Aims to encourage transportation agencies to address strategic questions as they confront the task of managing the surface transportation system. Drawn form both national and international knowledge and experience, it provides guidance to State Department of Transportation (DOT) decision makers, as well as county and municipal transportation agencies, to assist them in realizing the most from financial resources now and into the future, preserving highway assets, and providing the service expected by customers. Divided into two parts, Part one focuses on leadership and goal and objective setintg, while Part two is more technically oriented. Appendices include work sheets and case studies.

The transportation sector is faced with new legislative mandates as reflected by the Intermodal Surface Transportation Efficiency Act (ISTEA) of 1991. ISTEA, coupled with the Clean Air Act Amendments (CAAA) of 1990, provides an impetus for change in transportation planning and project implementation. Statewide transportation planning is one of the mechanisms for change that ISTEA provides. Statewide transportation plans integrate planning for multiple transport modes to balance the mobility needs of the state with future revenue sources. To support this requirement, FHWA and FTA have issued statewide transportation planning rules. These rules identify twenty-three factors to be addressed in statewide plans. The case studies included in this report demonstrate examples of coordination.

TRB's National Cooperative Highway Research Program (NCHRP) Research Results Digest 348: State Department of Transportation Role in the Implementation of Transportation Demand Management Programs explores examples of successful implementation and support of transportation demand management (TDM) programs by state departments of transportation (DOTs). The report is designed to be used as a primer for states to use in implementing TDM programs and includes a set of case studies, examining the range of ways that state DOTs encourage TDM services.
