Synopsis Municipal Government (Classic Reprint) by : Frank J. Goodnow

Excerpt from Municipal Government Ihe city. We find in all cotintries large aggregations of persons in small areas which are variously called cities or urban communities. The mere existence of such aggregations presents peculiar phenomena. We ask the questions: How did these aggregations come about? and, How are they constituted! that is, What are the characteristics of urban populations! These questions are of a sociological nature. When we speak of the city or urban community as a mere aggregation of persons we are therefore using the term in a sociological sense. But the presence of these aggregations causes problems to arise which are not sociological in character. For these aggregations must have a governmental organization. Not only must they have such an organization but their problems being peculiar, owing to the density of their population, that organization must be different from that which is accorded to rural communities. When, therefore, we speak of a city or urban community as a governmental organization we are using the term in a political rather than a sociological sense. We are not ttiiTiTriiig 80 much of the reasons why aggregations of persons exist or of the character of their xopulation as of the position which the city occupies as an organ of government and of the political powers which it exercises. It has been said that the political problems of cities are peeoliar. This is due to the character of urban populations.1 Authorities: Veber, The Growth of Cities etc.; Hobson, The Evolntion of Capitalism; Qiddings, Hie Principles of Sociology. Synopsis State and Municipal Government in the United States (Classic Reprint) by : Everett Kimball

Excerpt from State and Municipal Government in the United States In spite of the importance and interest of international and national questions of policy and in spite of the rapidly widening sphere of federal legislation and administration the life of an American citizen is affected more often by the agencies of local government than by those of the national government. Under the protection of the Federal Constitution the life and property of the citizen are governed and protected by state, not federal, laws. In his political capacity the citizen takes part in both the federal and the local government in accordance with state regulations. Acting under the state laws are the particular political units in which the citizen may reside - the county, city, or town. T o the authorities of these the citizen most fre quently looks for governmental support and regulation. Yet these local bodies are distinctly subordinate to and created by the authority of the state and are supervised and regulated by it. It is the purpose of this book to discuss the organization, the distribution of powers and functions, and the operation of these agencies of local government. Other books have dealt with state government and state administration or with munici pal government and municipal administration, but this book covers both state and municipal government, treating the two as a single manifestation of local government. With this in mind the book has been divided into five parts. In Part I the federal system and the state constitutions as the fundamental basis of local government are discussed. Part 11 deals with the political system - the electorate in theory and in action, in primaries, in election campaigns, and in its direct action in the use of the initiative, referendum, and recall. Part III deals with state government - the different organs and the functions which these organs perform. State administration, which is rapidly being extended both directly and through the supervisory power of the state, is discussed in its various manifestations. Synopsis Manual of Civics by : Frederick C. Seckerson

Excerpt from Manual of Civics: A Text Book of Municipal Government for the City of New York The City of New York, with a population of over three mil lion people, presents a complex problem of municipal adminis tration. More than forty-five thousand officials and employees are engaged in carrying on the work of government in the city, at an annual cost of one hundred and ten millions of dollars. This enormous working force is employed almost entirely under civil service laws. The division of duties among the members is defined by the charter of the greater city and by numerous laws, ordinances and regulations, either enacted by the Board of Aldermen or the State Legislature, or prescribed by the heads of the various departments. Synopsis The Government of Municipalities (Classic Reprint) by : Dorman B. Eaton

Excerpt from The Government of Municipalities The main topics treated in this volume and the reasons for the order of their presentation are so fully explained in the introductory chapter that few words are needed here. The lack of any generally accepted municipal system in the United States and the contrariety of opinion concerning the most important methods of municipal government are recognized facts, and - they must largely affect the treatment of our subject. Conflicts of opinion and serious disputes about theories and methods would be unavoidable even if nothing further should be attempted than a plan of city government formed by compilation and deductions from American precedents and experience alone. I must think that such a treatment of the matters we are to deal with would be quite inadequate; for very instructive lessons in municipal government can be best studied in the practical methods, and the results of administration in the leading cities of Europe, where municipal experience has been much longer and more varied than in the United States. Nevertheless, our municipal system must be framed in harmony with our constitutional principles and social life; so that, while nothing intrinsically good should be rejected merely because of its foreign origin, nothing can be adopted unless compatible with the fundamental theories of republican government. Synopsis A Bibliography of Municipal Government in the United States (Classic Reprint) by : William Bennett Munro

Excerpt from A Bibliography of Municipal Government in the United States A Bibliography of municipal government has been much needed for a long time by teachers, librarians and city officials. It is now nearly fifteen years since Professor Robert C. Brooks issued the second edition of his Bibliography of Municipal Affairs and City Conditions - a most useful handbook in its day. In the interval, however, there has been a prodigious output of publications relating to this general field. No one can hope to keep pace with it all. To attempt a complete catalogue would be a waste of time and printer's ink, since much of the material, most of it in fact, has only a transitory or local interest. The aim of the present editor has been to make, from the entire mass, a selection of those materials which seemed to be most likely to prove of service both to the general reader and to the special student of municipal affairs. For this reason the volume includes references of a widely differing character - some quite elementary and others semi-technical. It may appear incongruous to put such things side by side, but each has its own constituency. The field of municipal by side, but each has its own constituency. The field of municipal government has been approached from a broad viewpoint and regarded as including every important phase of local activity whether political, administrative, social or economic. In determining what ought to be included and what left out, certain definite but not inflexible rules have been kept in mind. It may be well to indicate them here, for they embody principles upon which most men interested in bibliographical apparatus would probably agree; they also explain many things in this volume which might otherwise be taken as indications of editorial predilection or caprice, and may thus serve to forestall some fastidious criticism. Synopsis Municipal Government of the City of New York (Classic Reprint) by : Abby Gunn Baker

Excerpt from Municipal Government of the City of New York Primarily 1117111117720! Government of 1716 City ocw York was written for the purpose of enabling the pupils of the schools to know their own city. The introductory chapters give in story form the purchase of Manhattan Island and its growth under the Dutch and English governments. They also give the history of the city immediately following the Revolution. The chapters take up each administrative depart ment of the city government from its very beginning and tell, in detail, of its development and the manner in which it is managed at the present time. In order to bring the book up to date each department of the municipal government was most carefully studied under the immediate and helpful supervision of the Commissioner or some one delegated by him. After each chapter was written it was read critically by an official of the department treated. For this reason it can be stated without hesitation that the book is accurately brought up to date. As can readily be seen the authors are under the greatest obligation to the heads of the administrative departments and others connected with the municipal government, who gave such generous help and kindly advice while the book was being revised.
