The Commission's report examines the acquisition of ABI Building Data Ltd by Emap plc, the main providers of project information and contact data (PICD) to the UK construction industry with a combined market share of over 70 per cent. Both ABI and Emap (through its subsidiary Glenigan Ltd) provide a subscription-based service giving information about construction projects and planning matters which suppliers of construction services and materials use to identify new business. The Commission concludes that the merger may be expected to result in a substantial lessening of competition (SLC) in the PICD market, leading to a reduction in customer choice when negotiating prices. As a result, the report finds that the only effective remedy which will maintain competition and benefit customers is for Emap to sell the ABI business.
