In many places, growing population, in conjunction with efforts to increase food security, is escalating pressure to expand agriculture within wetlands. The environmental impact of wetland agriculture can have profound social and economic repercussions for people dependent on ecosystem services other than those provided directly by agriculture. If wetlands are not used sustainably, the functions which support agriculture, as well as other food security and ecosystem services, are undermined. This report synthesizes findings from multidisciplinary studies conducted into sustainable wetland agriculture by IWMI and partners in Africa and Asia. It highlights the value of wetland agriculture for poverty reduction as well as the need for more systematic planning that takes into account trade-offs in the multiple services that wetlands provide.

In this book the authors argue for a paradigm shift in the way African wetlands are considered. Current policies and wetland management are too frequently underpinned by a perspective that views agriculture simply as a threat and disregards its important contribution to livelihoods. In rural areas where people are entrenched in poverty, wetlands (in particular wetland agriculture) have a critical role to play in supporting and developing peoples' livelihoods. Furthermore, as populations rise and climate change takes grip they will be increasingly important. The authors argue that an approach to wetland management that is much more people focused is required. That is an approach that instead of being concerned primarily with environmental outcomes is centred on livelihood outcomes supported by the sustainable use of natural wetland resources. The authors stress the need for Integrated Water Resource Management and landscape approaches to ensure sustainable use of wetlands throughout a river catchment and the need for wetland management interventions to engage with a wide range of stakeholders. They also assess the feasibility of creating incentives and value in wetlands to support sustainable use. Drawing on nine empirical case studies, this book highlights the different ways in which sustainable use of wetlands has been sought, each case focusing on specific issues about wetlands, agriculture and livelihoods.

In recent years, development policy has responded to an increasing concern about natural resource degradation by setting up innovative payment for environmental services (PES) programs in developing countries. PES programs use market and institutional incentives in order to meet both environmental and poverty alleviation objectives. However, their optimal design, implications for the rural poor, and how these initiatives integrate into international treaties on global warming and biodiversity loss are still being discussed. This book addresses these issues by scrutinizing analytical tools, providing policy insights and stimulating debate on linkages between poverty alleviation and environmental protection. In particular, it turns attention towards the role of environmental services in agricultural landscapes as they provide a living for many poor in developing countries. It serves as a valuable reference for academics and students in various disciplines, as well as for policy makers and advisors. All statistical evidence confirms that agriculture is the key sector for water management, now and in the next decades. Nevertheless, the rural water development sector fails at present to get priority, compared to other competing sectors, in international fora. Strong and new arguments are needed to bring rural water back "on line." Agriculture policies and investments will need to become more strategic. They will have to unlock the potential of agricultural water management practices to raise productivity, spread equitable access to water, and conserve the natural productivity of water resources base.

There are also indications that some environmental work is pushing 'people-out' protection methodologies. Yet recently, an extensive range of project, programme and policy level activities has focused attention on the important links between poverty and the environment, and the benefit of entrenching these links in policy-making processes at all levels. The role that politics plays in all of this is of overriding importance. This volume is the first to address the role of politics in environmental issues that matter to the poor through a series of case studies. It describes experiences at regional, national and local levels in low and middle income countries including China, Tanzania, Nigeria, South Africa, Pakistan, Colombia, Peru, India, Saint Lucia and countries in East Africa. Ultimately the book demonstrates how understanding the national and local political context is crucial for addressing poverty-environment issues such as environmental health, access to natural resources for livelihoods and security, and coping with environmental disasters. The overall goal of the Collaborative Program on ‘Investments in Agricultural Water Management in Sub-Saharan Africa’ is to contribute to broad-based sustainable poverty reduction and smallholder agricultural growth. The component on ‘Poverty considerations in investments in agricultural water management’ focuses in more detail on poverty and gender dimensions. It consists of two parts. The first part is thematic and elaborates poverty and gender issues emerging from the literature that complement the other components of the Collaborative Program. Part two is empirical. Acknowledging the lack of empirical data on poverty impacts of investments in agricultural water management, the Collaborative Program initiated case studies throughout Sub-Saharan Africa. Eight case studies on ‘Agricultural Water Development for Poverty Reduction in Eastern and Southern Africa’, for which the field research was conducted in 2003/2004, were supported by IFAD (Peacock,2005). Further, the African Development Bank supported three case studies in West Africa in 2004, two by Kamara et al. (2004), and one by Babatunde Omilola (2005). Part two synthesizes the empirical findings of these case studies.
