Modern science is increasingly collaborative, as signaled by rising numbers of coauthored papers, papers with international coauthors, and multi-investigator grants. Historically, scientific collaborations were carried out by scientists in the same physical location--the Manhattan Project of the 1940s, for example, involved thousands of scientists gathered on a remote plateau in Los Alamos, New Mexico. Today, information and communication technologies allow cooperation among scientists from far-flung institutions and different disciplines. Scientific Collaboration on the Internet provides both broad and in-depth views of how new technology is enabling novel kinds of science and engineering collaboration. The book offers commentary from notable experts in the field along with case studies of large-scale collaborative projects, past and ongoing. The projects described range from the development of a national virtual observatory for astronomical research to a National Institutes of Health funding program for major multi-laboratory medical research; from the deployment of a cyberinfrastructure to connect experts in earthquake engineering to partnerships between developed and developing countries in AIDS research. The chapter authors speak frankly about the problems these projects encountered as well as the successes they achieved. The book strikes a useful balance between presenting the real stories of collaborations and developing a scientific approach to conceiving, designing, implementing, and evaluating such projects. It points to a future of scientific collaborations that build successfully on aspects from multiple disciplines.

Computing and communications are becoming essential tools of science. Together, they make possible new kinds and degrees of collaboration. This book addresses technical, scientific, and social aspects of fostering scientific collaboration using information technology. It explores issues in molecular biology, oceanography, and space physics, and derives recommendations for a partnership between scientists and technologists to develop better collaboration technology to support science.

This report is intended to provide a brief historical perspective of the evolution of the interacademy program during the past half-century, recognizing that many legacies of the Soviet era continue to influence government approaches in Moscow and Washington and to shape the attitudes of researchers toward bilateral cooperation in both countries (of special interest is the changing character of the program during the age of perestroika (restructuring) in the late 1980s in the Soviet Union); to describe in some detail the significant interacademy activities from late 1991, when the Soviet Union fragmented, to mid-2003; and to set forth lessons learned about the benefits and limitations of interacademy cooperation and to highlight approaches that have been successful in overcoming difficulties of implementation.

India and the United States are the world's two largest democracies with distinguished scientific traditions and experts in a wide range of scientific-technical fields. Given these strengths and the ability to learn from one another, the U.S. National Academy of Sciences together with the National Institute for Advanced Studies in Bangalore, India, held a joint Indian-U.S. workshop to identify and examine potential areas for substantive scientific and technical cooperation that can support counterterrorism efforts through the Homeland Security Dialogue and through direct cooperation. India-United States Cooperation on Science and Technology for Countering Terrorism is the summary of that workshop. This report examines topics such as biological threats; protection of nuclear facilities; security (physical and cyber) for chemicals, chemical facilities and other critical infrastructure; and monitoring, surveillance, and emergency response. The report also identifies and examines promising areas for further Indian-U.S. cooperation.

The global economy is characterized by increasing locational competition to attract the resources necessary to develop leading-edge technologies as drivers of regional and national growth. One means of facilitating such growth and improving national competitiveness is to improve the operation of the national innovation system. This involves national technology development and innovation programs designed to support research on new technologies, enhance the commercial return on national research, and facilitate the production of globally competitive products. Understanding the policies that other nations are pursuing to become more innovative and to what effect is essential to understanding how the nature and terms of economic competition are shifting. Building the 21st Century U.S.-China Cooperation on Science, Technology, and Innovation studies selected foreign innovation programs and comparing them with major U.S. programs. This analysis of Comparative Innovation Policy includes a review of the goals, concept, structure, operation, funding levels, and evaluation of foreign programs designed to advance the innovation capacity of national economies and enhance their international competitiveness. This analysis focuses on key areas of future growth, such as renewable energy, among others, to generate case-specific recommendations where appropriate.

Cooperation in Research and Development provides an empirical and theoretical analysis of a distinct form of inter-firm collaboration in Research & Development (R&D): research joint ventures (RJVs). Of all types of cooperation, RJVs have received the most attention in both formal industrial organization and science and technology policy literature. The emerging theoretical economic literature on incentives of firms to join RJVs has not been followed by much empirical work. Cooperation in Research and Development attempts to fill the void caused by this lack of consistent data on the rate of RJV formation, RJV characteristics, and RJV member characteristics. Significant attention is paid to the role of RJVs in facilitating `virtual' firm diversification as necessary to pursue particular technological objectives. An effort is also made to blend the reported theoretical and empirical analyses with conceptual models of the process of technological innovation and models of industrial evolution in order to provide answers beyond the reach of the received economic theory. Cooperation in Research and Development should be of interest to academic economists, policy makers, and business representatives. The microeconomic issues the book deals with overlap significantly with the interests of decision makers both in government and business.

In October 2007, the U.S. National Academies and the Iranian Institute for Advanced Studies in Basic Science organized the first of a series of planned U.S.-Iranian workshops on the topic "Science as a Gateway to Understanding." This new workshop series is a component of the broader effort of the National Academies to support bilateral workshops and exchange visits in a variety of fields with a number of Iranian institutions that began in 2000. This book includes papers that were presented at the workshop and summaries of the discussions that followed some of the presentations. At the conclusion of the workshop there was general agreement that the presentations on many aspects of science and scientific cooperation that have a bearing on mutual understanding were an important first step. Several participants underscored that the next workshop should emphasize how scientific cooperation can lead in concrete terms to improved understanding among both academic and political leaders from the two countries.

In immediate responses to the COVID-19 crisis, science and innovation are playing essential roles in providing a better scientific understanding of the virus, as well as in the development of vaccines, treatments and diagnostics. Both the public and private sectors have poured billions of dollars into these efforts, accompanied by unprecedented levels of global cooperation.

The successful conclusion of the US-EU Agreement on Science and Technology Cooperation offers the prospect of a new chapter in transatlantic cooperation. As with any international agreement in science and technology, the accord's full potential will be realized only if it can encourage mutually beneficial cooperation. With this in mind, responsible officials of the European Union (EU) and the U.S. government contacted the National Research Council's Board on Science, Technology, and Economic Policy (STEP) to discuss how this negotiating success might be publicized and productively exploited. It was agreed that the STEP Board should organize a conference to celebrate the accord, inform the U.S. and European research communities of the agreement, and explore specific opportunities for enhanced cooperation. At the same time, the conference would provide the occasion to review existing and evolving areas of transatlantic cooperation in science and technology from the perception of the United States, the European Commission, and the member states of the European Union.

The past half-century has witnessed a dramatic increase in the scale and complexity of scientific research. The growing scale of science has been accompanied by a shift toward collaborative research, referred to as "team science." Scientific research is increasingly conducted by small teams and larger groups rather than individual investigators, but the challenges of collaboration can slow these teams' progress in achieving their scientific goals. How does a team-based approach work, and how can universities and research institutions support teams? Enhancing the Effectiveness of Team Science synthesizes and integrates the available research to provide guidance on assembling the science team; leadership, education and professional development for science teams and groups. It also examines institutional and organizational structures and policies to support science teams and identifies areas where further research is needed to help science teams and groups achieve their scientific and translational goals. This report offers major public policy recommendations for science research agencies and policymakers, as well as recommendations for individual scientists, disciplinary associations, and research universities. Enhancing the Effectiveness of Team Science will be of interest to university research administrators, team science leaders, science faculty, and graduate and postdoctoral students.
