This book offers a comparative examination of Islamic welfare activities across urban areas in both Switzerland and Italy, in order to address general issues relating to the welfare engagement of Islamic organisations in Europe. Welfare Activities by New Religious Actors describes how Islamic organisations have been coordinated and structured in Geneva, Milan, Rome, and Zurich; four cities not yet analysed in the literature on Islamic welfare. It also explores the institutional opportunities and constraints that are able to influence forms of social religious activities at the local and international level, by bringing together two research fields that seldom speak to each other: social network analysis and political opportunity theory. This book will appeal to scholars of Sociology, Anthropology and Religious Studies dealing with the social and political inclusion of Muslims in Europe and the social activities of Islamic organisations in Western countries.

This volume seeks to understand the role and function of religious-based organizations in strengthening associational life through the provision of social services, thereby legitimizing a new role for faith in the formerly secular public sphere. Specifically, we explore how a church in a postcommunist setting, during periods of economic growth and recession in the wake of transitions to capitalism, and with varied numbers of adherents, might contribute to welfare services in a new political regime with freedom of religion. Put another way, what new pressures would be placed on the secular welfare state if religious organizations (Orthodox, Catholic, Protestant, Muslim, others) simply stopped offering their services? By examining public perceptions of the church, changing dynamics of religiosity, and church-state-civil society relations, the volume places these issues in context.

This book addresses the discourses, agendas and actions of Muslim faith-based organizations and activists to empower Muslim communities in contemporary sub-Saharan Africa. The individual chapters discuss how traditional Muslim welfare and charity institutions, zakat (obligatory or mandatory almsgiving), sadaqa (voluntary almsgiving and donations) and waqf (pious endowments), are used to improve social welfare, focusing on instrumentalization and institutionalization in the collection and distribution of zakat. Historically, European churches have played a large part in the provision of welfare. Responsibility, however, has gradually shifted to the state - a shift that forms an integral part of the process of secularization and one that has been readily accepted by European populations. But what happens when the state itself begins to recede - a process that is occurring in most, if not all, European societies for a wide variety of reasons? The implications for welfare are considerable, not least for the role of the churches which begin to resume the responsibilities previously shed but in new and different ways. This book looks at the connections between religion and welfare in Europe, exploring in detail eight European societies - Finland, Norway, Sweden, England, Germany, France, Italy and Greece. The different theological traditions, different church-state relationships and different welfare regimes are all examined. The analysis is based on first hand empirical research which considers not only the changing situation on the ground, but attitudes towards this within a range of different constituencies - the churches, local government and the general public. Following the Communist Revolution of 1949, missionaries were kicked out of China and proselytizing was outlawed. However, since the beginning of the reform era, China has witnessed a massive return of missionary workers. Today there are more Christians in church on a given Sunday in China than anywhere else on the globe. This book investigates the interaction of Western missionaries, ethnic minorities, and Han Chinese converts with the Chinese state in an increasingly globalized China. Based on extensive ethnographic fieldwork conducted in Yunnan, it tries to make sense of the disparity between official state rhetoric and everyday reality. Examining morality in the context of the free-market system, spatial practices, linguistic activity, and Christian welfare organizations, Gideon Elazar reveals the ways in which the previously conflicting Communist Party and Christian “civilizing projects” have reached a measure of convergence, enabling local authorities to treat missionaries with a degree of tolerance. Elazar shows how this unofficial arrangement relates to the social realities and challenges of the reform era, including ethnic culture and identity, Yunnan’s many social problems, and the integration of ethnic minorities into the state system. By exploring the continuously shifting social and religious borders negotiated by converts, missionaries, and state authorities in Southwest China, this book sheds light on the larger issue of contemporary religion in China’s global era. Across the world, welfare states are under challenge—or were never developed extensively in the first place—while non-state actors increasingly provide public goods and basic welfare. In many parts of the Middle East and South Asia, sectarian organizations and political parties supply basic services to ordinary people more extensively and effectively than governments. In sub-Saharan Africa, families struggle to pay hospital fees, and nongovernmental organizations (NGOs) launch welfare programs as states cut subsidies and social programs. Likewise, in parts of Latin America, international and domestic NGOs and, increasingly, private firms are key suppliers of social welfare in both urban and rural communities. Even in the United States, where the welfare state is far more developed, secular NGOs and faith-based organizations are critical components of social safety nets. Despite official entitlements to public welfare, citizens in Russia face increasing out-of-pocket expenses as they are effectively compelled to seek social services through the private market In The Politics of Non-State Social Welfare, a multidisciplinary group of contributors use survey data analysis, spatial analysis, in-depth interviews, and ethnographic and archival research to explore the fundamental transformation of the relationship between states and citizens. The book highlights the political consequences of the non-state provision of social welfare, including the ramifications for equitable and sustainable access to social services, accountability for citizens, and state capacity. The authors do not assume that non-state providers will surpass the performance of weak, inefficient, or sometimes corrupt states but instead offer a systematic analysis of a wide spectrum of non-state actors in a variety of contexts around the world, including sectarian political parties, faith-based organizations, community-based organizations, family networks, informal brokers, and private firms.
