This book describes the author's academic journey from an undergraduate in London to his current research on Ukraine and Belarus as a History professor in Alberta, Canada. It highlights the dramatic changes of the late Soviet and post-Soviet periods, his travel stories, experiences, and the Stalinist legacy in both countries. It includes extended focus on his visits to Chernobyl and the contaminated zone in the late 1980s and 1990s, as well as a summer working with indigenous groups in eastern Siberia. Visiting Belarus more than 25 times since the 1990s, he was banned for seven years before the visa rules were relaxed in 2017. In the case of Ukraine, it chronicles a transition from a total outsider to one of the best-known scholars in Ukrainian studies, commenting on aspects of the coalescence of scholarship and politics, and the increasing role of social media and the Diaspora in the analysis of crucial events such as the Euromaidan uprising and its aftermath in Kyiv. This edited collection contributes to the current vivid multidisciplinary debate on East European memory politics and the post-communist instrumentalization and re-mythologization of World War II memories. The escalating rivalry between the EU and Russia in their shared neighborhood creates important economic, political, and legal challenges for the lands in between. Belarus and Ukraine have received proposals of integration from both the EU and Russia. However, the extents to which they accepted these offers differ and result from a multitude of factors as well as their interplay affecting the policy choices of their governments. International integration is a foreign policy question, but it has a strong domestic dimension too. Explaining various integration stances demands considering a country's foreign and internal affairs. Alla Leukavets applies here Putnam's two-level game-theoretical approach in combination with findings from comparative neighborhood Europeanization and democracy promotion studies, as well as Levitsky/Way's linkages-and-leverage-model. She develops various actor-centered and structural explanatory variables and applies them in the subsequent empirical analysis. Her research results benefit from triangulation through primary documents analysis and semi-structured interviews with elites and experts in Minsk, Moscow, Brussels, and Washington, DC. The book analyses how the simultaneity of European and Eurasian integration challenged the two countries to make a major strategic integration choice. Looks at the process of state-building in Ukraine, Lithuania, Belarus, and Russia from a political economy and institutional perspective. Weak and distorted state capacity has come to be widely recognized as a key obstacle to successful transformation—including economic modernization and growth as well as the consolidation of democracy. However, so far little systematic research has been carried out on state capacity per se and on how to explain its development. The book provides new insights in considering the evolution of Ukraine since 1992, offering an in-depth view of institutional development in crucial areas and thus tracing the process of state-building. It draws comparisons with developments in Belarus, Lithuania, and Russia (based on field research). To capture the process of state-building empirically, focuses on the extraction and expenditure systems which are a central pillar of state capacity and also a central link between citizens and the state. Russia’s use of its vast energy resources for leverage against post-Soviet states such as Ukraine is widely recognized as a threat. Yet we cannot understand this danger without also understanding the opportunity that Russian energy represents. From corruption-related profits to transportation-fee income to subsidized prices, many within these states have benefited by participating in Russian energy exports. To understand Russian energy power in the region, it is necessary to look at the entire value chain—including production, processing, transportation, and marketing—and at the full spectrum of domestic and external actors involved, from Gazprom to regional oligarchs to European Union regulators.
