This publication considers the importance of developing cross-sectoral links between sustainable forest management and other economic sectors, in order to help establish effective national policy frameworks and implementation. It includes a CD-ROM which contains country case studies on Brazil, Italy, Mali, Mexico, Romania, Tanzania and Thailand, as well as the proceedings of a FAO technical meeting held in Rome in September 2002.

Forestry practices are closely linked to decisions that address measures on climate change, biodiversity and the institutional framework for sustainable development. This book documents the progress made in creating the political, economic and social conditions that are necessary for a sustainable and multifunctional use of forest resources.

Significant volumes of timber are illegally felled, processed and traded every year. Illegal logging and associated trade are a complex issue with far-reaching environmental, social and economic consequences. Various stakeholders at the local, national and international levels are making efforts to address the issue. Several governments are in the process of rationalizing their legal and policy framework, building institutional capacity to foster better law compliance and gathering additional data on the extent and nature of illegal operations. Private initiatives such as forest certification, voluntary corporate codes of conduct, independent monitoring of forest operations and log tracking are also contributing to fighting forest crime. This publication provides an overview of these experiences and analyses available knowledge in a set of best practices drawn from 11 country case studies.

This study, prepared jointly by FAO and UNECE, sets out data on long term trends and projections for future developments in the forestry sector for 38 countries in western and eastern Europe (including the three Baltic states and four major CIS countries including Russia) covering the years 1960 to 2020. It is based on scientific analysis and covers forest resources, and the production, trade and consumption of roundwood, sawnwood, panels, pulp and paper; as well as the outlook for non-wood products and forest services. It also examines the links with other sectoral policies, such as energy, environmental, trade and rural development policies, and sets out a number of policy conclusions and recommendations.

The critical role of forests in climate change mitigation and adaptation is now widely recognized. Forests contribute significantly to climate change mitigation through their carbon sink and carbon storage functions. They play an essential role in reducing vulnerabilities and enhancing adaptation of people and ecosystems to climate change and climate variability, the negative impacts of which are becoming increasingly evident in many parts of the world. In many countries climate change issues have not been fully addressed in national forest policies, forestry mitigation and adaptation needs at national level have not been thoroughly considered in national climate change strategies, and cross-sectoral dimensions of climate change impacts and response measures have not been fully appreciated. This publication seeks to provide a practical approach to the process of integrating climate change into national forest programmes. The aim is to assist senior officials in government administrations and the representatives of other stakeholders, including civil society organizations and the private sector, prepare the forest sector for the challenges and opportunities posed by climate change. This document complements a set of guidelines prepared by FAO in 2013 to support forest managers incorporate climate change considerations into forest management plans and practices.

Decentralization is sweeping the world and having dramatic and far-reaching impacts on resource management and livelihoods, particularly in forestry. This book is the most up-to-date examination of the themes, experiences and lessons learned from decentralization worldwide. Drawing on research and support from all of the major international forestry and conservation organizations, the book provides a balanced account that covers the impact of decentralization on resource management worldwide, and provides comparative global insights with wide implications for policy, management, conservation and resource use and planning. Topics covered include forest governance in federal systems, democratic decentralization of forests and natural resources, paths and pitfalls in decentralization and biodiversity conservation in decentralized forests. It also addresses the critical links between the state, forests, communities and power relations in a range of regions and circumstances, and provides case examples of how decentralization has been viewed and experienced by communities in Guatemala, Philippines and Zimbabwe. The Politics of Decentralization is state-of-the-art coverage of decentralization and is essential for practitioners, academics and policy-makers across forestry and the full spectrum of natural resource management.

These guidelines - intended for a global audience of decision-makers, civil servants, policy advisors and other stakeholders - promote urban and peri-urban forests as a way of meeting the needs of cities for environmental services. They will also raise community awareness on the positive contributions that urban and peri-urban forests can make to city life and their essential role in global sustainability.

Negative impacts of climate change on forests threaten the delivery of crucial wood and non-wood goods and environmental services on which an estimated 1.6 billion people fully or partly depend. Assessment of the vulnerability of forests and forest-dependent people to climate change is a necessary first step for identifying the risks and the most vulnerable areas and people, and for developing measures for adaptation and targeting them for specific contexts. This publication provides practical technical guidance for forest vulnerability assessment in the context of climate change. It describes the elements that should be considered for different time horizons and outlines a structured approach for conducting these assessments. The framework will guide practitioners in conducting a step-by-step analysis and will facilitate the choice and use of appropriate tools and methods. Background information is provided separately in text boxes, to assist readers with differing amounts of experience in forestry, climate change and assessment practices. The publication will provide useful support to any vulnerability assessment with a forest- and tree-related component.

Since the 1970s and 1980s, community-based forestry has grown in popularity, based on the concept that local communities, when granted suffi­cient property rights over local forest commons, can organize autonomously and develop local institutions to regulate the use of natural resources and manage them sustainably. Over time, various forms of community-based forestry have evolved in different countries, but all have at their heart the notion of some level of participation by smallholders and community groups in planning and implementation. This publication is FAO’s fi­rst comprehensive look at the impact of community-based forestry since previous reviews in 1991 and 2001. It considers both collaborative regimes (forestry practised on land with formal communal tenure requiring collective action) and smallholder forestry (on land that is generally privately owned). The publication examines the extent of community-based forestry globally and regionally and assesses its effectiveness in delivering on key biophysical and socioeconomic outcomes, i.e. moving towards sustainable forest management and improving local livelihoods. The report is targeted at policy-makers, practitioners, researchers, communities and civil society.

The specific objective of these Voluntary Guidelines is to promote the sustainable management of public production natural forests in tropical countries through forest concessions, thereby fulfilling their potential contribution to the achievement of Agenda 2030. Forest concession regimes are treated here as forest policy instruments, and should be aligned with the sustainable forest management objectives agreed by countries in the UNFF. The current Guidelines intend to serve as guidance for making forest concessions an effective economic instrument of forest policy in the context of the 2030 Agenda, transforming them into an instrument capable of delivering sustainable forest management in all its dimensions, and generating socio-economic benefits to relevant stakeholders.
