This book presents an overview of urban and regional planning in Turkey. It discusses the fundamental topics and contemporary issues in the field. The book is organized in two parts and it includes 14 chapters. Chapter 1 is designed as an introduction defining the framework of urbanisation in Turkey, and the evolution of urban planning providing a background for the remaining chapters. In Part I, contemporary issues of urban and regional planning in Turkey are covered (i.e., new route taken by regional planning, the role of the planner in the process of shaping the urban form of Turkish cities, the specific features of Turkish city centres, large-scale public investments and their effects on urban areas, urban growth of Turkish cities from an urban morphological viewpoint, and problems and recent planning discussions related to the conservation of archaeological heritage). The challenges faced by urban and regional planning in Turkey are discussed in Part II (i.e., major challenges in residential transformation, excess housing production and the future of housing markets, challenges posed by increasing (global) immigration and refugees, challenges due to integration of a resilience thinking framework into the planning systems, development and planning activities of settlements in hazard prone areas, and the current state of climate policy and governance). In the concluding chapter an overall assessment of the contemporary issues and challenges for urban and regional planning in Turkey is made with special emphasis on the last 15 years of the country. Discussions on the case of Turkey could be useful examples both for developed and developing countries.

The rapid urbanization that began with industrialization has begun to cause many problems. New approaches are emerging today to minimize these problems and make urban areas more livable. These problems include insufficient social facilities in urban areas for increasing populations due to migration and unbalanced use of green areas, water, and energy resources due to urbanization. Careless consumption and the pollution of natural resources will cause people many more problems in the future than they do today in urban development. Many professional disciplines have noticed this unbalanced development in urban areas. Urban areas have larger populations than rural areas today. Urban areas are developed neglectfully. Sustainability is needed as a criterion for urban areas to develop in a more livable and healthy fashion. Sustainable urban development approaches are seen in many fields, ranging from land use to the use of natural resources in urban areas.

There is consensus in literature that urban areas have become increasingly vulnerable to the outcomes of economic restructuring under the neoliberal political economic ideology. The increased frequency and widening diversity of problems offer evidence that the socio-economic and spatial policies, planning and practices introduced under the neoliberal agenda can no longer be sustained. As this shortfall was becoming more evident among urban policymakers, planners, and researchers in different parts of the world, a group of discontent researchers began searching for new approaches to addressing the increasing vulnerabilities of urban systems in the wake of growing socio-economic and ecological problems. This book is the joint effort of those who have long felt that contemporary planning systems and policies are inadequate in preparing cities for the future in an increasingly neoliberalising world. It argues that “resilience thinking” can form the basis of an alternative approach to planning. The governance structures in urban and regional development have undergone processes of transformation since the medieval period, resulting in them becoming increasingly decentralised, diversified, and centred about "middle-class values". An essential part was played by the initial concepts of land ownership and planned land use. These were then complemented by additional items from land taxation to the concepts that began to evolve during the 20th century, including diverse elements such as land economics and social responsibility. This volume concentrates on a diverse range of topics centering on the relationships between governance and the organization of entities within both urban and rural areas. The essays indicate that the development of systems of governance runs parallel to and reflects the indelible print humankind has made upon all forms of landscape. Over time various forms of governance evolved, but in the course of the last century they also became more accountable. Together this resulted in a continual process of evolving boundaries and territories, of political changes, and of the subsequent divisions between urban and rural areas as well as urban subdivisions. In addition to this complex mixture of land and spatial planning issues, we are faced today with rapidly changing demographic profiles across all of Europe – and not the least with the emerging awareness of how social responsibilities impact this issue.
