Countries of the former Soviet Union and Eastern Europe are entering the second decade of political transformation and economic reform. The new policy challenges center on the nature of the social contract between citizens and their governments. The essays in this volume focus on two interrelated issues: the making of fiscal policy and the provision of citizens' welfare, particularly regarding pensions and health care. The essays emphasize that there is no single model of a market economy; rather, governments and publics face a range of options for restructuring the socialist welfare state.

This book is an ethnography of politics of waiting. While the global political economy is usually imagined through metaphors of acceleration and speed, this book reveals waiting as the shadow temporality of the contemporary logics of governance. The ethnographic site for this analysis is a state-run unemployment office in Latvia, serving as a vantage point from which to observe how welfare programmes use acceleration and waiting as forms of control as well as to compare Western and post-Soviet welfare policy designs. The book is therefore a timely sociological critique of the forms of statecraft that have emerged in the aftermath of neoliberalism. This book provides new and empirically grounded research-based knowledge and insights into the current transformation of the Russian child welfare system. It focuses on the major shift in Russia’s child welfare policy: deinstitutionalisation of the system of children’s homes inherited from the Soviet era and an increase in fostering and adoption. Divided into four sections, this book details both the changing role and function of residential institutions within the Russian child welfare system and the rapidly developing form of alternative care in foster families, as well as work undertaken with birth families. By analysing the consequences of deinstitutionalisation and its effects on children and young people as well as their foster and birth parents, it provides a model for understanding this process across the whole of the post-Soviet space. Cook here explores the politics and policy of social welfare from 1990 to 2004 in the Russian Federation, Poland, Hungary, Belarus, and Kazakhstan. Most of these countries, she shows, tried to institute reforms based on a liberal paradigm of reduced entitlements and subsidies, means-testing, and privatization. But these proposals provoked opposition from pro-welfare interests, and the politics of negotiating change varied substantially from one political arena to another. In Russia, for example, liberalizing reform was blocked for a decade. Only as Vladimir Putin rose to power did the country change its inherited welfare system. Cook finds that the impact of economic pressures on welfare was strongly mediated by domestic political factors, including the level of democratization and balance of pro- and anti-reform political forces. Postcommunist welfare politics throughout Russia and Eastern Europe, she shows, are marked by the large role played by bureaucratic welfare stakeholders who were left over from the communist period and, in weak states, by the development of informal processes in social sectors.

Featuring a wide geographical scope, this collection of essays surveys enterprise and welfare reforms in all the remaining four Asian communist states: China, Vietnam, Laos and North Korea. Since the collapse of the Soviet Union they can no longer place major reliance upon assistance from other 'fraternal' states and have to devise their own strategies for survival. All have shown a trend towards greater reliance on market forces, though in different ways and to varying degrees. Enterprise management has to adapt to this. In some of them entrepreneurs have become politically and socially acceptable. They may even begin to set trends for social evolution. Yet since state entreprises used to be responsible for all welfare payments to employees and their families, management reforms cannot be separated from those of welfare arrangements. Reducing an enterprise's non-commerical obligations for the sake of greater market efficiency is bound to affect welfare provision. It also reopens the role of official trade unions. How these regimes cope with these conflicting pressures are vital factors in their long-term viability.
