Following the 2003 SARS outbreak, more than 100 countries have gone through a Joint External Evaluation (JEE), one of the monitoring and evaluation practices developed alongside IHR, in the last five years. Undertaking these evaluations has the additional benefit of initiating multisectoral dialogue and collaborative practices required to engage in One Health whole-of-government strategies for preparing for and preventing infectious disease outbreaks and zoonoses.

This volume focuses on Global Catastrophic Biological Risks (GCBRs), a special class of infectious disease outbreaks or pandemics in which the combined capacity of the world’s private and government resources becomes severely strained. These events, of which the 1918 influenza pandemic is emblematic, cause severe disruptions in the normal functioning of the world, exact heavy tolls in terms of morbidity and mortality, and lead to major economic losses. GCBRs can be caused by any type of microorganism, and myriad contextual factors can influence their impact. Additionally, there are cascading questions that arise in connection with GCBR prediction, preparation, and response. This book gathers contributions from thought leaders who discuss the multi-faceted approaches needed in order to address this problem. From understanding the special characteristics of various microbes to financing challenges, the volume provides an essential primer on a neglected but highly relevant topic. When health crises strike—measles, MERS, Zika, dengue, Ebola, pandemic flu—and the American people grow alarmed, the U.S. government springs into action. But all too often, when the crisis fades and fear subsides, urgency morphs into complacency. Investments dry up, attention shifts, and a false sense of security takes hold. The CSIS Commission on Strengthening America’s Health Security urges the U.S. government to replace the cycle of crisis and complacency that has long plagued health security preparedness with a doctrine of continuous prevention, protection, and resilience. Such a strategic approach can restore U.S. leadership, strengthen financing and the speed of response, foster resilient health systems abroad, enhance the U.S. government’s ability to operate in disordered settings, and accelerate select technological innovations to secure the future.

This review was prepared jointly by the World Bank Group and the World Food Programme (WFP), building on the comparative advantages of both organizations. It examines the evidence base for school feeding programs with the objective of better understanding how to develop and implement effective school feeding programs in two contexts: a productive safety net, as part of the response to the social shocks of the global food, fuel and financial crises, and a fiscally sustainable investment in human capital, as part of long-term global efforts to achieve Education for All and provide social protect.

INSPIRE is a resource to help governments, international agencies, and non-government organisations prevent and respond to violence against children. It was developed by 10 international and U.S.-based agencies and includes strategy documents and implementation tools. This handbook provides guidance on how to choose and implement interventions based on specific needs and context, and is organised around the 7 key INSPIRE strategies: implementation and enforcement of laws; norms and values; safe environments; parent and caregiver support; income and economic strengthening; response and support services; and education and life skills. The handbook also provides an overview of implementation and impact indicators, drawn from the companion document 'INSPIRE indicator guidance and results framework'.

The latest publication, entitled Unleashing the Potential: Transforming Technical and Vocational Education and Training is focused entirely on issues related to technical and vocational education and training (TVET). It takes stock of the steadily increasing demands and expectations on TVET systems around the globe and presents recent policy trends in the field of TVET. In their analysis, the authors provide insights into what it takes to unleash the potential of TVET systems around the world. They propose an integrated analytical approach that takes into consideration such factors as economic growth, social equity and issues related to sustainability so that TVET can contribute more effectively to contemporary policy issues such as youth unemployment, gender disparities and climate change. Overall, the book calls for a transformation of TVET systems to enable them to respond to the demands of their contexts. Since the 2014 Ebola outbreak many public- and private-sector leaders have seen a need for improved management of global public health emergencies. The effects of the Ebola epidemic go well beyond the three hardest-hit countries and beyond the health sector. Education, child protection, commerce, transportation, and human rights have all suffered. The consequences and lethality of Ebola have increased interest in coordinated global response to infectious threats, many of which could disrupt global health and commerce far more than the recent outbreak. In order to explore the potential for improving international management and response to outbreaks the National Academy of Medicine agreed to manage an international, independent, evidence-based, authoritative, multistakeholder expert commission. As part of this effort, the Institute of Medicine convened four workshops in summer of 2015 to inform the commission report. The presentations and discussions from the Workshop on Research and Development of Medical Products are summarized in this report.

Animal disease surveillance is key to improving disease analysis, early warning and predicting disease emergence and spread. As a preventive measure, disease surveillance is aimed at reducing animal health-related risks and major consequences of disease outbreaks on food production and livelihoods. Early warning systems are dependent on the quality of animal disease information collected at all levels via effective surveillance; therefore, data gathering and sharing is essential to understand the dynamics of animal diseases in diverse agro-ecological settings to support effective decision-making to prevent disease and for emergency response. Animal disease surveillance systems track zoonotic dieases and identify emerging diseases and, as such, are recognized as a global public good to support improved animal and global public health.

Avian Influenza poses a looming threat for human and animal health. The old paradigm was that the disease in waterfowl, poultry, pigs and man was caused by separate viruses that stayed within their own niche. Deadly outbreaks have shattered this view. This timely reference examines such sensitive issues as regulation of low pathogenic and high pathogenic AI, surveillance of waterfowl, live bird markets, and outbreak control in densely populated areas.

It has been more than 20 years since Brazil's 1988 Constitution formally established the Unified Health System (Sistema Unico de Saude, SUS). Building on reforms that started in the 1980s, the SUS represented a significant break with the past, establishing health care as a fundamental right and duty of the state and initiating a process of fundamentally transforming Brazil's health system to achieve this goal. This report aims to answer two main questions. First is have the SUS reforms transformed the health system as envisaged 20 years ago? Second, have the reforms led to improvements with regard to access to services, financial protection, and health outcomes? In addressing these questions, the report revisits ground covered in previous assessments, but also brings to bear additional or more recent data and places Brazil's health system in an international context. The report shows that the health system reforms can be credited with significant achievements. The report points to some promising directions for health system reforms that will allow Brazil to continue building on the achievements made to date. Although it is possible to reach some broad conclusions, there are many gaps and caveats in the story. A secondary aim of the report is to consider how some of these gaps can be filled through improved monitoring of health system performance and future research. The introduction presents a short review of the history of the SUS, describes the core principles that underpinned the reform, and offers a brief description of the evaluation framework used in the report. Chapter two presents findings on the extent to which the SUS reforms have transformed the health system, focusing on delivery, financing, and governance.
