As the debate over health care reform continues, costs have become a critical measure in the many plans and proposals to come before us. Knowing costs is important because it allows comparisons across such disparate health conditions as AIDS, Alzheimer's disease, heart disease, and cancer. This book presents the results of a major study estimating the large and largely overlooked costs of occupational injury and illness--costs as large as those for cancer and over four times the costs of AIDS. The incidence and mortality of occupational injury and illness were assessed by reviewing data from national surveys and applied an attributable-risk-proportion method. Costs were assessed using the human capital method that decomposes costs into direct categories such as medical costs and insurance administration expenses, as well as indirect categories such as lost earnings and lost fringe benefits. The total is estimated to be $155 billion and is likely to be low as it does not include costs associated with pain and suffering or of home care provided by family members. The National Academy of Social Insurance (the Academy) is a non-profit, non-partisan organization made up of the nation's leading experts on social insurance. Social insurance encompasses broad-based systems that help workers pool risks to avoid loss of income due to retirement, death, disability, or unemployment, and to ensure access to health care. The mission of the Academy is to advance solutions to challenges facing the nation by increasing public understanding of how social insurance contributes to economic security. The Academy convenes steering committees and study panels that are charged with conducting research, issuing findings, and, in some cases, making recommendations based on their analyses. Members of these groups are selected for their recognized expertise in a particular area of social insurance, and with due consideration for the balance of disciplines and perspectives appropriate to the project.This research report presents data on trends in workers' compensation benefits, costs, and coverage as of 2017. The report was prepared with the guidance of the Study Panel on Workers' Compensation Data and, in accordance with procedures of the Academy, has been reviewed for completeness, accuracy, clarity, and objectivity by a committee selected by the Board of Directors. The purpose of the report is to present the data and describe trends over time, but not to make policy recommendations.
