The book provides comparative information about the materialization of the 2030 Agenda in urban policy in ten countries located in Europe and Latin America. The Declaration of Quito is the starting point for the implementation of SDGs into public policies in urban areas. However, there are fewer efforts to understand the impact that the 2030 Agenda and, specifically, the instruments developed for its application in cities. The information of each country is presented in relation to two aspects: the construction of a public policy style in each country and the results and impacts on urban public policies implemented in specific cities within the national frameworks. The first means the emergence of a public policy framework and its materialization in public policy instruments. In this regard, the book raises the following questions: To what extent have the SDGs come to generate a common framework for cities in the countries? And how Urban SDGs are translated to national urban policies? The second, results and impacts at the local level, is related to two aspects: a) substantive: the goals of the policy and b) procedural: management aspects related to the policy design, governance, and institutional capacity building.

This book discusses and analyzes past and ongoing national urban policy development efforts from around the globe, particularly those that can lead the way toward smart and green cities. In view of the adoption of the UN’s 2030 Agenda for Sustainable Development, especially the goal to have cities that are inclusive, safe, resilient and sustainable, urban policies that can help achieve this goal are urgently needed. In the face of megatrends such as globalisation, climate and demographic change, digitalisation and urbanisation, many cities and regions are grappling with critical challenges to preserve social inclusion, foster economic growth and transition to the low carbon economy. The 17 Sustainable Development Goals (SDGs) set the global agenda for the coming decade to end poverty, protect the planet and ensure prosperity for all. A Territorial Approach to the Sustainable Development Goals argues that cities and regions play a critical role in this paradigm shift and need to embrace the full potential of the SDGs as a policy tool to improve people's lives. The report estimates that at least 105 of the 169 SDG targets will not be reached without proper engagement of sub-national governments. It analyses how cities and regions are increasingly using the SDGs to design and implement their strategies, policies and plans; promote synergies across sectoral domains; and engage stakeholders in policy making. The report proposes an OECD localised indicator framework that measures the distance towards the SDGs for more than 600 regions and 600 cities in OECD and partner countries. The report concludes with a Checklist for Public Action to help policy makers implement a territorial approach to the SDGs.

This book highlights the discontinuities and the ongoing development of the urban question in policy-making in the context of the controversial current issues of global reversal and regional revival. It critically examines contemporary public policies and practices at the urban, regional and national scales in order to offer a timely contribution to the debate on the significance of the urban dimension and interpretation in terms of the theory, policy and practice of social-spatial research in the twenty-first century. Focusing on Europe, it explores the current urban policy agendas at different scales - and the mobility of those agendas -, their implications, contradictions and controversies. The problems related to the process of industrialisation such as biodiversity depletion, climate change and a worsening of health and living conditions, especially but not only in developing countries, intensify. Therefore, there is an increasing need to search for integrated solutions to make development more sustainable. The United Nations has acknowledged the problem and approved the “2030 Agenda for Sustainable Development”. On 1st January 2016, the 17 Sustainable Development Goals (SDGs) of the Agenda officially came into force. These goals cover the three dimensions of sustainable development: economic growth, social inclusion and environmental protection. The Encyclopedia of the UN Sustainable Development Goals comprehensively addresses the SDGs in an integrated way. The Encyclopedia encompasses 17 volumes, each one devoted to one of the 17 SDGs. This volume addresses SDG 11, namely “Make cities and human settlements inclusive, safe, resilient and sustainable” and contains the description of a range of terms, which allows a better understanding and fosters knowledge. National Urban Policy (NUP) is a key instrument to achieve sustainable urban development in a shared responsibility across countries, regions and cities. The scale and urgency of the current urban challenges has given prominence to NUPs. The COVID-19 crisis has amplified the potential of NUPs in shaping more resilient, green and inclusive cities as part of countries recovery packages.

This book looks at the New Urban Agenda and prospects of its implementation. In 2016, the New Urban Agenda was endorsed by the General Assembly of the United Nations after having been adopted by the United Nations Conference on Housing and Sustainable Urban Development (Habitat III) in Quito, Ecuador. Together with the Sustainable Development Goals, it provides a comprehensive and ambitious roadmap for global debate and action related to sustainable urbanisation during the coming decades. As mature economies and ageing societies, Japan and Germany can make considerable contributions to the implementation of the New Urban Agenda. Both countries share a number of similar challenges for environmentally sustainable and resilient urban development under conditions of social change. Furthermore, they have vast experience in actively promoting urban transformation towards a more sustainable urban future. At the same time the authors are making a contribution towards implementing the New Urban Agenda. Other countries may build up on the experience provided and the 20 examples described in this book. The work is based on a longstanding cooperation between the Graduate School of Environmental Studies of the Nagoya University (Japan), the Leibniz Institute of Ecological Urban and Regional Development (Germany) and the Technische Universität Dresden (Germany).
