The book examines the dynamic of West European terrorism and counter-terrorism as it has evolved since the late 1960s. It assesses past, present and future terrorist trends and analyzes the internal security policies that have been initiated by the member states of the European Union (EU), both singularly and collectively, to combat terrorism in Western Europe. Throughout the book the theme of liberal democratic legitimacy and accountability is stressed, something that is brought particularly to bear on the latest EU internal security provision - the Maastricht Third Pillar.

This book examines the language of the European Union's response to the threat of terrorism. Since its re-emergence in the wake of the September 11 attacks, the 'fight against terrorism' has come to represent a priority area of action for the EU. Drawing on interpretive approaches to international relations, the book outlines a discourse theory of identity and counter-terrorism policy, showing how the 'fight against terrorism' structures the EU's response through the prism of identity, drawing our attention to the various 'others' that have come to form the target of counter-terrorism policy. Through an extensive analysis of the wider societal impact of the 'fight against terrorism' discourse, the various ways in which this policy is contributing to the 'securitisation' of social and political life within Europe are revealed.

This fascinating new study shows how the CIA and the British secret service, in collaboration with the military alliance NATO and European military secret services, set up a network of clandestine anti-communist armies in Western Europe after World War II. These secret soldiers were trained on remote islands in the Mediterranean and in unorthodox warfare centres in England and in the United States by the Green Berets and SAS Special Forces. The network was armed with explosives, machine guns and high-tech communication equipment hidden in underground bunkers and secret arms caches in forests and mountain meadows. In some countries the secret army linked up with right-wing terrorist who in a secret war engaged in political manipulation, harrassement of left wing parties, massacres, coup d'états and torture. Codenamed 'Gladio' ('the sword'), the Italian secret army was exposed in 1990 by Italian Prime Minister Giulio Andreotti to the Italian Senate, whereupon the press spoke of "The best kept, and most damaging, political-military secret since World War II" (Observer, 18. November 1990) and observed that "The story seems straight from the pages of a political thriller." (The Times, November 19, 1990). Ever since, so-called 'stay-behind' armies of NATO have also been discovered in France, Spain, Portugal, Germany, Belgium, the Netherlands, Luxemburg, Denmark, Norway, Sweden, Finland, Switzerland, Austria, Greece and Turkey. They were internationally coordinated by the Pentagon and NATO and had their last known meeting in the NATO-linked Allied Clandestine Committee (ACC) in Brussels in October 1990.

This important book examines why terrorism prevails in the otherwise stable and advanced democracies of Western Europe and why some countries have been more severely hit than others. The author maps the trends in internal terrorism in 18 Western European countries since 1950 and explains those trends, both from a theoretical and empirical perspective. He uses a unique data set called TWEED, which covers around 9000 terrorist attacks and records the activities of about 200 terrorist groups over the post-war period. Imagining Far-right Terrorism explores far-right terrorism as an object of the narrative imagination in contemporary Western Europe. Western European societies are generally reluctant to think of far-right and racist violence as terrorism, but the reasons for this remain little understood. This book focuses on the extraordinarily complex case of the National Socialist Underground (NSU) in Germany, and high-profile instances of racist violence in Sweden and Norway. The author analyses the narratives surrounding far-right and racist violence, drawing on a broad range of empirical sources. Her account attributes the limits of imagining violence as far-right terrorism to elite practices of narrative control that maintain positive images of the liberal-democratic order in counterpoint to its two constitutive "others" – the far-right and racialised minorities. Situated broadly within the scholarly tradition of critical terrorism studies, the book breaks new ground in research on far-right terrorism by following its narrative traces across time, public spaces of contestation, and national borders. It also draws on material and findings originally written in German, Swedish, and Norwegian, which were previously not available in English. This much-needed volume will be of particular interest to students and researchers of terrorism and political violence, right-wing extremism, European politics, and communication studies.

Although violent extremism is not a new phenomenon, it is increasingly recognized as a major challenge of our times. The recruitment of foreign fighters by extremist organizations, and its potential impact on public safety in the countries from which they come, is also emerging as a complex issue at the forefront of international preoccupations. This book presents the proceedings of the three day NATO Advanced Research Workshop, "Countering Violent Extremism Among Youth to Prevent Terrorism", held in Milan, Italy, in June 2014. The best way to respond to violent extremism in general, and the radicalization of disaffected youth in particular, is far from clear, but the stakes are so high and the potential threat to countries worldwide so great that inaction is not an option. The goal of the workshop was to enhance the capacity of policymakers and practitioners to design strategies that will achieve verifiable human-rights based outcomes to counter violent extremism. Subjects covered in the 19 papers which go to make up this book include: the causes or drivers of violent extremism; the factors which facilitate the recruitment of youth by violent extremist groups; the risk of growing Islamophobia in some Western and Central European countries; and proactive measures to counter the radicalization of youth. This book examines the evolution of counter-terrorism (CT) policies in liberal democracies since 2001, with a specific focus on the case of Belgium. What is counter-terrorism (CT)? While the answer to this question may seem self-evident, it has become quite complicated to define the contours of a field that has expanded dramatically in the two decades since the 9/11 attacks. The development of "softer" policies, dealing with the prevention of radicalisation, has blurred the limits of CT. Through the use of public policy theory and an in-depth case study on Belgium, the book identifies the key factors influencing CT policy-making, both domestically and internationally, and offers an explanation for the development of a more comprehensive CT agenda across Europe. It provides an innovative theoretical approach and is also based on extensive interviews with key counter-terrorism officials and analysis of key policy documents. The book concludes by identifying some key drivers of change and offers an embryonic theory of CT policy-making. The book will be of much interest to students and practitioners of counter-terrorism, radicalisation, European politics and security studies.

A Transnational History of Right-Wing Terrorism offers new insights into the history of right-wing extremism and violence in Europe, East and West, from 1900 until the present day.
