely at specific examples of SSR in six West African countries, Learning from West African Experiences in Security Sector Governance explores both progress and reversals in efforts by national stakeholders and their international partners to positively influence security sector governance dynamics. Written by eminent national experts based on their personal experiences of these reform contexts, this study offers new insights and practical lessons that should inform processes to improve democratic security sector governance in West Africa and beyond.

In this comprehensive study, 15 African experts describe and analyse the military budgetary processes and degree of parliamentary oversight and control in nine countries of Africa, spanning across all the continent's sub-regions. Each case study addresses a wide range of questions, such as the roles of the ministries of finance, budget offices, audit departments and external actors in the military budgetary processes, the extent of compliance with standard public expenditure management procedures, and how well official military expenditure figures reflect the true economic resources devoted to military activities in these countries.

This edited collection is the product of a National Research Working Group (NRWG) established by Said Adejumobi and supported by the Open Society Initiative for West Africa (OSIWA). This book offers a detailed examination of the counter-insurgency operations undertaken by the Nigerian military against Boko Haram between 2011 and 2017. Based on extensive fieldwork conducted with military units in Nigeria, Counter-Insurgency in Nigeria has two main aims. First, it seeks to provide an understanding of the Nigerian military’s internal role – a role that today, as a result of internal threats, pivots towards counter-insurgency. The book illustrates how organizational culture, historical experience, institutions, and doctrine, are critical to understanding the Nigerian military and its attitudes and actions against the threat of civil disobedience, today and in the past. The second aim of the book is to examine the Nigerian military campaign against Boko Haram insurgents – specifically, plans and operations between June 2011 and April 2017. Within this second theme, emphasis is placed on the idea of battlefield innovation and the reorganization within the Nigerian military since 2013, as the Nigerian Army and Air Force recalibrated themselves for COIN warfare. A certain mystique has surrounded the technicalities of COIN operations by the Army against Boko Haram, and this book aims to disperse that veil of secrecy. Furthermore, the work’s analysis of the air force’s role in counter-insurgency is unprecedented within the literature on military warfare in Nigeria. This book will be of great interest to students of military studies, counter-insurgency, counter-terrorism, African politics and security studies in general.

It also identifies critical capabilities and technologies the US Air Force should have to respond to a failed state, especially one of vital interest to the United States and one on the cusp of a civil war. Nation-states can fail for a myriad of reasons: cultural or religious conflict, a broken social contract between the government and the governed, a catastrophic natural disaster, financial collapse, war and so forth. Nigeria with its vast oil wealth, large population, and strategic position in Africa and the global economy can, if it fails disproportionately affect the United States and the global economy. Nigeria, like many nations in Africa, gained independence from the United Kingdom in 1960. It is the most populous country in Africa and will have nearly 250 million people by 2030. In its relatively short modern history, Nigeria has survived five military coups as well as separatist and religious wars, is mired in an active armed insurgency, is suffering from disastrous ecological conditions in its Niger Delta region, and is fighting one of the modern world's worst legacies of political and economic corruption. A nation with more than 350 ethnic groups, 250 languages, and three distinct religious affiliations--Christian, Islamic, and animist Nigeria's 135 million people today are anything but homogenous. Of Nigeria's 36 states, 12 are Islamic and under the strong and growing influence of the Sokoto caliphate. While religious and ethnic violence are commonplace, the federal government has managed to strike a tenuous balance among the disparate religious and ethnic factions. Nigeria¿s future as a unified state is in jeopardy. Those who make or execute U.S. policy will find it difficult to advance U.S. interests in Africa without an understanding of the pressures that tear and bind Nigeria. Despite this, the centrifugal forces that tear at the country and the centripetal forces that have kept it whole are not well understood and rarely examined. After establishing Nigeria¿s importance to the United State as a cohesive and functioning state, this monograph examines the historic, religious, cultural, political, physical, demographic, and economic factors that will determine Nigeria¿s fate. It identifies the specific fault lines along which Nigeria may divide. It concludes with practical policy recommendations for the United States to support Nigerians in their efforts to maintain a functioning and integrated state, and, by so doing, advance U.S. interests.

This work attempts to assess corruption risks in five key areas of Nigerias defence and security establishments, namely political, financial, personnel, operations, and procurement. Using a simple and straightforward question-and-answer format, the assessment draws from interviews with key players in the industry as well as from secondary sources. The scope of the work includes the last few years of President Goodluck Jonathans administration and the threshold of the administration of President Muhammadu Buharia truly epochal period in the history of Nigerias fight against corruption, but also reflects policy gaps inherent in the transition in government. The work contributes to an area of literature which is both scanty and characterized by much secrecy. It is hoped therefore that this contribution will not only stimulate more frank and open discussion on the subject of corruption risks in Nigerias defence and security sector, but would also act as both a template and benchmark on which policy makers can embark on genuine and meaningful reforms.
