Synopsis State and Municipal Government in the United States (Classic Reprint) by : Everett Kimball

Excerpt from State and Municipal Government in the United States In spite of the importance and interest of international and national questions of policy and in spite of the rapidly widening sphere of federal legislation and administration the life of an American citizen is affected more often by the agencies of local government than by those of the national government. Under the protection of the Federal Constitution the life and property of the citizen are governed and protected by state, not federal, laws. In his political capacity the citizen takes part in both the federal and the local government in accordance with state regulations. Acting under the state laws are the particular political units in which the citizen may reside - the county, city, or town. To the authorities of these the citizen most fre quently looks for governmental support and regulation. Yet these local bodies are distinctly subordinate to and created by the authority of the state and are supervised and regulated by it. It is the purpose of this book to discuss the organization, the distribution of powers and functions, and the operation of these agencies of local government. Other books have dealt with state government and state administration or with munici pal government and municipal administration, but this book covers both state and municipal government, treating the two as a single manifestation of local government. With this in mind the book has been divided into five parts. In Part I the federal system and the state constitutions as the fundamental basis of local government are discussed. Part II deals with the political system - the electorate in theory and in action, in primaries, in election campaigns, and in its direct action in the use of the initiative, referendum, and recall. Part III deals with state government - the different organs and the functions which these organs perform. State administration, which is rapidly being extended both directly and through the supervisory power of the state, is discussed in its various manifestations. Synopsis A Bibliography of Municipal Government in the United States (Classic Reprint) by : William Bennett Munro

Excerpt from A Bibliography of Municipal Government in the United States A Bibliography of municipal government has been much needed for a long time by teachers, librarians and city officials. It is now nearly fifteen years since Professor Robert C. Brooks issued the second edition of his Bibliography of Municipal Affairs and City Conditions - a most useful handbook in its day. In the interval, however, there has been a prodigious output of publications relating to this general field. No one can hope to keep pace with it all. To attempt a complete catalogue would be a waste of time and printer's ink, since much of the material, most of it in fact, has only a transitory or local interest. The aim of the present editor has been to make, from the entire mass, a selection of those materials which seemed to be most likely to prove of service both to the general reader and to the special student of municipal affairs. For this reason the volume includes references of a widely differing character - some quite elementary and others semi-technical. It may appear incongruous to put such things side by side, but each has its own constituency. The field of municipal by side, but each has its own constituency. The field of municipal government has been approached from a broad viewpoint and regarded as including every important phase of local activity whether political, administrative, social or economic. In determining what ought to be included and what left out, certain definite but not inflexible rules have been kept in mind. It may be well to indicate them here, for they embody principles upon which most men interested in bibliographical apparatus would probably agree; they also explain many things in this volume which might otherwise be taken as indications of editorial predilection or caprice, and may thus serve to forestall some fastidious criticism. Synopsis City Government in the United States by : Alfred R. Conkling

Excerpt from City Government in the United States: With a Chapter on the Greater New York Charter I proposed to write a primer, as it were, of the science of city government. I wish to set citizens to thinking. Let them work out their own municipal destiny in the light of common sense and modem science. There is, so far as I know, not one popular book in the English language on municipal government. Maurice Block's Paris: Organisation Municipale is a very entertaining book, written in a dialogue form, which enables any French child to understand the government of the beautiful French capital. English and American writers have discussed in book form every phase of political science except popular municipal government. This omission does not wholly account for the faults of city government in the United States; but, if intelligent men had studied in text-books the science of city government as they learn the principles of political economy in high schools and colleges, it is not too much to say that our cities would be better ruled. It is said that "comparisons are odious," but every well-informed person must admit that in comparing American cities with those of the Old World we suffer by the comparison. Synopsis The Government of American Cities (Classic Reprint) by : William Bennett Munro

Excerpt from The Government of American Cities Even as respects governmental organization, moreover, no attempt has been made to cover every point in full detail. I have tried to do no more than to provide, both for the college student of municipal government and for the general reader, an introduction to the study of a very large and important subject. Those who desire more definite or more extensive information than the text contains will find some suggestions at the end of each chapter. Synopsis The Government of the United States by : William Bennett Munro

Excerpt from The Government of the United States: National, State, and Local The plan, scope, content, and temper of this book are in large measure the outgrowth of my experience as a teacher. My students, by the drift of their questions and discussions, have moulded my ideas of what a text-book ought to contain. This book is theirs as much as it is mine. That fact may help to explain why some features of American government are dilated upon at considerable length, while others are left as self-evident propositions to the perception of the reader. It explains, moreover, why the same problem is occasionally discussed from different angles, even though this has in volved some degree Of repetition. And if the general tone of the book betrays an optimist, my sufficient answer is that no man can be for many years associated with the American undergraduate and remain anything else. Synopsis Municipal Government (Classic Reprint) by : Frank J. Goodnow

Excerpt from Municipal Government Ihe city. We find in all cotintries large aggregations of persons in small areas which are variously called cities or urban communities. The mere existence of such aggregations presents peculiar phenomena. We ask the questions: How did these aggregations come about? and, How are they constituted! that is, What are the characteristics of urban populations! These questions are of a sociological nature. When we speak of the city or urban community as a mere aggregation of persons we are therefore using the term in a sociological sense. But the presence of these aggregations causes problems to arise which are not sociological in character. For these aggregations must have a governmental organization. Not only must they have such an organization but their problems being peculiar, owing to the density of their population, that organization must be different from that which is accorded to rural communities. When, therefore, we speak of a city or urban community as a governmental organization we are using the term in a political rather than a sociological sense. We are not ttiiTiTriiig 80 much of the reasons why aggregations of persons exist or of the character of their xopulation as of the position which the city occupies as an organ of government and of the political powers which it exercises. It has been said that the political problems of cities are peeoliar. This is due to the character of urban populations.1 Authorities: Veber, The Growth of Cities etc.; Hobson, The Evolntion of Capitalism; Qiddings, Hie Principles of Sociology. Synopsis Government in the United States by : James Wilford Garner

Excerpt from Government in the United States: National, State, and Local My aim in the preparation of this book has been to present in an elementary way the leading facts concerning the organization and activities of national, state, and local government in the United States. I have given rather greater emphasis than is customarily done in textbooks of this character to what may be called the dynamics of government, that is, its actual workings, as contradistinguished from organization. Likewise, I have laid especial stress upon the activities and methods of political parties, party conventions, primaries, the conduct of political campaigns, the regulation of campaign methods, and the like. The increasing importance of citizenship has led me to devote a chapter to that subject. To encourage wider reading among students, I have added to each chapter a brief list of references to books which should be in every high school library. The great value of illustrative material as a means of acquainting students with the spirit and actual methods of government is now recognized. For the convenience of teachers, I have therefore added at the end of each chapter a list of documentary and other illustrative material, most of which can be procured without cost and all of which may be used to advantage in supplementing the descriptive matter in the textbook. To stimulate the spirit of research and to encourage independent thinking among students, I have also added at the end of each chapter a list of search questions bearing upon the various subjects treated in the chapter. I am under obligations to a number of teachers for reading the proof sheets of this book and for giving me the benefit of their advice. Among those to whom I am especially indebted are Mr. Clarence O. Gardner, formerly assistant in political science in the University of Illinois, Mr. W. A. Beyer, of the Illinois State Normal University, Mr. C. H. Elliott, of the Southern Illinois State Normal University, Mr. E. T. Austin, of the Sterling Township (III.) High School, and Mr. William Wallis, Principal of the Bloomington (III.) High School. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Excerpt from City Government in the United States The accomplishment of the author's purpose has naturally involved a treatment of some of the subjects treated in the books to which allusion has been made. Indeed, in some cases the same language has been em ployed. Such repetition was possible owing to the courtesy of the Columbia University Press, which has kindly permitted the author to borrow from his former works published by them what he saw fit. Synopsis The Government of Municipalities (Classic Reprint) by : Dorman B. Eaton

Excerpt from The Government of Municipalities The main topics treated in this volume and the reasons for the order of their presentation are so fully explained in the introductory chapter that few words are needed here. The lack of any generally accepted municipal system in the United States and the contrariety of opinion concerning the most important methods of municipal government are recognized facts, and - they must largely affect the treatment of our subject. Conflicts of opinion and serious disputes about theories and methods would be unavoidable even if nothing further should be attempted than a plan of city government formed by compilation and deductions from American precedents and experience alone. I must think that such a treatment of the matters we are to deal with would be quite inadequate; for very instructive lessons in municipal government can be best studied in the practical methods, and the results of administration in the leading cities of Europe, where municipal experience has been much longer and more varied than in the United States. Nevertheless, our municipal system must be framed in harmony with our constitutional principles and social life; so that, while nothing intrinsically good should be rejected merely because of its foreign origin, nothing can be adopted unless compatible with the fundamental theories of republican government.
