In November 1918, German women gained the right to vote, and female suffrage would forever change the landscape of German political life. Women now constituted the majority of voters, and political parties were forced to address them as political actors for the first time. Analyzing written and visual propaganda aimed at, and frequently produced by, women across the political spectrum--including the Communists and Social Democrats; liberal, Catholic, and conservative parties; and the Nazis--Julia Sneeringer shows how various groups struggled to reconcile traditional assumptions about women's interests with the changing face of the family and female economic activity. Through propaganda, political parties addressed themes such as motherhood, fashion, religion, and abortion. But as Sneeringer demonstrates, their efforts to win women's votes by emphasizing "women's issues" had only limited success. The debates about women in propaganda were symptomatic of larger anxieties that gripped Germany during this era of unrest, Sneeringer says. Though Weimar political culture was ahead of its time in forcing even the enemies of women's rights to concede a public role for women, this horizon of possibility narrowed sharply in the face of political instability, economic crises, and the growing specter of fascism.

Explores the College Equal Suffrage League’s work to advance the campaign for the Nineteenth Amendment The woman suffrage movement is often portrayed as having been led and organized by middle-aged women and mothers in stuffy, formal settings. This dominant account grossly neglects a significant demographic within the movement—college women. Between 1870 and 1910, the proportion of college women in the United States rose from 21 to 40 percent. By 1880, there were 155 private colleges in the Northeast and the South for female students and numerous coeducational institutions in the West. The widespread extension of academic training for women helped spur a well-organized campaign for female voting rights on college campuses, where suffragists found a new audience and stage to earn respect and support. Votes for College Women examines archives from the College Equal Suffrage League (CESL), established in 1900 as an affiliate of the National American Woman Suffrage Association, to illustrate the outsize and dynamic role that young women played in the woman suffrage movement. The book vividly illustrates how the CESL’s campaigns served a dual purpose: not only did they invigorate the Nineteenth Amendment campaign at a crucial moment, but they also brought about a profound transformation in the culture of women’s organizing and higher education. Furthermore, Kelly L. Marino argues that the CESL’s campaigns set trends in youth activism and helped lay the groundwork for later and more well-known college protests against gender inequality. After the ratification of the Nineteenth Amendment in 1920, hundreds of thousands of southern women went to the polls for the first time. In The Weight of Their Votes Lorraine Gates Schuyler examines the consequences this had in states across the South. She shows that from polling places to the halls of state legislatures, women altered the political landscape in ways both symbolic and substantive. Schuyler challenges popular scholarly opinion that women failed to wield their ballots effectively in the 1920s, arguing instead that in state and local politics, women made the most of their votes. Schuyler explores get-out-the-vote campaigns staged by black and white women in the region and the response of white politicians to the sudden expansion of the electorate. Despite the cultural expectations of southern womanhood and the obstacles of poll taxes, literacy tests, and other suffrage restrictions, southern women took advantage of their voting power, Schuyler shows. Black women mobilized to challenge disfranchisement and seize their right to vote. White women lobbied state legislators for policy changes and threatened their representatives with political defeat if they failed to heed women's policy demands. Thus, even as southern Democrats remained in power, the social welfare policies and public spending priorities of southern states changed in the 1920s as a consequence of woman suffrage.

Women Will Vote celebrates the 2017 centenary of women’s right to full suffrage in New York State. Susan Goodier and Karen Pastorello highlight the activism of rural, urban, African American, Jewish, immigrant, and European American women, as well as male suffragists, both upstate and downstate, that led to the positive outcome of the 1917 referendum. Goodier and Pastorello argue that the popular nature of the women’s suffrage movement in New York State and the resounding success of the referendum at the polls relaunched suffrage as a national issue. If women had failed to gain the vote in New York, Goodier and Pastorello claim, there is good reason to believe that the passage and ratification of the Nineteenth Amendment would have been delayed. Women Will Vote makes clear how actions of New York’s patchwork of suffrage advocates heralded a gigantic political, social, and legal shift in the United States.
