Synopsis International Groundwater Law and the US-Mexico Border Region by : Maria E. Milanes
In International Groundwater Law and the US-Mexico Border Region, Maria E. Milanes provides a study and analysis of the international groundwater law. The regulation and groundwater management along the US-Mexico border reflect the current international trends for management of transboundary groundwater. International Groundwater Law and the US-Mexico Border Region offers a new international legal and institutional framework to manage fossil aquifers and groundwater in conjunctive use with surface water, where specific guidelines and recommendations for water banking can improve water allocation and protect the environment. This framework can be adapted to any region of around the world. The US-Mexico border is the case study selected to apply and demonstrate the efficacy of this legal and institutional framework.

Synopsis North American Borders in Comparative Perspective by : Guadalupe Correa-Cabrera
The northern and southern borders and borderlands of the United States should have much in common; instead they offer mirror articulations of the complex relationships and engagements between the United States, Mexico, and Canada. In North American Borders in Comparative Perspectiveleading experts provide a contemporary analysis of how globalization and security imperatives have redefined the shared border regions of these three nations. This volume offers a comparative perspective on North American borders and reveals the distinctive nature first of the overportrayed Mexico-U.S. border and then of the largely overlooked Canada-U.S. border. The perspectives on either border are rarely compared. Essays in this volume bring North American borders into comparative focus; the contributors advance the understanding of borders in a variety of theoretical and empirical contexts pertaining to North America with an intense sharing of knowledge, ideas, and perspectives. Adding to the regional analysis of North American borders and borderlands, this book cuts across disciplinary and topical areas to provide a balanced, comparative view of borders. Scholars, policy makers, and practitioners convey perspectives on current research and understanding of the United States’ borders with its immediate neighbors. Developing current border theories, the authors address timely and practical border issues that are significant to our understanding and management of North American borderlands. The future of borders demands a deep understanding of borderlands and borders. This volume is a major step in that direction. Contributors Bruce Agnew Donald K. Alper Alan D. Synopsis International Boundary and Water Commission by : David C. Maurer
Untreated wastewater originating in Tijuana, Mexico enters the U.S. via the Tijuana River. Tijuana¿s higher elevation results in sewage flowing downhill into Calif. and out to the Pacific Ocean. There are several alternatives to bring the wastewater into Clean Water Act compliance; a fed. court order requires compliance by Sept. 30, 2008. There are two proposals under consideration: (1) upgrading the Wastewater Treatment Plant in San Ysidro, Calif.; or (2) building a new plant in Mexico where wastewater that received primary treatment would be pumped for secondary treatment. This report: (1) describes the two proposed treatment alternatives; (2) describes the estimated costs and timelines for each proposal; and (3) assesses the reliability of these estimates.
