Synopsis Decentralization & Its Discontents by : Max Lane
"e;Decentralization is a major trend in Indonesia since the first decades of that nation under Sukarno and Suharto. Max Lane is justly treasured for illuminating those first decades, for example, through his translations of Pramoedya Ananta Toer, and his excellent book, Unfinished Nation: Indonesia Before and After Suharto. Anyone who seeks insights into the current trend of decentralization, whether in Indonesia or other parts of the world, will find this work cogent."e; - James L. It also addresses questions pertaining to the problems and options related to popular aspirations within this context-all of which cannot be explained very well by any of the predominant theses on Indonesia, whether as an oligarchy or a democratically liberal but economically predatory country." - Professor Olle Trnquist, University of Oslo

Synopsis Globalization and Its Discontents by : Joseph E. Stiglitz
This powerful, unsettling book gives us a rare glimpse behind the closed doors of global financial institutions by the winner of the 2001 Nobel Prize in Economics. When it was first published, this national bestseller quickly became a touchstone in the globalization debate. Renowned economist and Nobel Prize winner Joseph E. Stiglitz had a ringside seat for most of the major economic events of the last decade, including stints as chairman of the Council of Economic Advisers and chief economist at the World Bank. Particularly concerned with the plight of the developing nations, he became increasingly disillusioned as he saw the International Monetary Fund and other major institutions put the interests of Wall Street and the financial community ahead of the poorer nations. Those seeking to understand why globalization has engendered the hostility of protesters in Seattle and Genoa will find the reasons here. While this book includes no simple formula on how to make globalization work, Stiglitz provides a reform agenda that will provoke debate for years to come. Rarely do we get such an insider's analysis of the major institutions of globalization as in this penetrating book. With a new foreword for this paperback edition.

Synopsis The Political Economy of Democratic Decentralization by : James Manor
Nearly all countries worldwide are now experimenting with decentralization. Their motivation are diverse. Many countries are decentralizing because they believe this can help stimulate economic growth or reduce rural poverty, goals central government interventions have failed to achieve. Some countries see it as a way to strengthen civil society and deepen democracy. Some perceive it as a way to off-load expensive responsibilities onto lower level governments. Thus, decentralization is seen as a solution to many different kinds of problems. This report examines the origins and implications decentralization from a political economy perspective, with a focus on its promise and limitations. It explores why countries have often chosen not to decentralize, even when evidence suggests that doing so would be in the interests of the government. It seeks to explain why since the early 1980s many countries have undertaken some form of decentralization. This report also evaluates the evidence to understand where decentralization has considerable promise and where it does not. It identifies conditions needed for decentralization to succeed. It identifies the ways in which decentralization can promote rural development. And it names the goals which decentralization will probably not help achieve.

Synopsis Decentralization and Local Democracy in the World by : United Cities and Local Governments (UCLG)
'Decentralization and Local Democracy in the World' constitutes a global reference on decentralization by presenting the contemporary situation of local governments in all regions of the world. The report analyzes local authorities in each continent under three main themes: the evolution of territorial structures; responsibilities and power, management and finances; and local democracy. An additional chapter is dedicated to the governance of large metropolises, where rapid growth presents major challenges, in particular in the fast-developing countries of the South. This report also offers a comparative overview of the different realities concerning the state of decentralization, and how the basic indispensable mechansims for local democracy do, or do not exist in come countries. Relationships between the state and local authorities are evolving toward innovative forms of cooperation. In this context, the role of local authorities in the development of global policies is increasingly recognized. The first Global Observatory on Local Democracy and Decentralization (GOLD) Report is one of the main products of United Cities and Local Governments (UCLG). The GOLD Report is the first of what will be a triennial publication. UCLG represents and defends the interests of local governments on the world stage, regardless of the size of the communities they serve. Headquartered in Barcelona, the organization's stated mission is: To be the united voice and world advocate of democratic local self-government, promoting its values, objectives and interests, through cooperation between local governments, and within the wider international community.

Synopsis Theory, Policy, Practice by : Suman Nath
This book explores the meanings and perceptions of development and the dialectics of theory, policy and practice. It looks at how theory translates into policy, and the disconnections in its design and implementation in the Indian context. The book focuses on the influence of capitalist globalisation, democratisation, decentralisation and neoliberal economic reforms on the development discourse in India and how these have challenged the traditional role of the ‘state’, the meaning of citizenship, and public participation. Through an analysis of case studies from various parts of the country, it bridges the gap between policy prescriptions and practices and unpacks the institutional, political and policy-led compulsions and incompatibilities which most often remain unreported. It also discusses the intersections between policymaking and the politics of class, caste and gender, and emphasises the role bureaucracy plays in institutional governance. The volume includes articles from professionals ranging from academics, practitioners and activists. It will be of interest to scholars and researchers of public policy, development studies, South Asian politics, and economics as well as policy makers and practitioners in government and civil society.
