This is the first book in English to examine local government and authority in Vietnam since the country's reunification in 1975. Six chapters emphasize particular villages and districts in different parts of the country, one examines a ward in Hanoi, another focuses on Ho Chi Minh City, and one compares leaders in several provinces. To contextualize conditions today, two chapters analyse local government in Vietnam's long history. The opening chapter synthesizes the findings in this book with those in other studies by researchers inside and outside Vietnam.

Development’s current focus – poverty reduction and good governance – signals a turn away from the older neoliberal preoccupation with structural adjustment, privatization and downsizing the state. For some, the new emphases on empowering and securing the poor through basic service delivery, local partnership, decentralization and institution building constitute a decisive break with the past and a whole set of new development possibilities beyond neoliberalism. Taking a wider historical perspective, this book charts the emergence of poverty reduction and governance at the centre of development. Indonesia is the world's largest archipelagic state. In 2001 it embarked on a "big bang" decentralization involving a major transfer of administrative, political and financial authority to its districts, now numbering more than 500. Together with the rapid transition from authoritarian to democratic rule in the late 1990s, this initiative has transformed the country's political, social and business life. While national government is the major area of contestation, power has shifted irreversibly away from the centre.
