The book presents a critical and comparative analysis of the hydropolitical landscape of African transboundary river basins which, for much of the past century, have been affected by water scarcity. River and lake basins can become a source of tension and conflict due to a complicated mix of environmental, demographic, diplomatic, historical and geopolitical factors. This book, however, specifically focuses on the important, and often under looked, role played by scarcity in generating or exacerbating conflicts in shared river basins. Asserting that transboundary river basins tie states into a web of interdependence, this book raises awareness of how water scarcity, or the depletion of water resources, complicates this relationship as nations are forced to look beyond their own borders to meet the demand for water to satisfy multiple needs. Taking a comparative approach, it examines three shared basins: the Orange-Senqu, the Nile and the Niger River basins. While situated in different regions, all three basins are marked by serious environmental challenges that are detrimental to combustible hydropolitics over such shared water resources and they provide fascinating insights into the links between climate variability and change, water resources, human security, conflict, adaptation and regime capacity. Overall, this book argues that conflict over transboundary resources can be prevented given the establishment of norms, rules, and the role of external actors that help regulate state behaviour and control their impacts. Water is a simple but necessary part of life. Yet much of the world's population lacks adequate clean water, either because of physical scarcity or because they are denied equitable access to water resources. Such conditions inevitably breed conflict. Water-related violence is common in many parts of the world and is generally expected to increase in the years ahead.This document is intended to assist water development practitioners, civil society peacebuilders and human rights advocates seeking to integrate water and peacebuilding in their work. The purpose is twofold: to furnish a conceptual framework for understanding problems of scarcity and equity, and to provide practical guidance and tools for action.The text distills an extensive literature on water, conflict, and cooperation produced in recent years by researchers and development practitioners. Case studies and reflections are included to keep theory grounded in reality.

The volume offers an account of ideas, historical case studies and current debates on climate change and its consequences from perspectives of eco-theology, archeology, history, geography, political science and technology.

The report aims to provide a conceptual framework to address food security under conditions of water scarcity in agriculture. It has been prepared by a team of FAO staff and consultants in the framework of the project "Coping with water scarcity - the role of agriculture", and has been discussed at an Expert Consultation meeting organized in FAO, Rome, during the period 14-16 December 2009 on the same subject. It was subsequently edited and revised, taking account of discussions in the Expert Consultation and materials presented to the meeting. The purpose of the Expert Consultation was to assist FAO to better design its water scarcity programme. In particular, the experts were requested to provide recommendations on the range of technical and policy options and associated principles that FAO should promote as part of an agricultural response to water scarcity in member countries. The document offers views on the conceptual framework on which FAO's water scarcity programme should be based, proposes a set of definitions associated with the concept of water scarcity, and indicates the main principles on which FAO should base its action in support to its member countries. At the meeting, experts were requested to review the draft document and provide feedback and recommendations for its finalization. Issues that were addressed in discussions included: 3⁄4 Water scarcity: agreement on key definitions. 3⁄4 The conceptualisation of water scarcity in ways that are meaningful for policy development and decision-making. 3⁄4 The quantification of water scarcity. . 3⁄4 Policy and technical response options available to ensure food security in conditions of water scarcity. . 3⁄4 Criteria and principles that should be used to establish priorities for action in response to water scarcity in agriculture and ensure effective and efficient water scarcity coping strategies.

Bringing contributions by a variety of authors together in one volume is part of an attempt to show that hydropolitics is a growing discipline in its own right. The prevailing definition of hydropolitics is widened to include the elements of scale and range. This is illustrated through a focus on theoretical and legal issues, case studies from Southern Africa and a proposed research agenda. The book is an important addition to the literature on hydropolitics.

On the back-cover: In 2050, the population in all the Nile Basin countries is expected to be ten times higher than it was in 1950. This will put ever increasing pressure on water as a resource for development. The Nile Basin catchment area is shared by 11 countries covering about one-tenth of the African continent. Globally, around 70 per cent of fresh water consumption is used in agriculture. This puts the spotlight on future scenarios regarding food production : will there be enough water for food security in the Nile Basin countries? In this Current African Issues publication, water scarcity and food security are analysed from a range of perspectives. What are the future predictions regarding population increase and climate change, and how will these affect development in Nile Basin countries? What are the current water theories addressing the above issues, and what are the main challenges the Nile Basin countries will face in a context that is also strongly shaped by its history?

This Book includes selected papers that has been published in the Water journal Special Issue (SI) on Water Supply and Water Scarcity. Moreover, an overview of the SI is included. The papers selected for publication in the SI include review and research papers on water history, on water management issues under water scarcity regimes, on rainwater harvesting, on water quality and degradation, and on climatic variability impacts on water resources. Overall, the issue identify and highlight the main challenges in water sector, and particularly in management and protection of water resources and in use of alternative (non-conventional) water resources, especially in areas with demographic change and climate vulnerability in order to achieve sustainable and secure water supply. Furthermore, general guidelines and possible solutions for an improved and sophisticated water management system are proposed and discussed, such as the adoption of advanced technological solutions and practices that improve water-use efficiency and the use of alternative water resources, to address the growing environmental and health issues and to reduce the emerging conflicts among water users.
