We assess whether online data on vacancies and applications to a job board are a suitable source for studying skills dynamics outside of Europe and the United States, where a rich literature has examined skills dynamics using online vacancy data. Yet, the knowledge on skills dynamics is scarce for other countries, irrespective of their level of development. We first propose a taxonomy that systematically aggregates three broad categories of skills - cognitive, socioemotional and manual - and fourteen commonly observed and recognizable skills sub-categories, which we define based on unique skills identified through keywords and expressions. Our aim is to develop a taxonomy that is comprehensive but succinct, suitable for the labour market realities of developing and emerging economies and adapted to online vacancies and applicants' data. Using machine-learning techniques, we then develop a methodology that allows implementing the skills taxonomy in online vacancy and applicants' data, thus capturing both the supply and the demand side. Implementing the methodology with Uruguayan data from the job board BuscoJobs, we assign skills to 64 per cent of applicants' employment spells and 94 per cent of vacancies. We consider this a successful implementation since the exploited text information often does not follow a standardized format. The advantage of our approach is its reliance on data that is currently available in many countries across the world, thereby allowing for country-specific analysis that does not need to assume that occupational skills bundles are the same across countries. It combines methods from big data analytics, knowledge discovery in databases, data mining, web mining, and natural language processing. In the future, the web content mining process can be integrated into an overarching recruiting 4.0 framework to support decision-making processes.

World-renowned economist Klaus Schwab, Founder and Executive Chairman of the World Economic Forum, explains that we have an opportunity to shape the fourth industrial revolu­tion, which will fundamentally alter how we live and work. Schwab argues that this revolution is different in scale, scope and complexity from any that have come before. Characterized by a range of new technologies that are fusing the physical, digital and biological worlds, the developments are affecting all disciplines, economies, industries and governments, and even challenging ideas about what it means to be human. Artificial intelligence is already all around us, from supercomputers, drones and virtual assistants to 3D printing, DNA sequencing, smart thermostats, wear­able sensors and microchips smaller than a grain of sand. But this is just the beginning: nanomaterials 200 times stronger than steel and a million times thinner than a strand of hair and the first transplant of a 3D printed liver are already in development. Imagine “smart factories” in which global systems of manu­facturing are coordinated virtually, or implantable mobile phones made of biosynthetic materials. The fourth industrial revolution, says Schwab, is more significant, and its ramifications more profound, than in any prior period of human history. He outlines the key technologies driving this revolution and discusses the major impacts expected on government, business, civil society and individu­als. Schwab also offers bold ideas on how to harness these changes and shape a better future—one in which technology empowers people rather than replaces them; progress serves society rather than disrupts it; and in which innovators respect moral and ethical boundaries rather than cross them. We all have the opportunity to contribute to developing new frame­works that advance progress.

This book includes empirical contributions focusing on disadvantaged workers. According to the European Commission’s definition, disadvantaged workers include categories of workers with difficulties entering the labour market without assistance and hence, requiring the application of public measures aimed at improving their employment opportunities. In addition to the labour market perspective, this is also relevant in terms of social cohesion, which is one of the central objectives of the European Union and of its Member States. This work deals with the most relevant groups of disadvantaged workers, namely disabled workers, young workers, women living in depressed areas, migrants in the labour market and the long-term unemployed, and analyses the situation in the Italian, Spanish and some African labour markets. The determinants of disadvantage in the labour market are investigated, highlighting both the role of supply variables, including structural factors and the weakness on the demand side, the role of the economic crisis and the ineffectiveness of some labour policies. A complex framework emerges in which disadvantaged groups may share common problems, both in terms of integration into the labour market and in terms of working conditions, but often require group-specific policies, taking into account their intergroup heterogeneity.

We develop a framework where mismatch between vacancies and job seekers across sectors translates into higher unemployment by lowering the aggregate job-finding rate. We use this framework to measure the contribution of mismatch to the recent rise in U.S. unemployment by exploiting two sources of cross-sectional data on vacancies, JOLTS and HWOL, a new database covering the universe of online U.S. job advertisements. Mismatch across industries and occupations explains at most 1/3 of the total observed increase in the unemployment rate, whereas geographical mismatch plays no apparent role. The share of the rise in unemployment explained by occupational mismatch is increasing in the education level.

From the traditional craft hiring hall to the Web site Monster.com, a multitude of institutions exist to facilitate the matching of workers with firms. The diversity of such Labor Market Intermediaries (LMIs) encompasses criminal records providers, public employment offices, labor unions, temporary help agencies, and centralized medical residency matches. Studies of Labor Market Intermediation analyzes how these third-party actors intercede where workers and firms meet, thereby aiding, impeding, and, in some cases, exploiting the matching process. By building a conceptual foundation for analyzing the roles that these understudied economic actors serve in the labor market, this volume develops both a qualitative and quantitative sense of their significance to market operation and worker welfare. Cross-national in scope, Studies of Labor Market Intermediation is distinctive in coalescing research on a set of market institutions that are typically treated as isolated entities, thus setting a research agenda for analyzing the changing shape of employment in an era of rapid globalization and technological change.

Disconnected is a path-breaking analysis of the relationship between schooling and employers in Latin America. It is sophisticated in its design, using multiple surveys and multiple methods. It distinguishes carefully among different types of skills and the relationship of each type to employment outcomes and employer needs.
