Nowadays, novel water resources management strategies have been developed and applied by borrowing new concepts to overcome the water shortage crisis and balance the distribution of water resources. This revised, updated textbook presents a systems approach to the planning, management, and operation of water resources infrastructure in the environment. Previously published in 2005 by UNESCO and Deltares (Delft Hydraulics at the time), this new edition, written again with contributions from Jery R. Stedinger, Jozef P. M. Dijkman, and Monique T. Villars, is aimed equally at students and professionals. It introduces readers to the concept of viewing issues involving water resources as a system of multiple interacting components and scales. It offers guidelines for initiating and carrying out water resource system planning and management projects. It introduces alternative optimization, simulation, and statistical methods useful for project identification, design, siting, operation and evaluation and for studying post-planning issues. The authors cover both basin-wide and urban water issues and present ways of identifying and evaluating alternatives for addressing multiple-purpose and multi-objective water quantity and quality management challenges. Reinforced with cases studies, exercises, and media supplements throughout, the text is ideal for upper-level undergraduate and graduate courses in water resource planning and management as well as for practicing planners and engineers in the field.

This book reviews the concept, contemporary research efforts and the implementation of Integrated Water Resources Management (IWRM). The IWRM concept was established as an international guiding water management paradigm in the early 1990ies and has become a vital approach to solving the problems associated with the topic of water. The book summarizes fourteen comprehensive IWRM research projects with worldwide coverage and analyses their motivations, settings, approaches and implementation of results. Aiming to be an up-to-date interdisciplinary scientific reference, this book provides a comprehensive theoretical and empirical analysis of contemporary IWRM research, examples of science based implementations and a synthesis of the lessons learnt. It concludes with some major future challenges, the solving of which will further strengthen the IWRM concept.

This paper focuses on how to improve the development and management of water resources while providing the principles that link resource management to the specific water-using sectors. In 1993 the Board of the World Bank endorsed a Water Resources Management Policy Paper. In that paper, and this Strategy, water resources management is seen to comprise the institutional framework; management instruments; and the development, maintenance and operation of infrastructure. The paper looks at the dynamics of water and development. It builds on the 1993 policy paper, evaluating current scenarios and looking at future options and their implications both for government policy and the World Bank.

This volume, a collection of seven essays by individuals prominent in the water resources field, commemorates the tenth anniversary of the Water Science and Technology Board. The essays cover a variety of current issues in the field, including intergenerational fairness and water resources, the relationship between policy and science for American rivers, changing values and perceptions in the hydrologic sciences, challenges to water resources decision making, and changing concepts of systems management. This open access textbook provides a concise introduction to economic approaches and mathematical methods for the study of water allocation and distribution problems. Written in an accessible and straightforward style, it discusses and analyzes central issues in integrated water resource management, water tariffs, water markets, and transboundary water management. By illustrating the interplay between the hydrological cycle and the rules and institutions that govern today’s water allocation policies, the authors develop a modern perspective on water management. Moreover, the book presents an in-depth assessment of the political and ethical dimensions of water management and its institutional embeddedness, by discussing distribution issues and issues of the enforceability of human rights in managing water resources. In order to confront the increasingly severe water problems faced by all parts of the country, the United States needs to make a new commitment to research on water resources. A new mechanism is needed to coordinate water research currently fragmented among nearly 20 federal agencies. Given the competition for water among farmers, communities, aquatic ecosystems and other users-as well as emerging challenges such as climate change and the threat of waterborne diseases-Confronting the Nation's Water Problems concludes that an additional $70 million in federal funding should go annually to water research. Funding should go specifically to the areas of water demand and use, water supply augmentation, and other institutional research topics. The book notes that overall federal funding for water research has been stagnant in real terms for the past 30 years and that the portion dedicated to research on water use and social science topics has declined considerably.

This Book includes selected papers that has been published in the Water journal Special Issue (SI) on Water Supply and Water Scarcity. Moreover, an overview of the SI is included. The papers selected for publication in the SI include review and research papers on water history, on water management issues under water scarcity regimes, on rainwater harvesting, on water quality and degradation, and on climatic variability impacts on water resources. Overall, the issue identify and highlight the main challenges in water sector, and particularly in management and protection of water resources and in use of alternative (non-conventional) water resources, especially in areas with demographic change and climate vulnerability in order to achieve sustainable and secure water supply. Furthermore, general guidelines and possible solutions for an improved and sophisticated water management system are proposed and discussed, such as the adoption of advanced technological solutions and practices that improve water-use efficiency and the use of alternative water resources, to address the growing environmental and health issues and to reduce the emerging conflicts among water users.

Many challenges, including climate change, face the Nation¿s water managers. The Intergovernmental Panel on Climate Change (IPCC) has provided estimates of how climate may change, but more understanding of the processes driving the changes, the sequences of the changes, and the manifestation of these global changes at different scales could be beneficial. Since the changes will likely affect fundamental drivers of the hydrological cycle, climate change may have a large impact on water resources and water resources managers. The purpose of this interagency report is to explore strategies to improve water management by tracking, anticipating, and responding to climate change. Charts and tables.

Today, raising capacity in water resources management entails supporting stakeholders and decision-makers to reach a common understanding on the priorities and necessary arrangements for sharing and allocating water-related goods and services. Valuation is central to this process, as setting priorities and making choices implies valuing certain uses and arrangements above others. Water valuation can help stakeholders to express the values that water-related goods and services represent to them. It also offers a means for conflict resolution and planning, informing stakeholders, supporting communication, and facilitating joint decision-making on priorities and specific actions. This report confronts concepts from the literature on water valuation with practical experiences from three local cases where an effort was made to embed existing valuation tools and methods in ongoing water resources management processes. It uses the lessons from this exploration to provide a first outline for a stakeholder-oriented water valuation process. This is expected to provide a useful starting point to help water professionals and policy-makers improve the use of water valuation as a means to support participatory processes of water resources management.
