The Report reflects discussion among Executive Directors on June 7, 2016 and responds to the April 16, 2016 Communique of the Thirty-Third Meeting of the IMFC which stated that “We reiterate the importance of maintaining the high quality and improving the regional, gender, and education diversity of the IMF’s staff, and of promoting gender diversity in the Executive Board.”

Executive Directors underscore the importance of promoting gender diversity at the IMF’s Executive Board and the Offices of Executive Directors (OEDs). The Executive Board recognizes that a diversity of views contributes to stronger decisionmaking, and is committed to ongoing efforts to improve the gender profile of the Board and Offices of the Executive Directors. The Fund’s membership has also indicated that it places importance on this issue; the International Monetary and Financial Committee (IMFC) has consistently drawn attention in its communiqués to the importance of enhancing the gender diversity of the Executive Board.

While there are ample reasons for discussing gender diversity in good times, there is an even greater need in bad times. At the time of this report, the economic and social consequences of the Covid-19 pandemic, as well as the negative spillovers and higher inflation following Russia’s war in Ukraine, have exacerbated pre-existing gender gaps, disproportionately affecting women’s jobs, incomes, and security. The stall in progress towards gender parity has resulted in a call for further action to reduce gender inequality, as seen in the Strategy for Mainstreaming Gender at the Fund. The integration of gender in the Fund’s core activities, when macro-critical, recognizes the fact that reducing gender disparities results in higher economic growth, greater economic stability and resilience, and lower income inequality.

Greater gender diversity of the IMF’s Executive Board continues to be important to strengthen decision-making at the highest levels of the institution by bringing together different perspectives. Increasing the number of women Executive Directors and Alternate Executive Directors sends important signals about the high value the membership and the IMF place on improving diversity and to generate better outcomes. Despite the IMFC’s calls for increased gender diversity of the Executive Board, the number of women holding the position of Executive Director and Alternate Executive Director on the Executive Board has not substantially improved over time.1 It is a great concern that the proportion of women on the Executive Board has declined in recent years, as shown in the attached updated Fact Sheet.

In 2008, the IEO undertook an evaluation on the IMF governance and concluded that effectiveness had been the strongest aspect of IMF governance, while accountability and voice had been the weakest. Since then, IMF governance has been strengthened aided by quota and voice reforms to address misalignments in shares and chairs as well as numerous improvements in governance procedures and practices. The update finds that IMF governance has proven its effectiveness in supporting the Fund to fulfill its mandates, but concerns remain on voice and accountability. Challenges remain related to representation and voice, interaction between governance bodies, the selection process for management, and the role of the G20 in IMF governance. Addressing these challenges will take time and may be subject to difficult tradeoffs between governance objectives such as preserving effectiveness while ensuring appropriate representation.

The author introduces the concept of economic woman and makes her visible in duality with and opposition to the exclusive model of economic man. Economic man has epitomized neo-liberal capitalism, which embraces competition and maximization of profit, resulting in a steep increase in economic inequality. The book demonstrates that women’s inequality is a crucial factor in economic inequality, which cannot be fully understood without relating to women’s situation, and that economic woman cannot thrive in the conditions of economic inequality created under global neo-liberalism. Emphasising the international human rights guarantees of women’s right to equality in all fields of life, the author documents woman’s increased participation in political, public, financial and corporate institutions, employment and entrepreneurship, with some women reaching high profile positions. Nevertheless, using global data, she reveals that economic woman lags behind, with a severe economic power deficit, an unfulfilled promise of equal employment opportunity, a gendered impact of poverty and barriers to gender equality in the family. The book analyses the trap of women’s increased burden of breadwinning in the context of discriminatory laws and practices, infrastructural failures and policy gaps, which preempt achievement of gender equality in economic life. The book is intended for the general reader, academics, students, policy makers and NGOs. It shows economic woman at a global crossroads between a universal paradigm of gender equality and pervasive barriers to equal economic opportunity. The author demonstrates that tackling gender inequality, restoring welfare priorities and reducing economic inequality are inextricably linked. Human rights and governments have a vital role to play in addressing them all, to create a sustainable economic infrastructure for the lives of women and men.

This study explores whether there is a demonstrable connection between gender diversity and organizational financial performance.

The benefits of gender diversity are well known – it increases effectiveness and efficiency and strengthens decision-making. Yet, the IMF Executive Board continues to fall short of reaching gender balance, with women constituting a small minority of the Executive Directors and Alternate Executive Directors. There is a clear need for change. The IMFC has called on the membership to take action, including by introducing voluntary medium-term objectives to raise the number of women holding leadership positions at the Board. This report summarizes the Executive Board’s recommendations for these targets and lays out proposals for concerted actions that can be taken by individual countries and constituencies

This paper discusses key legal issues in the design of Board Oversight in central banks. Central banks are complex and sophisticated organizations that are challenging to manage. While most economic literature focuses on decision-making in the context of monetary policy formulation, this paper focuses on the Board oversight of central banks—a central feature of sound governance. This form of oversight is the decision-making responsibility through which an internal body of the central bank—the Oversight Board—ensures that the central bank is well-managed. First, the paper will contextualize the role of Board oversight into the broader legal structure for central bank governance by considering this form of oversight as one of the core decision-making responsibilities of central banks. Secondly, the paper will focus on a number of important legal design issues for Board Oversight, by contrasting the current practices of the IMF membership’s 174 central banks with staff’s advisory practice developed over the past 50 years.

Scores of talented and dedicated people serve the forensic science community, performing vitally important work. However, they are often constrained by lack of adequate resources, sound policies, and national support. It is clear that change and advancements, both systematic and scientific, are needed in a number of forensic science disciplines to ensure the reliability of work, establish enforceable standards, and promote best practices with consistent application. Strengthening Forensic Science in the United States: A Path Forward provides a detailed plan for addressing these needs and suggests the creation of a new government entity, the National Institute of Forensic Science, to establish and enforce standards within the forensic science community. The benefits of improving and regulating the forensic science disciplines are clear: assisting law enforcement officials, enhancing homeland security, and reducing the risk of wrongful conviction and exoneration. Strengthening Forensic Science in the United States gives a full account of what is needed to advance the forensic science disciplines, including upgrading of systems and organizational structures, better training, widespread adoption of uniform and enforceable best practices, and mandatory certification and accreditation programs. While this book provides an essential call-to-action for congress and policy makers, it also serves as a vital tool for law enforcement agencies, criminal prosecutors and attorneys, and forensic science educators.
