Synopsis Global Food Security Governance by : Jessica Duncan
In 2007/8 world food prices spiked and global economic crisis set in, leaving hundreds of millions of people unable to access adequate food. The international reaction was swift. In a bid for leadership, the 123 member countries of the United Nations’ Committee on World Food Security (CFS) adopted a series of reforms with the aim of becoming the foremost international, inclusive and intergovernmental platform for food security. Central to the reform was the inclusion of participants (including civil society and the private sector) across all activities of the Committee. Drawing on data collected from policy documents, interviews and participant observation, this book examines the re-organization and functioning of a UN Committee that is coming to be known as a best practice in global governance. Framed by key challenges that plague global governance, the impact and implication of increased civil society engagement are examined by tracing policy negotiations within the CFS, in particular, policy roundtables on smallholder sensitive investment and food price volatility and negotiations on the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security, and the Global Strategic Framework for Food Security and Nutrition. The author shows that through their participation in the Committee, civil society actors are influencing policy outcomes. Yet analysis also reveals that the CFS is being undermined by other actors seeking to gain and maintain influence at the global level. By way of this analysis, this book provides empirically-informed insights into increased participation in global governance processes.

In June 2014, FAO member-states endorsed the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries (SSF Guidelines). These Guidelines are one of the most significant landmarks for small-scale fisheries around the world. They are comprehensive in terms of topics covered, and progressive, with their foundations based on human rights and other key principles. It can be anticipated that implementing the SSF Guidelines, whether at local, national, or regional levels, will be challenging. This book contains in-depth case studies where authors discuss the extent to which the Guidelines can help improve the realities of small-scale fishing men and women globally and make their livelihoods and communities more secure. The Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security, and the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication, are tools allowing governments to strengthen governance and develop policies that secure equitable distribution of benefits and empower stakeholders. This document examines the tenure systems, rights and governance issues in the vast, diverse and complex inland fisheries of India. The objective is to highlight how inland fisheries have been changing and the associated challenges for governance and tenure. The legal and policy contexts, within which fishing in rivers, wetlands and estuaries takes place, are described as well as the diversity of fishing activities and practices in the different environments found in India, which include inland capture fisheries, culture-based fisheries and freshwater aquaculture systems. Multiple drivers of change that affect inland fisheries are discussed from within the fisheries sector and from wider social, economic and environmental contexts. Does a right to property exist under international law? The traditional answer to this question is no: a right to property can only arise under the domestic law of a particular nation. But the view that property rights are exclusively governed by national law is obsolete. Identifiable areas of property law have emerged at the international level, and the foundation is now arguably being laid for a comprehensive international regime. This book provides a detailed investigation into this developing international property law. It demonstrates how the evolution of international property law has been influenced by major economic, political, and technological changes: the embrace of private property by former socialist states after the end of the Cold War; the globalization of trade; the birth of new technologies capable of exploiting the global commons; the rise of digital property; and the increasing recognition of the human right to property. The first part of the book analyzes how international law impacts rights in specific types of property. In some situations, international law creates property rights, such as rights in aboriginal lands, deep seabed minerals, and satellite orbits. In other areas, it harmonizes property rights that arise at the national level, such as rights in intellectual property, rights in foreign investments, and security interests in personal property. Finally, it restricts property rights that may be recognized at the national level, such as rights in celestial bodies, contraband, and slaves. The second part of the book explores the thesis that a global right to property should be recognized as a general matter, not merely as a moral precept but rather as an entitlement that all nations must honour. It establishes the components of such a right, arguing that the right to property at the international level should be seen in the context of five key components of ownership: acquisition, use, destruction, exclusion, and transfer. Rural women make up the majority of food producers in the world, and they are vital to the wellbeing of their families and communities. Yet, in many parts of the world, women face multiple forms of discrimination that affect their potential. The gender and food security policy domains are generally disconnected: food security and nutrition objectives are rarely reflected in gender-relate d policies, and gender equality concerns are often missing in food security and nutrition policies. This gender guidance note seeks to facilitate policy dialogue on how to best synchronize gender equality and women’s empowerment policy objectives and food security and nutrition ones, to enhance coordination between the two policy domains, and ultimately enable women on an equal basis with men to realize their potentials as key partners in improving food security and nutrition.
