This title was first published in 2003. This book represents one of the recent internationally coordinated initiatives to access the rich and still unfolding implications of China's participation in economic globalization in the context of the nation's accession to the World Trade Organization.

This study has emerged from an ongoing program of trilateral cooperation between WHO, WTO and WIPO. It responds to an increasing demand, particularly in developing countries, for strengthened capacity for informed policy-making in areas of intersection between health, trade and IP, focusing on access to and innovation of medicines and other medical technologies.

Especially since the 2003 SARS crisis, China’s healthcare system has become a growing source of concern, both for citizens and the Chinese government. China’s once praised public health services have deteriorated into a system driven by economic constraints, in which poor people often fail to get access, and middle-income households risk to be dragged into poverty by the rising costs of care. The New Rural Co-operative Medical System (NRCMS) was introduced to counter these tendencies and constitutes the main system of public health insurance in China today. This book outlines the nature of the system, traces the processes of its enactment and implementation, and discusses its strengths and weaknesses. It argues that the contested nature of the fields of health policy and social security has long been overlooked, and reinterprets the NRCMS as a compromise between opposing political interests. Furthermore, it argues that structural institutional misfits facilitate fiscal imbalances and a culture of non-compliance in local health policy, which distort the outcomes of the implementation and limit the effectiveness of insurance. These dynamics also raise fundamental questions regarding the effectiveness of other areas of the comprehensive New Health Reform, which China has initiated to overhaul its healthcare system.

China’s joining the World Trade Organization at the end of 2001 signifies a milestone in the country’s global integration after two decades of economic reforms that have fundamentally transformed the economic organization of China. This collection seeks to identify the gendered implications within China of the country’s transition from socialism to a market economy and its opening up to international trade and investment. The changes have created greater wealth for some, while at the same time, serious gender, class, ethnic, and regional disparities have also emerged. Drawing from historical, analytical, and policy-oriented work, the essays in this collection explore women’s well-being relative to men’s in rural and urban China by looking at land rights, labor-market status and labor rights, household decision-making, health, the representation of women in advertising and beauty pageants. China’s transformation into a dynamic private-sector-led economy and its integration into the world economy have been among the most dramatic global economic developments of recent decades. This paper provides an overview of some of the key aspects of recent developments in China’s macroeconomy and economic structure. It also surveys the main policy challenges that will need to be addressed for China to maintain sustained high growth and continued global integration.

Set in the aftermath of China's entry into the World Trade Organization, Disaggregating China, Inc. questions the extent to which the liberal internationalist promise of membership has been fulfilled in China. Yeling Tan unpacks the policies that various Chinese government actors adopted in response to WTO rules and shows that rather than disciplining the state, WTO entry provoked a divergence of policy responses across different parts of the complex party-state. Tan argues that these responses draw from three competing strategies of economic governance: market-substituting (directive), market-shaping (developmental), and market-enhancing (regulatory). She uses innovative web-scraping techniques to assemble an original dataset of over 43,000 Chinese industry regulations, identifying policies associated with each strategy. Combining textual analysis with industry data, in-depth case studies, and field interviews with industry representatives and government officials, Tan demonstrates that different Chinese state actors adopted different logics of adjustment to respond to the common shock of WTO accession. This policy divergence originated from a combination of international and domestic forces. Disaggregating China, Inc. breaks open the black box of the Chinese state, explaining why WTO rules, usually thought to commit states to international norms, instead provoked responses that the architects of those rules neither expected nor wanted.
