How well air and water pollution regulation is implemented depends very much on both the level of economic development and the actual environmental quality. Pollution pricing is closer to the dictates of environmental economics than China's formal regulatory statutes would suggest, and there is considerable scope for using economic instruments to reduce China's industrial pollution problems.

It is clear that our society must become a more sustainable one. To that end, we must change both our production and our consumption patterns. Some argue that this implies the abolition of democratic processes, and thus of citizens' participation in environmental policy. Others argue the opposite: the only way to avoid impending environmental disaster is by engaging in common deliberation and contemplation. Is participation, then, a negative force or not? This volume is one of the first coordinated attempts to study the relationship between democratic, participatory forms of decision making and the quality of environmental decisions. The central question is how can the normatively desirable practice of participatory decision making be combined with an effective approach to environmental issues? Guided by a theoretical introduction by the editors, the 15 chapters deal with topics ranging from the scale of environmental problems, local agenda 21, infrastructural decisions, strategic planning, to environmental policy in developing countries. Three chapters are devoted to each of these broad themes. Each presents either a theoretical or an empirical argument about the central research question, shedding light on such issues as the measurement of decision quality, participation techniques, and the link between participation and decision quality, drawing on experience gained in Europe, North and South America, Asia, and Africa. The introductions to the individual parts of the book have been collectively written by the contributors, who represent a range of professional disciplines, including political science, public policy and planning.

Traditionally, industry has been accused of sacrificing sustainable development in the pursuit of short-term profit. Yet today, under the banner of Corporate Environmental Responsibility (CER), a growing number of business organizations are claiming to be part of the solution rather than part of the problem. So, what is this emerging phenomenon of CER and what does it aspire to achieve? How pervasive is it and what are its implications for both business and the environment? This collection of essential articles and papers maps the development of the CER concept, traces the principal debates concerning its contribution to environmental protection, assesses the evidence as to what extent corporations are seeking to "do well be doing good" and explains why some companies have gone down this path when others, similarly situated, have been unwilling to do so. Environmental Management Systems (EMSs) offer an approach to regulatory policy that lies somewhere between free-market and traditional command-and-control methods. Worldwide, hundreds of thousands of private firms have adopted or are considering adopting these internally managed systems for improving environmental performance. In the United States, the Environmental Protection Agency has established a special recognition for firms that adopt EMSs. Already, numerous state agencies have proposed or adopted 'green-tier systems' that allow firms with EMSs to be exempted from otherwise applicable requirements. Yet while private- and public-sector interest in EMSs is booming, limited empirical evidence is available about the efficacy of EMSs. To close the gap between advocacy and analysis, Regulating from the Inside brings together cutting-edge work of leading scholars, providing the most comprehensive analysis to date of environmental management systems. Intended to frame the future policy and the research agenda about EMSs, the discussions are organized around two critical questions: How have EMSs worked in firms that have already adopted them? What potential and limitations do they have as policy tools in the future? Addressing the arguments of both advocates and skeptics, the chapters examine why firms adopt EMSs; how firms implement EMSs; how EMSs answer concerns about fairness, corporate social responsibility, and sustainability; and what kind of impact EMSs may have on the global economy.

The first volume in the China 2020 seven-volume set, China 2020: Development Challenges in the New Century, provides an overview of the country's strengths and weaknesses as well as its obstacles and options. The report argues that China can meet these challenges and sustain rapid growth, mainly because of its strengths including its relative stability, a remarkably high savings rate, a strong record of pragmatic reforms, a disciplined and literate labor force, a supportive Chinese diaspora, and growing administrative capacity. These strengths have driven the country's growth for the past two decades and can continue to do so over the next two. To nurture these strengths and use them effectively, however, reforms must develop in three related areas: the spread of market forces must be encouraged; the government must begin serving markets by building the legal, social, physical, and institutional infrastructure, and integration with the world economy must be deepened.
