This book illuminates the major economic and political factors that have led to the development of a particular pattern of trade in forest products, and it examines and compares the legal structures within which this trade takes place. Standard economic and political methods of analysis are used to study the history of this trade, including such recent developments as the Free Trade Agreement. Several of the chapters focus on two recent trade disputes involving Canadian exports of shakes and shingles and of softwood lumber to the United States. These disputes are instructive for understanding not only the politics of trade but also important economic issues such as the measurement and impact of timber subsidies. In addition, the authors consider the factors affecting foreign market share, and the burden of tariffs and export taxes.

This book draws together contributions from forest economists in the Research Triangle of North Carolina, with co-authors from institutions around the world. It represents our common belief that rigorous empirical analysis in an economic framework can inform forest policy. We intend the book as a guide to the empirical methods that we have found most useful for addressing both traditional and modem areas of concern in forest policy, including timber production and markets, multiple use forestry, and valuation of non-market benefits. 'The book editors and most chapter authors are affiliated with three institutions in the Research Triangle: the Southern Research Station of the USDA Forest Service (K. Abt, Butry, Holmes, Mercer, Moulton, Prestemon, Wear), the Department of Forestry at North Carolina State University (R. Abt, Ahn, Cubbage, Sills), and the Environmental and Natural Resource Economics Program of Research Triangle Institute (Murray, Pattanayak). Two other Triangle institutions are also represented among the book authors: Duke University (Kramer) and the Forestland Group (Zinkhan). In addition to our primary affiliations, many of us are adjunct faculty and/or graduates of Triangle universities. Many of our co-authors also graduated from or were previously affiliated with Triangle institutions. Thus, the selection of topics, methods, and case studies reflects the work of this particular network of economists, and to some degree, our location in the southeastern United States. However, our work and the chapters encompass other regions of the United States and the world, including Latin America and Asia.

Since 1978, when the World Bank published its policy paper on forestry, the world's understanding of and concern about the forest sector of the developing world has increased substantially. It has become clear that forests and woodlands play an even more important economic and ecological role than had earlier been recognized. In particular, the importance of tropical moist forests in protecting biological diversity has become more fully appreciated, as has their role in the carbon cycle and in global climatic change. Achieving the UN Sustainable Development Goals by 2030 will, to a great degree, depend on implementing a “circular economy”. In the forest sector, this relates to how we manage forests and use forest products. The Forest Products Annual Market Review covers recent trends, policies and market intelligence on forest products along with production, consumption and trade statistics for the UNECE region; all of which are critical to the role of forests in creating a more circular economy.

This book examines how trade policy is determined in democratic countries, and illustrates how protectionist policies are engendered by political processes that allow groups to pursue their own interests.

Tables summarize volume and values of United States trade in wood products from 1978 to 2005. Import and export data are shown for 21 commodities aggregated from over 1,700 wood products. Data were obtained from an earlier report by Chmelik and others and the U.S. Department of Commerce, Bureau of the Census. Trade in each commodity is delineated by trading partner and shipments through each of four regional aggregations of U.S. customs districts. Data show that the United States is a net importer of wood products and Canada is the dominant supplier.

After World War two, the United States became integrates into the world forest economy however the complexity of their trade agreements introduced several issues which needed to be addressed by world forestry policy. Originally published in 1981, this study delves into important issues related to forest resources and trade such as the future role of the United States in the world forest economy, trade restriction and U.S log exports. These are turbulent, unpredictable, yet opportune times for Canadian forestry. Never before have competing demands on Canada’s forest resources been so great. At the same time, we are finally being forced to confront the sustainable limit of these resources. Now, the improbable has happened: government, industry, First Nationa, and NGOs appear to be part of an emerging consensus that industrial forestry in Canada must change. The Wealth of Forests is a pioneering attempt to grapple with the policy implications of the transition to sustainable forestry. While much has been written on the theory and practice of sustainable forestry and on the relative merits of regulatory versus market approaches to environmental protection, these literatures have nnot as yet been bridged. Using illustrations based on recent developments in British Columbia forest policy, this collection provides that bridge by analyzing the potential and limits of market, regulatory, and other policy instruments as means of achieving sustainability. Ken Drushka analyses the changes in human attitudes towards the forests, detailing the rise of the late nineteenth-century conservation movement and its subsequent decline after World War I, the interplay between industry and government in the development of policy, the adoption of sustained yield policies after World War II, and the recent adoption of sustainable forest management in response to environmental concerns.
