Since the end of the Cold War, academic debate over the nature of war in the contemporary world has focused upon the asymmetric nature of conflict among a raft of failed or failing states, often held together by only a fragile notion of a shared communal destiny. Little scholarly attention has been paid, however, to one such conflict that predates the ending of the Cold War, yet still appears as intractable as ever: Israel's hostile relationship with Lebanon and in particular, its standoff with the Lebanese Shi'a militia group, Hizbollah. As events surrounding the 'Second Lebanon War' in the summer of 2006 demonstrate, the clear potential for further cross border violence as well as the potential for a wider regional conflagration that embraces Damascus and Tehran remains as acute as ever. This book focuses on the historical background of the conflict, while also considering the role that other external actors, most notably Syria, Iran and the United Nations, play in influencing the conduct and outcomes of the Israeli-Lebanese conflict. In addition, it also looks at Hizbollah's increasing sway in Lebanese domestic politics, its increased military cooperation with Iran and Syria, and the implications of such developments.

On numerous occasions, democratic nations have been singled out by human rights NGOs for the brutality of their modus operandi, for their inadequate attention to the protection of civilian populations, or for acts of abuse or torture on prisoners. Why do they perpetrate these violations? Do they do so intentionally or unintentionally? Can democracies combat irregular armed groups without violating international law? When their population is under threat, do they behave as non-democracies would? Does this type of war inevitably produce war crimes on a more or less massive scale?

This important book examines why terrorism prevails in the otherwise stable and advanced democracies of Western Europe and why some countries have been more severely hit than others. Whilst Western Europe today seems relatively peaceful, some countries in this region have, in fact, experienced significantly high levels of terrorism for decades. Moreover, the threat has not only come from international terrorists operating in Europe but as a result of internal conflicts which have produced terrorist campaigns conducted by groups originating in the countries themselves. The author maps the trends in internal terrorism in 18 Western European countries since 1950 and explains those trends, both from a theoretical and empirical perspective. He uses a unique data set called TWEED, which covers around 9000 terrorist attacks and records the activities of about 200 terrorist groups over the post-war period. Offering a historical and comparative approach to terrorism, unlike the more usual focus on contemporary threats and developments, this book will appeal to political and social scientists and students, especially those working in comparative politics or on the causes of conflict. Academics interested in European studies and more specifically the conditions and developments of European democracy, and policymakers concerned with the development of the terrorist threat in Europe will also find the book of great interest.
