As a part of Grenada’s Blue Week 2016 and Investment Conference, the Global Ocean Forum, FAO, and the project partners of the Common Oceans ABNJ Capacity Project organized a workshop on Capacity Development to Improve the Management of Marine Areas beyond National Jurisdiction (ABNJ): Needs, Experiences, Options, and Opportunities, held from May 18–21, 2016 in St. George’s, Grenada. The workshop aimed at 1. discussing and exchanging information and perspectives towards a broader understanding of the needs and opportunities in the development of capacity regarding ABNJ; 2. contributing information on capacity development to the global deliberations towards a legallybinding international instrument on BBNJ under UNCLOS; and 3. formulating the next steps towards advancing capacity development regarding ABNJ, building on past and ongoing initiatives and experiences (especially the outputs of the Common Oceans Program), and responding to global prescriptions on capacity development in rel ation to marine resources and their management.

Synopsis Terminal evaluation of “Strengthening global capacity to effectively manage areas beyond national jurisdiction” by : Food and Agriculture Organization fo the United Nations

The marine areas beyond national jurisdiction (ABNJ) comprises 40 percent of the earth’s surface, it covers 64 percent of the surface of the ocean and 95 percent of its volume. The Common Oceans ABNJ Program (2014-2019) was implemented by FAO as a concerted effort to bring various stakeholders to work together to manage and conserve the world’s common oceans. The project “Strengthening global capacity to effectively manage ABNJ”, one component of the Common Oceans ABNJ Program, addressed cross-sectoral coordination and dialogue among the separate ongoing processes - a key gap that limited effective ecosystem-based management of ABNJ. The project supported participation and knowledge sharing amongst decision makers in cross-sectoral governance of ABNJ. Limitations to the project design, budget and accountability should be addressed to foster corrective action for phase two of the ABNJ Program.

The marine areas beyond national jurisdiction (ABNJ) comprises 40 percent of the earth’s surface, it covers 64 percent of the surface of the ocean and 95 percent of its volume. The Common Oceans ABNJ Program (2014-2019) was implemented by FAO as a concerted effort to bring various stakeholders to work together to manage and conserve the world’s common oceans. The Program catalysed important transformational changes and practices in governance, and operational aspects of fisheries and their impact on biodiversity. There is encouraging evidence that these are being mainstreamed by key institutional actors and early trends of positive impact point to improvement in fish stocks health and in bycatch mitigation, starting by the quality and quantity of the information available. However, the Program lacked a proper programmatic approach and missed opportunities to foster synergies among projects and capitalize on knowledge management.

The development of an ILBI could signify a pivotal turning point in the law of the sea by addressing regulatory, governance and institutional gaps and deficiencies in the existing international law framework for BBNJ. This book analyses the essential components an ILBI will require to effectively conserve and sustainably use BBNJ, focusing on marine genetic resources, areabased management tools, environmental impact assessments, capacity-building and marine technology transfer. It investigates potential areas of compromise, as the success of an ILBI will rely upon the support of a powerful bloc of maritime States, principally the United States, the United Kingdom, Russia, the Netherlands, France and Japan. The participation of major maritime powers will be critical as it is their nationals, corporations and flag vessels that have the financial and technical wherewithal to undertake activities beyond national jurisdiction. This bloc of States has historically been the strongest proponent of the Grotian doctrine of ‘freedom of the seas’ as it aligns with their predominant interest to preserve navigational freedom for their merchant and military fleets. The Common Oceans ABNJ Deep Seas Project is funded by the Global Environment Fund and implemented by FAO and the UN Environment Programme. The partnership brings together a broad range of partners, including regional fisheries bodies responsible for the management of deep-sea fisheries, fishing industry partners, and international organizations to achieve sustainable fisheries management and biodiversity conservation of deep-sea living resources in the ABNJ. To showcase existing knowledge, practices and innovative research for sustainable deep-sea fisheries management and biodiversity conservation in the ABNJ, the Food and Agriculture Organization of the United Nations (FAO), in collaboration with UN Environment World Conservation Monitoring Centre (UNEP-WCMC) and the SponGES Project consortium, organized a meeting – the ABNJ Deep Sea Meeting 2019 – that took place on 7-9 May 2019, at FAO Headquarters in Rome, Italy. Over 40 participants, including representatives from partner organizations and other stakeholders from multiple sectors within the ABNJ, attended the three-day meeting. While significant progress has been made in the management of deep-sea fisheries and in the protection of vulnerable marine ecosystems, the ABNJ still faces threats from climate change, ocean acidification, biodiversity loss, and pollution. Building on the achievements of the Common Oceans ABNJ Deep Sea Projects and the SponGES Project, the participants were invited to give presentations on key topics and discuss emerging issues concerning ABNJ governance and deep-sea research, monitoring and management.
