Synopsis Learning from West African Experiences in Security Sector Governance by : Alan Bryden
Many efforts have been undertaken to address dysfunctional security sector governance in West Africa. However, security sector reform (SSR) has fallen short of radical – transformational – change to the fundamental structures of power and governance in the region. Looking more closely at specific examples of SSR in six West African countries, Learning from West African Experiences in Security Sector Governance explores both progress and reversals in efforts by national stakeholders and their international partners to positively influence security sector governance dynamics. Written by eminent national experts based on their personal experiences of these reform contexts, this study offers new insights and practical lessons that should inform processes to improve democratic security sector governance in West Africa and beyond.

Synopsis Learning From West African Experiences in Security Sector Governance by : Fairlie Chappuis
"Many efforts have been undertaken to address dysfunctional security sector governance in West Africa. "This volume has markedly moved the ball forward in the continuous efforts to better understand SSR experiments, specifically in West Africa. Through what could be dubbed 'street level analysis of SSR' (their concept of "micro-dynamics of SSR"), the editors have introduced a perceptive and innovative vista through which to examine and take stock of SSR processes. A must read volume for academics and practitioners of SSR alike in order to integrate the lessons and add to their knowledge base the valuable insights contained in the various chapters." - Dr. Boubacar N'Diaye, Executive Committee Chair, African Security Sector Network (ASSN); Professor of Political Science and Pan-African Studies, The College of Wooster, USA A French translation of this book can be viewed, for free, at: http: //dx.doi.org/10.5334/bav" This work was published by Saint Philip Street Press pursuant to a Creative Commons license permitting commercial use. Synopsis Challenges of Security Sector Governance in West Africa by : Alan Bryden
There is currently no comprehensive study of the status of security sector governance in West Africa. Many efforts to understand governance of the security sector in Africa have been directed either at individual countries or at providing a general analysis of the state and security in Africa. This book is intended to contribute to confidence and peace-building through developing a better understanding of the challenges of security sector governance and generating practical policy recommendations based on work conducted by West African experts. It analyses the nature of security sector governance in each of the 16 West African states, provides an assessment of the effectiveness of governance mechanisms, in particular relating to democratic oversight of the security sector, and takes into account the regional and international dimensions to the issue.

Synopsis The United Nations and Security Sector Reform by : Adedeji Ebo
Multilateral organizations - the United Nations (UN) in particular - have played, and continue to play, an important role in shaping the security sector reform (SSR) agenda, both in terms of policy development and the provision of support to a wide range of national SSR processes. This volume presents a variety of perspectives on UN support to SSR, past and present, with attention to policy and operational practice. Drawing from the experience of UN practitioners combined with external experts on SSR, this volume offers an in-depth exploration of the UN approach to SSR from a global perspective.

Synopsis Contemporary Security Governance in Nigeria by : Al Chukwuma Okoli
Contemporary Security Governance in Nigeria: Themes and Perspectives examines the theory, practice, and challenges of contemporary security governance in Nigeria and argues for the prioritization of security governance in state affairs. Al Chukwuma Okoli, Folahanmi Aina, and the contributors address the role of security in state steering, the role of the state in security, the conceptual and theoretical frames underpinning contemporary discourse on security governance, and the current position of security governance and national security architecture in Nigeria. The book begins with an examination of security governance theory, context, and dimensions; followed by presenting strategies of security governance such as intelligence oversight; and ends with analysis of state, foreign, and non-state actors' roles in security governance. It covers important issues such as state legitimacy, public emergencies, intelligence oversight, civilian-led community policing, and Operation Safe Corridor. This book provides an important contribution for scholars in governance and security, and all stakeholders in governmental and non-governmental organizations that promote national security.

Synopsis Securing Development by : Bernard Harborne
Securing Development: Public Finance and the Security Sector highlights the role of public finance in the delivery of security and criminal justice services. This book offers a framework for analyzing public financial management, financial transparency, and oversight, as well as expenditure policy issues that determine how to most appropriately manage security and justice services. The interplay among security, justice, and public finance is still a relatively unexplored area of development. Such a perspective can help security actors provide more professional, effective, and efficient security and justice services for citizens, while also strengthening systems for accountability. The book is the result of a project undertaken jointly by staff from the World Bank and the United Nations, integrating the disciplines where each institution holds a comparative advantage and a core mandate. The primary audience includes government officials bearing both security and financial responsibilities, staff of international organizations working on public expenditure management and security sector issues, academics, and development practitioners working in an advisory capacity.

Synopsis The Oxford Handbook of Comparative Regionalism by : Tanja A. Börzel
The Oxford Handbook of Comparative Regionalism - the first of its kind - offers a systematic and wide-ranging survey of the scholarship on regionalism, regionalization, and regional governance. Unpacking the major debates, leading authors of the field synthesize the state of the art, provide a guide to the comparative study of regionalism, and identify future avenues of research. Twenty-seven chapters review the theoretical and empirical scholarship with regard to the emergence of regionalism, the institutional design of regional organizations and issue-specific governance, as well as the effects of regionalism and its relationship with processes of regionalization. The authors explore theories of cooperation, integration, and diffusion explaining the rise and the different forms of regionalism. The handbook also discusses the state of the art on the world regions: North America, Latin America, Europe, Eurasia, Asia, North Africa and the Middle East, and Sub-Saharan Africa. Various chapters survey the literature on regional governance in major issue areas such as security and peace, trade and finance, environment, migration, social and gender policies, as well as democracy and human rights. Finally, the handbook engages in cross-regional comparisons with regard to institutional design, dispute settlement, identities and communities, legitimacy and democracy, as well as inter- and transregionalism.
